       the understanding  of  these factors by interested stakeholders  in
       ^government and the private sector; and (3)  to engage in a debate
       that  relies on the best factual information available,  while
       seeking to improve the quality of that information and its
       interpretation.

The Northeast Waste Management Officials' Association  (NEWMOA)
designed this manual to provide environmental assistance staff
with a basic reference on the metal coatings process.  The
purpose of the manual is to enable assistance providers to rely
on a single publication to jump start their research on pollution
prevention for companies with which they are working.  The manual
is explicitly designed to be useful to assistance professionals
with experience" working with metal coating operations and those
who have never encountered this process.  The U. S. EPA Pollution
Prevention Division has funded this manual as a model of a
comprehensive packet of pollution prevention  (P2) information on
a single industry.

               Technical Assistance Providers

This manual for technical assistance providers comes from the
Illinois Waste Management and Research Center (WMRC).  It
examines the pollution outputs and pollution prevention
opportunities for several categories of the primary metals
industry,  including steel making, ferrous and non-ferrous foundry
operations, and non-ferrous metal refining.
