It is designed as a guide for EPA staff, other government agencies and the public who require information about EP A rulemakings. Rulemaking, or regulation development as it is called in EPA, is defined as the agency process for formulating, amending, or repealing a rule. Rules establish the particular policies and procedures used in carrying out the statutory goals established by Congress. As part of the rulemaking process, the Agency is responsible for providing public access to information considered in developing rules and seeking public comments on new draft rules. A "rulemaking docket" is a collection of documents that is the basis for EP A rulemaking actions. Some statutes refer to a "rulemaking record" or a "docket," and others refer to the "record." Those same terms or "public docket" are often used to describe the collection of documents available to the public which reflect the Agency's consideration and promulgation of a rule.
