Introduction
Many clearinghouses, hotlines, and electronic bulletin boards have been
developed by the Environmental Protection Agency (EP A) to respond to
legislative initiatives requiring the Agency to provide outreach, communications,
and technology transfer. Clearinghouses and Hotlines was developed to provide
information and foster communications about clearinghouses, hotlines, and
electronic bulletin boards within the Agency. With the exception of The National
Response Center, all clearinghouses and hotlines listed in this publication are
maintained by EP A and its agents.
The Headquarters Library assists EP A program offices in clearinghouse
development and operations by providing the following services:

Description 01 Services: The Clearinghouse is a means of exchanging
information on air pollution control matters, between and among federal, state
and local pollution control agencies, private citizens, universities, contractors and
foreign governments. It addresses the criteria pollutants (Particulate/PM-10,

and area sources, as well as mobile sources.

mentioned here is available to anyone who requests it.

Publications: Emission Factor Clearinghouse Newsletter. This Newsletter is
issued quarterly, and it contains:
. News of recent publications of use to its readers, with information on
how to obtain them and with the name of a knowledgeable contact on
the subjects.
. Inquiries about EP A emission inventory policy and guidance.
. Requests from government elements or from individual readers for
assistance in dealing with general or specific air pollution emissions.
. Newly developed emission factors or inventory procedures which may
not yet have been printed and distributed.
. Information on obtaining PC programs useful in estimating or
inventorying air pollutant emissions.
. Other items deemed of interest to readers and to the issuing office.
The Newsletter is accompanied in its efforts at information exchange by the
Clearinghouse For Inventories and Emission Factors (CHIEF). The Newsletter
and its CHIEF electronic bulletin board are available to anyone who contacts the
sponsoring office and asks for access to them. Present circulation of the
Newsletter is about 3,000.
Clearinghouse Databases: Clearinghouse for Inventories and Emission
Factors (CHIEF). Requirements for access to CHIEF are a computer, a
communications software package, and a modem with parameters set at
8 data bits, 1 stop bit, and 0 parity. Chief contains emissions databases
(including some toxics information), bulletins, messages, copies of all past
Newsletters, and Email services. Major files include SPECIATE, with speciation
factors to estimate toxic emissions; XATEF, a PC database management system
containing toxics emission factors. SIMS, the Surface Impoundment Modeling
System; and AFSEF, with access to AIRS Facility Subsystem Emission Factors.
CHIEF bulletin board hours are 24 hours per day, except Mondays 8:00 a.m. to
Noon for maintenance.

Air toxies (noncriteria air pollutants) and the
development of air toxies control programs
Description of Services: The primary purpose of the National Air Toxics
Information Clearinghouse is to collect, classify, and disseminate air toxies
(noncriteria pollutant) information submitted by state and local air agencies, and
to make the audience aware of published air toxies information from EP A, other
federal agencies, and similar relevant sources. State and local information
includes general agency facts, regulatory program descriptions, acceptable
ambient limits, permitted facilities, source testing data, emissions inventories,
and monitoring.

Description of Services: The CLU-IN Bulletin Board offers a number of
services including online messages and bulletins; computer files, programs, and

either uploaded (sent) or downloaded (received) through CLU-IN. The system
targets those involved in hazardous waste remediation and corrective action
activities, and is intended to provide an efficient mechanism for the exchange of

Description of Services: The EPA's Emergency Planning and Community
Right-to-Know Information Hotline's primary function is to provide regulatory,

Wetlands protection
Description of Services: The Environmental Protection Agency's Wetlands
Protection Hotline is responsive to public interest, questions and requests for
information about the values and functions of wetlands, and options for their
protection. The Hotline acts as the central point of contact for the Wetlands
Protection Division of the Office of Wetlands, Oceans, and Watersheds to
provide a wide range of oral and written information on wetlands protection

CLEARINGHOUSE SERVICES
Clearinghouse Characteristics
Recent studies of clearinghouses have identified their principal objectives as
establishing a core of substantive information and providing the means to access
that information to interested users. Over the past thirty years, clearinghouses
sponsored by the federal government have proved to be an innovative means of
facilitating the networking and exchange of critical information. Many
clearinghouses use bulletin boards and hotlines to provide convenient access for
remote users. They are also useful as a central access point for hard-to-Iocate
technical reports and documents.
Clearinghouses generally have the following eight characteristics:
. Change quickly to meet the needs of program priorities.
. Have a specific focus or subject area.
. Acquire information
-Published and unpublished.
-Print and electronic.
. Organize and index a special collection for in-depth subject access.
. Accept inquiries through on-site visits, telephone, letter or
electronic messaging.
. Respond to inquiries in both a routine (standard) and tailored
(customized) manner.
. Provide systematic searches of information.
. Engage in outreach and dissemination for current and potential users.
At present, EP A is developing clearinghouses on a variety of environmental
issues. The EP A Headquarters Library staff will be glad to share its experiences
in establishing and maintaining clearinghouses with EP A staff. The following
sections outline services for clearinghouse development and management.

Library Support Services For Clearinghouses
Many clearinghouses are being developed by EP A to respond to legislative
initiatives requiring the Agency to foster public access, communications, and
technology transfer. The Headquarters Library can help EP A program offices in
clearinghouse development and operations by providing the following services:
. Provide advice and consultation on developing clearinghouses.
Information professionals are available to brief you on the
content and format of clearinghouses.
. Provide specialized literature and news searches. A variety of
commercial databases are available within the Library for
specialized searches on environmental management topics.
. Act as the reference library portion of clearinghouses. Reference
material available at the Headquarters Library may be used as a
core reference collection for the clearinghouse.
. Improve access to information through network librarians. A
Network of 28 libraries and other information services provide a
nationwide link to shared sources of information.
. Develop subject bibliographies. Summaries of current reports
organized by EP A program topics related to the subject focus of
the clearinghouse can be developed for special audiences.
. Advise on database development. The structure, content, and
organization of databases can be shared through database
demonstrations.
. Publish a directory of EP A clearinghouses. As part of the
Library's clearinghouse support effort a directory, ACCESS EP A
Clearinghouses and Hotlines, is published annually.
. Provide an easy way to automate access to small collections of
information through E-Z Ref, a database shell. E-Z Ref is
designed for convenient access to information and may be
tailored to individual needs.
. Network with other Public Information Contacts. We provide
tools and ideas for networking with dockets, public information
contacts, and other clearinghouses and hotlines for effective
referral and sharing of information.
