The CTC offers a wide range of engineering assistance and technical guidance related to: • Air toxic emissions and control strategies • State implementation plan and regulation development • New source review control technology determinations • Operation and maintenance problems • General source emissions and control evaluation • Other control strategies The CTC assists regulatory and permitting agencies, but does not provide policy guidance and compliance advice which are the responsibility of the EPA regional offices. The CTC provides ready access to information and expertise available at EPA. To offer the most comprehensive support possible, the Center draws on professional staff from both EPA's Office of Research and Development and Office of Air Quality Planning and Standards. Private consultants also are available when appropriate. STAPPA and ALAPCO advise the CTC on how to best serve and respond to State and Local Agency needs. The technical needs identified via the CTC will serve as a resource for future program development within EPA. CTC services are available at no cost to state and local agency and EPA regional office staff. The CTC provides three levels of assistance: !• HOTLINE -{919)541-0800 11111 :(FT$}629-0800 > Engineering Assistance • Technical Guidance HOTLINE The HOTLINE provides an initial rapid re- sponse based on information available immediately from the EPA and its contractors. By telephoning the CTC HOTLINE, you will reach the EPA personnel most knowledgeable about your problem. Engineering Assistance Where more in-depth engineering assistance such as an engineering analysis or on-site support may be needed, EPA and its contractors can pro- vide assistance on a range of topics, including: • Evaluation of source emissions • Identification of control alternatives • Development of control costs • Identification of the impacts of control technologies on air pollution • Source testing methods and problems • Advice on permit conditions to ensure good operation and maintenance of control equipment Technical Guidance The third level of CTC support is formal control technology guidance and information transfer. This guidance focuses on, but is not limited to, topics of national interest that are identified through contact with state and local agencies. Technical guidance takes several forms, depending on the best method of information transfer for each case. These in- clude: • Control technology documents on the applicability of controls (e.g., control devices, process modification) for various emission sources, • Personal computer software for assessing control problems and evaluating potential solutions, and • Seminars and workshops on control technology issues. Technical guidance documents and soft- ware produced by the CTC and notifications of meetings sponsored by the CTC will be distrib- uted free of charge to state and local agencies and regional offices. ------- |
