ChemUSES combines the five SIC 2-digit
major groups of SIC Division A into one
2-digit ChemUSES category. The second-
level terms follow the SIC 2-digit
major groups, except that the crop ser-
vices part of SIC 07 is included with
the crops to which the services are
applied. The SIC separates these ser-
vices when the services are performed
by separate establishments. The animal
services part of SIC 07 is retained as
a second-level ChemUSES category.
ChemUSES organizes crops
generically—e.g., grains, pulses,
roots, and tubers. The SIC uses
nongeneric categories such as "cash
grains" (which include soybeans, a
pulse) and "field crops."

tractors. The ChemUSES classification
consists of a construction category
(type of building or type of nonbuild-
ing construction) and a construction
activity (such as carpentry).
DIVISION D: MANUFACTURING

20 FOOD AND KINDRED PRODUCTS
Food products are not regulated by EPA
under TSCA because these product's are
regulated by FDA. Therefore, the
ChemUSES terms for food are limited to
the two categories of human food and
animal food. In addition, ChemUSES
provides three terms for food additives
to correspond to the FDA categories for
those substances, and several terms for
non-food-and-drug fat and oil products
that are normally produced by the food
industry but are regulated under TSCA.

textile mills. These kinds of finished
products are classified in SIC

products—if they are not produced in
textile mills. To avoid duplication,
ChemUSES 22 includes only yarn, basic
fabrics, and textile finishing; apparel
and other finished products from
textiles, wherever they are produced,
are classified in ChemUSES 23.

24 are organized by type of mill, which
results in some duplication of
products. Some items are included in
ChemUSES 24 but not in SIC 24, such as
firewood, lumbermill residuals, pre-
finished lumber and wood panels> and
compressed wood fuel. Wood cabinets,
which are classified in SIC 24, are
classified in ChemUSES 25.
25 Furniture and fixtures
25 FURNITURE AND FIXTURES
ChemUSES 25 includes the products in
SIC 25 and is structured similarly.
ChemUSES 25 also includes hospital
furniture, most of which is classified
in SIC 38, and wood cabinets, which are
classified in SIC 24.
26 Paper and allied products
26 PAPER AND ALLIED PRODUCTS
ChemUSES includes the products in SIC
26, but is structured differently.
ChemUSES 26 is structured by the
subcategories of pulp, basic paper and
paperboard stock, and converted paper
and paperboard products. In SIC 26,
the papermill and paperboard mill

categories include not only basic stock
but also converted products, many of
which are also classified in the
converted paper and paperboard products
category. ChemUSES 26 includes all
asphalt- and tar-saturated paper and
paperboard building materials, whereas
some of these products are included in
SIC 29 as well as in SIC 26. SIC 26
includes bags made from plastics film
and other nonpaper materials, whereas
ChemUSES 26 excludes such nonpaper
prpducts.
27 Printing, publishing, and
allied industries
27 PRINTING AND PUBLISHING
ChemUSES 27 includes the same products
and activities as SIC 27, but is
structured differently. ChemUSES 27 is
divided into two categories: "printed
products" and "printing activities."
When appropriate, the chemical
application should be expressed as a
combination of the type of printed
product and the type of printing
activity.
28 Chemicals and allied
products
28 CHEMICALS AND ALLIED PRODUCTS
ChemUSES 28 generally includes the same
products as SIC 28. The second-level
categories are similar in the two
systems, with sections for inorganic
chemicals and organic chemicals that

consists of basic and intermediate
chemicals, and other second-level
categories for finished chemical
products. However, the inorganic and
organic chemicals sections are organ-
ized differently in ChemUSES, with a
hierarchical structure that defines the
chemical composition. This system al-
lows more precise specification of
chemical use in the chemical manufac-
turing industries. Nuclear fuel, which
is classified in SIC 28, is classified
in ChemUSES 29, and lithium and sodium
in ChemUSES 33. All elemental metals
not listed in ChemUSES 33 are classi-
fied in ChemUSES 28. ChemUSES has no
breakout for toiletries and cosmetics,
and only a limited level of detail for
drugs and pesticides because these
products are not regulated under TSCA.
ChemUSES adds several terms similar to
terms from the function list to
represent formulated chemical products
that perform the related chemical
functions.
29 Petroleum, and coal products 29 PETROLEUM AND OTHER ENERGY PROCESSES
AND PRODUCTS
ChemUSES 29 includes the general
categories covered in SIC 29, and also
includes nuclear energy products

ChemUSES 29 includes new terms for
synthetic fuels from coal and other
hydrocarbon sources, whereas, the SIC
classifies manufactured gas in SIC 49.
ChemUSES 29 includes terms for the
types of processes used in petroleum
refineries, as well as terms for
petroleum products. SIC 29 includes
asphalt- and tar-saturated products.
ChemUSES 29 includes asphalt and tar
mixtures, but classifies products
saturated with those mixtures in the
appropriate product category; i.e.,
asphalt- and tar-saturated paper and
paperboard products in ChemUSES 26, and
asphalt tile and asphalt- and
tar-saturated asbestos felts in
ChemUSES 30.
30 Rubber and miscellaneous
plastics products

ChemUSES 30 includes the products
classified in SIC 30, but separates
rubber products from plastics
products. ChemUSES 30 adds terms for
plastics-forming processes associated
with particular plastics products.

listed in the SIC, such as

ChemUSES 31 includes the same products
as SIC 31 and is structured similarly.
Both ChemUSES 31 and SIC 31 include
products often made from leather, such
as luggage, even if they are made of
nonleather materials. Leather apparel
is classified in ChemUSES 23, whereas
the SIC includes leather products such
as gloves, belts, and jackets in SIC 31.
32 STONE CLAY, GLASS, AND CONCRETE PRODUCTS
ChemUSES 32 includes the same products
as SIC 32. The glass category is
structured differently than it is in
the SIC, in that ChemUSES does not
distinguish products made from
purchased glass, and ChemUSES adds
terms to describe the type of glass
finishing. The SIC classifies all
gaskets and seals in SIC 32, although
many are made of nonmineral materials.
ChemUSES classifies gaskets and seals
in ChemUSES 35. Porcelain electrical
supplies are classified in SIC 32 but
in ChemUSES 36.

ChemUSES 33 includes the same basic
metal products that are included in SIC
33. However, ChemUSES 33 is structured
by type of metal, whereas SIC 33 is
structured by type of operation. SIC
33 includes products fabricated from
wire, such as nails and insulated wire
and cable. ChemUSES 33 includes only
basic wire; products fabricated from
wire are classified in ChemUSES 34.
ChemUSES 33 includes elemental lithium
and sodium which the SIC classifies in
28. Elemental metals not listed in
ChemUSES 33 are classified in ChemUSES
28.
34 Fabricated metal products,
except machinery and
transportation equipment

ChemUSES 34 includes the same products
as SIC 34 and is structured similarly.
ChemUSES adds terms for the type of
metal processing. ChemUSES 34 also
includes products fabricated from wire,

cable, which are classified in SIC 33.

ChemUSES 35 includes all the products
classified in SIC 35 except "electrical
power generating equipment" (part of

listed in the SIC (e.g., solar electric
generators). ChemUSES 36 uses the new
term "Consumer electronics," which
includes such new products as video
recorders and electronic games that are
not listed in the SIC.

ChemUSES 39 includes personal
industrial safety equipment which is
classified in SIC 38. ChemUSES 39
combines parts of SIC 3944 and 3952
into a new category called "hobby,
crafts, and art supplies."
40 TRANSPORTATION, COMMUNICATIONS,
UTILITIES AND POLLUTION CONTROL
ChemUSES combines the SIC 2-digit
groups in Division E into one
2-digit ChemUSES category. The
third-level ChemUSES terms under

and by-products and manufactured gas;
coke oven gas and by-products are
classified in ChemUSES 33 and
manufactured gas in ChemUSES 29.
