       Thank you for your interest in the Pesticide Information Network (PIN).  Please note
that some of the communications and access information listed in this manual has changed.

       The  PIN will  evolve into a multi-access system  containing  additional  pesticide
information  in mid-1992.  The operation of the enhanced PIN will be much different than
the current version, providing improved  accessibility, and a larger information  base.

             The Pesticide  Monitoring Inventory (PMI) data set
                   including  the Pesticides in Groundwater  (PGW)  data set;
             The Regulatory Information  (REG) data set;
                   including  the Restricted Use Products information,
                     and Canceled & Suspended Pesticides  information,
             The Environmental  Fate and Effects (EFE)  data  set;
             The Pesticide  Applicator Training  (PAT) data set;
       User services provided  by the PIN will include:
             The PIN System User Guide,
             The PIN Contacts  Directory,
             State  & County FIPS Codes,
             The listing of EPA Product Managers,
             The Restricted  Use Products  Report.

                         Introduction

     As directed under Section 20 (b) and (c)  of the Federal
Insecticide Fungicide and Rodenticide Act (FIFRA),  EPA is required
to monitor the environment for pesticide residues.   In addition,
the Agency  developed a National Monitoring Strategy which
coordinates monitoring activities performed by all  EPA program
offices.  The Office of Pesticide Programs' (OPP) response to both
of these needs took the form of the National Pesticides Monitoring
Plan (NPMP) which was completed in July of 1985.

     The primary goal of the NPMP is to provide information on
exposure and effects to enhance the accuracy of pesticide risk
assessments and thereby improve the soundness of FIFRA risk/benefit
regulatory decisions.

     In April of 1988 the PESTICIDE MONITORING INVENTORY (PMI),
as part of the NPMP, was made available to the public.  The
database was named after its primary information file, the  .
Pesticide Monitoring Inventory.  In November of 1989, with the
addition of the Restricted Use Products file,  the database was
renamed the PESTICIDE INFORMATION NETWORK (PIN).

     The PESTICIDE INFORMATION NETWORK is an interactive database
of pesticide information operated by the Pesticide Monitoring
Program Section within the Office of Pesticide Programs.  The PIN
is available 24 hours a day, 7 days a week.  There is no fee to use
the system, except for telephone charges incurred by the user.  The
PIN can be accessed by any personal computer with a modem or modem
access.  It operates similar to a PC-to-PC bulletin board, and any
information retrieved from the system may be downloaded to the
user's computer.  User support for the PIN is available Monday thru
Friday form 7:00 A.M. to 4:00 P.M. EST.

     The PIN runs on an Epson Equity III+ "AT" type computer.  It
is composed of two software packages interfaced together.  The
database manager is Revelation by Cosmos and the bulletin board
software is ASCOM IV by Dynamic.  An application was written in
ASCOM IV that serves as the user interface.  The user creates a
search sentence by selecting English words or phrases from a series
of menus.  Therefore, knowledge of programming languages by the
user in not necessary*  ASCOM IV translates the sentence into
Revelation syntax, opens the database manager, and feeds the
sentence.  Revelation performs the search and creates an ASCII file
containing the appropriate records.  The user is then permitted to
do-m'Toad and capture the ASCII file which can then be imported into
a wordprocessing software to be printed if necessary.

     Your personal name is your password.*  As detailed above, the
PIN is completely menu driven, with help -screens available thru
each menu.  The menus allow the user to search a file based on the
specific criteria he .has chosen.  Instruction manuals can also be
downloaded, which explain each file in greater detail.  The mailbox
feature in the PIN, displays "users of the system, allows users to
communicate via the electronic mail, and provides access to public
information notices.

     Currently the PIN contairfs "three information files:
     1)  The Pesticide Monitoring Inventory (PMI) is a compilation
of monitoring projects performed by Federal Agencies, state and
local governments, and private institutions.  The information
provided by the PMI includes the riafte of the project, the project
officer's name, address and telephone number,  the chemicals being
monitored, the substrates in'which they were monitored, sample
locations, and an abstract of the project.'  It does not contain any
hard data, but provides a contact to obtain this information.  The
PMI may be searched by country, U.S. state, EPA region, chemical
name,  CAS number, chemical class, chemical-category, substrate, and
revision date of the record.

     2)  The Restricted Use Products File  (RUP) is a listing of all
U.S. pesticide products that have been classified as Restricted. Use
Pesticides under 40 CFR Part 152, Subpart I.  This file is updated
on the first day of each month.  The RUP may be searched by
chemical name, CAS number, EPA registration number and revision
date of the record.  Along with the above information, for each
chemical, the criteria influencing restriction, EPA actions taken
on the chemical, chemical formulation, use information and the
Product Manager (PM) Number, is also included.

     The Product Manager is the individual responsible for
coordinating the activity occuring on chemicals involved in the
registration and reregistration process.  The Product Manager File
provides a cross-reference of the PM Number and the name, address
and telephne number of the Product Manager.  The option to download
this file is available from the first menu within the RUP section
of the PIN.

     3)  The Chemical Index is a cross-reference for the above two
files.  The Index identifies the chemical name recognized by the
database.  It also provides the chemical's synonym names, chemical
class, category and CAS number, and indicates in which file
information concerning this chemical is found.  The Chemical Index
provides information only on chemicals contained in the PIN.

     The philosophy behind the Pesticide Monitoring Inventory
portion of the PIN, is to provide a network by which all those
involved with regulating, manufacturing, or using pesticides may
communicate and share monitoring information.  As the PMI expands,
it will allow the user community to tap a broad base of information
that will enhance their own monitoring programs, eliminate
duplicative efforts, and encourage the development of cooperative,
cost-effective programs.

     In addition to assisting ,the general user community, the PMI
will provide EPA with information, that^'will aid in the evaluation
of the effectiveness r-of regulatory .actions, illustrate the
environmental results of regulatory actions, and identify
unanticipated, emerging health and environmental problems.

     The growth and ultimate value of the PMI largely depends upon
users who provide monitoring projects for inclusion into the
database.  To add your project to the PMI, contact the PIN User
Support Staff at (703) 557-7499 to obtain a 'Pesticide Monitoring
Inventory Project Form'.

      The Chemical Index is a cross-reference  of the chemical names,  CAS
 Numbers,  file location,  synonyms, classes and categories  used  in  the
 Pesticide  Information Network  (PIN).  Consulting the Chemical Index as
 a  first step upon entering the  PIN, will provide a quick check, as to the
 presence and  file  location  of  a chemical  in  the  system.  It will also
 provide the chemical name under which the database must be searched.

      In  the  RUP  File  the   Chemical  Index  identifies  the  active
 ingredient, and its CAS Number, for products  that have restricted uses.
 This  name  or  number must be used  in searching the RUP File by chemical
 name  or CAS Number.

      In the PMI, to  simplify   searching for  a chemical, a single name
 and  class  is designated to   identify  a chemical  and  its  synonyms.
 Breakdown  products  and  metabolites  are identified   as  the  parent
 compound.  Some common names for  groups of chemicals are designated as
 the  PMI  Chemical  Name.    For  example,  individual  Arochlors  are  not
 defined in the database, the PMI  Chemical Name is PCS.

      Once you have accessed the Chemical Index option from  the PIN Main
 Menu, the  following menus will appear.

                                OPTION 

     The CHEMICAL INDEX is a cross-referenced list of all the chemicals*
their  synonyms,  classes,  and Cas Numbers  contained  in the PIN.   The
Index  also  identifies in which file  the  chemical  may be  found.   For
simplicity  of  use,   each  chemical  in the  PIN  is   identified  by  a
designated name, usually the  ANSI name.  When in doubt  as to the correct
chemical name to use, or for a quick search to check if information on
a specific chemical is in the system, use the CHEMICAL  INDEX.  The Index
is completely menu driven,  however there  is also  a  brief Instruction
Manual that can be downloaded.

                             OPTION D.

     The Restricted Use Products File (RUP)  is  a  current listing of all
pesticide products that have been classified as  Restricted Use

     This menu allows you to choose  a search condition that is specific
to your needs.   You may search for complete words or  parts  of  words,
depending upon the option you select.  For  example, if you wish to find
all projects with  the exact  chemical name  METHYL BROMIDE,  your  search
sentence would be:

      INCLUDE CHEMICAL EQUAL TO METHYL BROMIDE.

     However, if you wish to see  all projects  with chemicals starting
in METHYL, your search sentence would be one of two:

     As you can see, there are many choices in this menu.  With a little
creativity and practice,  you  will be able to construct a search sentence

NOTE:   EQUAL  TO  searches for an exact character for  character match.
CONTAINING,  STARTING  IN,   and  ENDING  IN,  search  for  a   string  of
characters within  a larger group  of characters.   One  of  these options
must be used if the chemical that you are searching for is longer that
40 characters.

     It is recommended that  in  searching  the fields 'Body of Water' and
'Sponsoring Agency', CONTAINING, or STARTING IN be used.

you to type in the object of your search.   Notice the search sentence
being    constructed   beneath   each  menu.      You   need   only  to
"fill-in-the-blank".    The  word  that  you   type  cannot   exceed  40
characters.  Type  in all capital letters and be  certain that you spell
your word correctly.  For example MD, METHYL BROMIDE or BROMIDE.   After
you type  in your  word  the   completed  sentence will look  like  one of

     Now that you have constructed one condition, you can choose to stop
here and have the computer find the  projects  that you have selected, or
you may add more conditions to your search sentence.  This menu allows
you to use AND or OR to link two conditions together.  If you select one
of these to continue your sentence,  you will  be  returned to Menu Number
I, and you will proceed  exactly  the same way as you did for the fij
part of your sentence.  You may link as many as four conditions toget!
as long as your sentence does not exceed 255 characters.  Remember, from
any menu, you may return to the previous menu and change what you have

AND

     AND is a linking word used to  limit the scope of a search.  For
example, if your sentence looks like this:

NOTE:   This language  does not  contain  parenthesis,  therefore  it  is

sentence.   Results of  searches with combined  linking words will  be
unpredictable.

uses only one name.  The name used is usually the ANSI name.  If an ANSI
name was not available,  the ISO name was used.  If neither of these were
available, another synonym was  selected,  usually the shortest or most
common name.  In some cases, several related chemicals have been grouped
under one chemical name.   For example, if you search  for projects
containing  DDT,  you  will  also  find projects containing DDE,  DDD and
various other metabolites  of DDT.

     Search the PMI Chemical Index, option   from the Main Menu, can
be used to identify the PMI Chemical Name.

B. CAS NUMBER
     This is the CAS Number (Chemical Abstract  Number) that has been
assigned to the chemical.   Include all dashes.

C. CHEMICAL CLASS
     All chemicals in the  PMI have been grouped into  one of several
chemical classes, such as  organochlorine, amide,  carbamate.  A list of
the Chemical Classes in the PMI can be found in the Chemical Index.

D. CHEMICAL CATEGORY
     All chemicals in the  PMI have also  been grouped into one or more
chemical categories which  reflect their use.  A list  of categories can
be found in Appendix A.

E. SUBSTRATE
     Every project in the PMI has at least one substrate associated with
it.  If you select this option, a menu will  allow you to select  one of
the following eleven substrates.

     Appendix  B  lists  the  various   substrate  breakdowns  that  are
 available.   These  are generally used  to narrow a  search.   Substrate
 breakdowns can  modify more than  one  substrate.   You may  search for
 substrate breakdowns alone,  but you run the risk of retrieving projects
 that are of no interest to you.

     For  example,   SURFACE  can  be  associated  with  the  substrate
 STRUCTURAL and the  substrate  WATER.   If you  wish to find all projects
 monitoring SURFACE WATER, your search sentence would look like this:

     INCLUDE SUBSTRATE EQUAL  TO WATER AND INCLUDE SUBSTRATE BREAKDOWT
 EQUAL TO SURFACE.

 If your search sentence looked like this:

     INCLUDE SUBSTRATE BREAKDOWN EQUAL TO SURFACE

 you would retrieve all projects associated with surface water and also
 all projects associated with monitoring the surfaces of structures such
 as buildings, machinery, furniture etc.

     Subject breakdown is not  a required entry for a PMI project with
 the exception of projects monitoring WATER.  Any project with WATER as
 its  substrate  must contain  at least  one of  the  following  substrate
breakdowns:

     In this way, you may be certain that you are  retrieving all ground
water  projects  or  all  surface  water  projects  when  you  AND these

G. STATE  (two letter abbrev.  Outside US - use whole name)
     To retrieve all of the monitoring projects in a particular state,
use the two letter abbreviation for the state.  The two letter state
abbreviations are  listed  in Appendix  C.   The PMI  file  contains  some
non-US projects.   If  you  are searching  for  a non-US state,  use  the
entire name of the state.

H. EPA REGION
     The EPA Regions are entered as their two digit designations.   For
example Region 1 as '01',  Region 10 as '10' etc.  Appendix C lists the
ten EPA  Regions and their  state abbreviations.   National  monitoring
projects,  those conducted  on a  nationwide  basis,  can  be  found  by
entering   '00' and  non-US projects by entering '99' for region.

I. COUNTRY
     This field contains the country in which  the monitoring project is
being conducted.  The  formal name for the country is used, for example
'Great Britian1  instead of  'England'.. This field is only  used  to define
non-US projects.

J. SPONSORING AGENCY
     Sponsoring Agencies are listed by their  formal name, with no'
abbreviations.   To  search  for projects conducted  by  a  particular
sponsoring agency (example USGS), construct your sentence as  follows:.

     INCLUDE SPONSORING AGENCY EQUAL TO US GEOLOGICAL SURVEY

     This sentence will find all projects from the US Geological Survey.
By using  STARTING IN  or  CONTAINING an  agency can be  sought without
knowing its exact formal name,  or  agency groups can be searched.   For
example,

     INCLUDE SPONSORING AGENCY STARTING IN US

locates all projects sponsored  by  federal agencies.  Do not  use EQUAL
TO in searching this field unless the whole exact agency  name  is known.
Use STARTING  IN  if  the Sponsoring Agency is over 40  characters in
length.

K. REVISION DATE
     This option allows you to search  for projects  before or  after a
specific date.  The revision date is the last  date that the  project was
updated or changed in  the database.  If you select  this  option the
following menus allow you to specify 'before1  or 'after' and type in the
date that you choose.

L. BODY OF WATER
     This option allows you to search for a  specific body of water,
example, the Sandusky River.  If you  use  the search condition EQUAL
the body of water must be spelled correctly and be an exact match wit
the name in the  PMI.  Therefore,  it  is preferable to use STARTING IN,
ENDING IN or CONTAINING.  For example,

     INCLUDE BODY OF WATER CONTAINING LAKE MICHIGAN

will find projects listed with 'LAKE  MICHIGAN',  'LAKE MICHIGAN, WI' and
'LAKE MICHIGAN,  MI'.  The common mistake of "Include body of water equal
to LAKE MICHIGAN"  will  only find projects  with 'LAKE MICHIGAN', thus
missing other projects pertaining to this body of water.

search the user file for your name, list the address that  you provided
and ask you if it  is correct.

     If you are a new user and there is another person in the  user file
with a name identical to yours, log off the system and  redial to  start
over.  Log on again with a modified version of your name.   For example,
if your name is Robert, try logging on with  the  name Bob.

     After the  log on procedure is completed, the PIN Main Menu  will

 Read  your Mail - allows 10 messages  to be stored  in the  user's
personal mailbox.

 Read public  notices  - contains  information concerning the RUP and
PMI.
 Send a letter (public or private) - using private, messages can be
sent to individual users  in the system.

 Delete messages - deletes mail in the user's personal  mailbox.

 Display users on  the  system - displays all PIN users by name and
association.

 Exit to the PIN Main  Menu

                         SEARCH THE CHEMICAL INDEX
                                OPTION 

     The CHEMICAL INDEX is a cross-referenced list of all the chemicals,
their  synonyms,  classes,  and Cas Numbers  contained  in the PIN.   The
Index  also  identifies in which file  the  chemical may be  found.   For
simplicity  of  use,   each  chemical  in the  PIN  is   identified  by  a
designated name, usually the ANSI name.  When in doubt  as to the correct
chemical name to use, or for a quick search to check if information on
a specific chemical is in the system, use the CHEMICAL  INDEX.  The Index
is completely menu driven,  however there  is also a brief Instruction
Manual that can be downloaded.

   The Restricted Use Products File (RUP)  is a current listing of all
   pesticide products that have been classified as Restricted Use
   Pesticides under 40 CFR Part 152, Subpart I.  The file contains
   the EPA chemical code number, active ingredient name, EPA
   registration number and product name, Product Manager number,
   criteria for classification, formulations and uses restricted, a
   the EPA actions that lead to classification.

   The RUP file will be updated on the 1st of each month.

             DOWNLOAD THE ENTIRE RESTRICTED USE PRODUCTS FILE
                                 OPTION B.

     The entire RUP file can be downloaded with this option.   The RUP
 is a large file and requires approximately 40 minutes to download.  The
 RUP user need only to download  the  file  once  and update it quarterly,
 replacing the outdated information with the updated copy.

     To download the RUP file, turn the capture mode "on" in your
 communications software and capture  to a disk.  If you are capturing the
 file to a floppy, the disk must have 360 K of space available.


                   DOWNLOAD THE LIST OF PRODUCT MANAGERS
                                 OPTION C.

     The  PRODUCT  MANAGERS LIST contains  the name, address and phone
 number of  the  Project Manager  (PM)  that is assigned  to a particular
 product.  Each  PM is identified by this number.   In the  PRODUCT MANAGERS
 LIST this number is given  in the field 'Product Manager Number'.   In the
 RUP,  the number is located in the field  'PM'.


                  SEARCH THE RESTRICTED USE PRODUCTS FILE
                                 OPTION A.

     This option allows the user to search the RUP file using various
 criteria.  It can be a quick on-line check for information or downloaded
 to a disk to produce a hardcopy.

     To retrieve  information  in the RESTRICTED USE PRODUCTS  FILE, you
will construct  a  'natural  language'  sentence  using    the menus that
 follow.   You may  construct  up to four search conditions, however your
 s"a*-ch question may not exceed 255 characters in length.   (Usually most
 four condition search sentences do  not exceed the  length  limitation.)
 If you  have  difficulty deciding  which  words to  select  in any  of the
menus,  select the help  option.   You may return to  a previous menu and
change  your  search sentence at  any  time by  selecting the  'Exit  to

This project was undertaken to determine the extent of environmental

contamination by residues of parent compounds or metabolites of
bis(trichloromethyl) sulphone and ethylene thiourea (ETU).   These
chemicals are two of the most extensively used pulp mill slimicide
products in the region.

Dithiocarbamate compounds, whose major metabolite is ETU comprise
over 50% of the slimicide active ingredient in use, with the other
products containing the bis(trichloromethyl)  sulphones.   At two plants
where these products are used, water and sediment were collected at
various distances from outfalls, up to a distance of two kilometers
from the plants.  No confirmed bis(trichloromethyl) sulfone residues
were found in the samples.  ETU was detected in approximately 10% of
the sediment and 25% of the water samples obtained in the area of
the plant using this product.  Detectable ETU sediment concentrations
ranged from 5-18 ug/Xg, while detectable water concentrations were all
near the analytical detection limit of 5.0 ug/1.  These concentrations
do not constitute an environmental threat in themselves, but may act
in concert with other pollutants to degrade the environment.

PROJECT SUMMARY :

   The state's toxic monitoring program began in 1977 as part of a
state-wide assessment on toxic substances in the coastal environment.
Nearshore fish and marine bottom sediments were collected from
selected estuaries to evaluate trends and determine sites that may be
considered as 'hot spot1 areas.  Monitoring is done regularly on an
annual basis in such areas as the Ala Wai Canal and other parts of
the state.  A major part of the program covers priority pollutants,
a joint effort between the state and EPA on priority pollutants
monitoring.  The state collects water, sediment and fish or shellfish
from sites having a high potential for toxics contamination, as well
as in areas with recreational importance to the state.  Many of the
pollutants are not detectable in the water column or biota, and
pollutants found thus far are confined mainly to bottom sediments.
Among the areas that are monitored for priority pollutants are Pearl
Harbor, Keehi Lagoon, Kaneohe Bay, and Hilo Bay.
