FOREWORD
The National Eutrophication Survey was initiated in 1972 in
response to an Administration commitment to investigate the nation-
wide threat of accelerated eutrophication to freshwater lakes and
reservoirs.
OBJECTIVES
The Survey was designed to develop, in conjunction with state
environmental agencies, information on nutrient sources, concentrations,
and impact on selected freshwater lakes as a basis for formulating
comprehensive and coordinated national, regional, and state management
practices relating to point-source discharge reduction and non-point
source pollution abatement in lake watersheds.
ANALYTIC APPROACH
The mathematical and statistical procedures selected for the
Survey's eutrophication analysis are based on related concepts that:
a. A generalized representation or model relating
sources, concentrations, and impacts can be constructed.
b. By applying measurements of relevant parameters
associated with lake degradation, the generalized model
can be transformed into an operational representation of
a lake, its drainage basin, and related nutrients.
c. With such a transformation, an assessment of the
potential for eutrophication control can be made.
LAKE ANALYSIS
In this report, the first stage of evaluation of lake and water-
shed data collected from the study lake and its drainage basin is
documented. The report is formatted to provide state environmental
agencies with specific information for basin planning [§303(e)], water
quality criteria/standards review [§303(c)], clean lakes [§314(a,b)],
and water quality monitoring [§106 and §305(b)] activities mandated
by the Federal Water Pollution Control Act Amendments of 1972.

Beyond the single lake analysis, broader based correlations
between nutrient concentrations (and loading) and trophic condi-
tion are being made to advance the rationale and data base for
refinement of nutrient water quality criteria for the Nation's
fresh water lakes. Likewise, multivariate evaluations for the
relationships between land use, nutrient export, and trophic
condition, by lake class or use, are being developed to assist
in the formulation of planning guidelines and policies by EPA
and to augment plans implementation by the states.

I. CONCLUSIONS
A. Trophic Condition:
Survey data indicate Flathead Lake is oligotrophic. It
ranked third in overall trophic quality when the 15 Montana
lakes and reservoirs sampled in 1975 were compared using a
combination of six parameters*. One of the water bodies had
less and one had the same median total phosphorus, two had
less and three had the same median dissolved orthophosphorus,
five had less and three had the same median inorganic nitrogen,
one had less mean chlorophyll £, and one had greater mean Secchi
disc transparency. Essentially no depression of dissolved oxygen
occurred at depths as great as 68.6 meters.
In a recent limnological study (Gaufin et al., 1976), Flat-
head Lake was classified as oligotrophic, but the authors note
that the blue-green algal blooms that have occurred in the shal-
lower bays in recent years indicate that some parts of the lake
are gradually becoming eutrophic.
B.. Rate-Limiting Nutrient:
Because of significant nutrient changes in the algal assay
samples during shipment from the field to the laboratory, the
assay results are not considered representative of conditions in
the lake at the time of sampling.
The lake data indicate nitrogen limitation in May, both nitrogen

and phosphorus limitation in July (depending on the station),
and phosphorus limitation in September.
C. Nutrient Controllability:
1. Point sources--The phosphorus contribution of known
point sources, excluding Pol sen, amounted to 13.7% of the total
load to Flathead Lake during the sampling year. The City of
Kalispell added 8.8% of the total load; Bigfork, 1.4%; the Yellow
Bay Biological Station, <0.1%; Whitefish, 2.2%, and Columbia Falls,
1.3% of the total. Septic tanks serving lakeshore dwellings and
recreation facilities contributed an estimated 0.3% of the total,
but a shoreline survey would be necessary to determine the actual
significance of those sources.
Note that the Poison waste treatment facility discharges to the
outlet channel and thus does not affect the trophic condition of
the main body of Flathead Lake (see map, page v). Therefore, the
phosphorus contributed by this source is not included in the com-
puted areal phosphorus load to the lake; however, the Poison
nutrient loads are shown in the loading tables (pages 13 and 14)
since they contributed to the outlet loads measured below Kerr dam.
The present phosphorus loading of 0.36 g/m2/year is less than
that proposed by Vollenweider (Vollenweider and Dillon, 1974) as
an oligotrophic loading (see page 16). However, the phosphorus
load of the Flathead River measured during the Survey sampling
year may have been somewhat less than usual. Nunnallee et al.
(1975), using several years of U.S. Geological Survey and Department

of Health and Environmental Sciences phosphorus data and cor-
responding U.S.G.S. flows, calculated a Flathead River inlet
load equivalent to 194,400 kg total phosphorus/year (including
point-source loads). Including point-source loads, the com-
parable Survey total phosphorus load was 141,140 kg. If it is
assumed that the authors' load is a more typical Flathead River
load, and the difference (53,260 kg) is added to the overall
Survey load, the areal loading would be increased to 0.48
g/m2/yr or a little more than an oligotrophic loading. Con-
sidering the evidence of eutrophication reported by Gaufin et al.
(1976), the latter loading probably is a more typical loading
than the 0.36 g/m2/yr measured during the Survey sampling year.
It should be noted that although the 53,260 kg difference
in total phosphorus load appears to be substantial, because of the
sizable flow of the Flathead River, a difference of less than
6 micrograms per liter mean total phosphorus concentration would
account for the load difference.
2. Non-point sources--Non-point sources, including direct
precipitation, accounted for 84.6% of the total phosphorus load
to Flathead Lake during the sampling year. The Flathead River
added 69.0% of the total; Dayton Creek, less than 0.1%; Proctor
Creek, less than 0.1%, Stoner Creek, 0.1%, the Swan River, 10.2%,
and the ungaged tributaries added an estimated 0.4% of the total.
The phosphorus export rates of the Flathead River, Dayton Creek,

Proctor Creek, Stoner Creek, and the Swan River were 7, <1, <1,
4, and 9 kg/km2/year, respectively (see page 15). These export
rates are quite comparable to the rates of the tributaries of
other lakes in the vicinity (i.e., Mary Ronan, Swan, and Talley
lakes*).

III. WATER QUALITY SUMMARY
Flathead Lake was sampled three times during the open-water season
of 1975 by means of a pontoon-equipped Huey helicopter. Each time,
samples for physical and chemical parameters were collected from
a number of depths at ten stations on the lake (see map, page v).
During each visit, a single depth-integrated (4.6 m to surface) sam-
ple was composited from the stations for phytoplankton identification
and enumeration; and during the first and last visits, a single 18.9-
liter depth-integrated sample was composited for algal assays. Also
each time, a depth-integrated sample was collected from each of the
stations for chlorophyll ^analysis. The maximum depths sampled
at the ten stations were 38.4, 5.2, 61.0, 53.3, 34.7, 58.2, 68.6,
66.8, 39.9, and 25.9 meters, respectively.
The sampling results are presented in full in Appendix D and
are summarized in the following table.

IV. NUTRIENT LOADINGS
(See Appendix E for data)
For the determination of nutrient loadings, the Montana National
Guard collected monthly near-surface grab samples from each of the
tributary sites indicated on the map (page v). Sampling was begun
in October, 1974, and was completed in September, 1975.
Through an interagency agreement, stream flow estimates for the
year of sampling and a "normalized" or average year were provided by
the Montana District Office of the U.S. Geological Survey for the
tributary sites nearest the lake.
In this report, nutrient loads for sampled tributaries were
calculated using annual mean concentrations and flows. Nutrient
loads shown are those measured minus point-source loads, if any.
Nutrient loads for unsampled "minor tributaries and immediate
drainage" ("ZZ" of U.S.G.S.) were estimated using the means of the
nutrient loads, in kg/km2/year, at stations C-l, D-l, F-l, and G-l
and multiplying the means by the ZZ area in km2.
The operators of the Kalispell, Poison*, and Big Fork wastewater
treatment plants provided monthly effluent samples and corresponding
flow data. The cities of Whitefish and Columbia Falls did not par-
ticipate; nutrient loads from these sources were estimated at 1.134
kg ? and 3.401 kg N/capita/year, and flows were estimated at 0.3785 •
m3/capita/day.

F. Yearly Loads:
In the following table, the existing phosphorus loadings
are compared to those proposed by Vollenweider (Vollenweider
and Dillon, 1974). Essentially, his "dangerous" loading is
one at which the receiving water would become eutrophic or
remain eutrophic; his "permissible" loading is that which
would result in the receiving water remaining oligotrophic
or becoming oligotrophic if morphometry permitted. A meso-
trophic loading would be considered one between "dangerous"
and "permissible".
Note that Vollenweider's model may not be applicable to
water bodies with short hydraulic retention times.
