MEMORANDUM

SUBJECT:  State Agency Requests for Exposure Assessments
          Pursuant to Section 3019(fc) of RCFA

     As you know, Section 3019{b) of RCPA requires an owner or
operator of hazardous waste facility to submit an Exposure
Information Report (EIR).  These EIKs will be submitted to EPA
or an authorized State.  At some point during the review of an
EIR, EPA or an authorized State may seek help from your Agency
in performing health assessments.  This memorandum asks you to
coordinate with EPA when a State on its own initiative seeks
assistance frora ATSDR.

     A State may seek to negotiate v.-ith your office a reimbursable
interaction agreement for health assessments.  These reimbursements
will be financed usino RCRA grant funds or State funds.  A State
cannot use RCRA funds to reimburse your Agency unless the State
has obtained the prior written approval of the appropriate EPA
Regional Administrator (this action would include a Headquarters
concurrence).  A State can negotiate freely with your Agency when
reimbursements are provided by usincj non-*P.CRA State funds.

     In any case, I request that you or your staff contact
Art Glazer of my staff (FTS-382-4692)  when a. State initiates
negotiations to perform health assessments.  This will help us
in coordinating the state and EPA referrals to your Agency.  I

assessment?;.
