We obtain these data from the Grants  Information  and Control
System  (GIGS), monthly regional reports  of  grant  activity
and other sources.

We base available funds upon advices  of  allowance (and sub-
allocations)  issued; we have not reduced the  balances to
reflect projects recommended for funding (cortrnitmentc) but
not yet awarded.

We estimate projected annual funding  data at  the  time of
publication.

Monthly awards figures are preliminary and  subject  to
adjustment.

An administratively consolidated grant is one funded under
more than one grant authority by the  Environmental  Protection
Agency.

Increases and decreases in funding may include revisions
(change in  project scope) and augmentations  (project scope
unchanged).

The Financial Management Division will provide detailed in-
formation upon request'1.

GRANTS
EPA approved 836 grants totaling $438 million in August.
Total grant dollars awarded during the eleven months of
FY 80 were $3.0 billion compared to $2.9 billion awarded
during the same period, of FY 79.

As of August 31, 1980, Headquarters active projects totaled
$202.3 million.  Research grants as contrasted with Demon-
stration and other Headquarters projects represented 49%
($98.2 million) of the total active grant dollars.

The distribution of Step 3 WWT Construction grant projects
awaiting construction through August, 1980, indicates that
164 have been in that stage for 6 months or less; 184 projects
7 to 12 months; and 105 projects or 23% of the total, for over
12 months.

Obligations during the first eleven months of FY 80 totaled
$2.3 billion, the same as they were during a similar period
of FY 79.
EPA has awarded State Management Assistance grants totaling
$106.5 million to 33 states since April, 1978.   These grants
permit states to employ adequate personnel to administer
segments of the WWT Construction Grants program delegated to
them by EPA.  Those segments were previously administered by
our Agency.
