C. 20460 ------- Grant Highlights $186 MILLION FUNDED IN JANUARY FY 81 RESEARCH AWARDS RELATING TO BIOLOGICAL SCIENCE TOTAL $3.7 MILLION 193 STEP 3 WWT CON- STRUCTION GRANTS PROJECTS IN THE PRE- CONSTRUCTION STAGE FOR OVER 12 MONTHS EPA AWARDED $50 MILLION OR MORE TO 50 WWT CONSTRUCTION PROJECTS STATE AND INTER- STATE (SEC. 106) PROGRAM HIGHLIGHTED EPA approved 548 grants totaling $186 million in January. Total grant dollars awarded during the first four months of FY 81 were down $410 million from last year. ($732 million compared to $1,142 billion awarded during the same period of FY 80). The change from the previous year reflects a decrease in WWT Construction Grants award dollars. Research grant awards totaling $3.7 million were made during the first four months of FY 81 in the area of biological science. This represented 37% of the total research awards during this period. The distribution of Step 3 WWT Construction Grants projects awaiting construction through January 1981 indicates that 455 have been in that stage for 6 months or less; 75 projects 7 to 12 months; and 193, projects or 27% of the total, for over 12 months. EPA has awarded funds in excess of $50 million each to 50 projects since passage of PL 92-500. These 50 Step 3 projects, out of 7,127, received $4.2 billion or 16% of the total Step 3 grant dollars. A synopsis of EPA's State and Interstate (Sec. 106) Program assistance, provided by the Water Planning Division, Policy and Evaluation Branch, is highlighted in the Activities Report this month. Periodically the editors will publish articles about EPA programs that are largely supported through grants-in-aid. ------- Feature of the Month WPC (Section 106) State and Interstate The Section 106 program is an integral part of the State/EPA clean water partnership. It is the backbone of the water pollution control program providing funds to aid the States in carrying out and administering a wide variety of water quality activities under the Clean Water Act. Since FY 1974, total annual national awards ranging from $40 million to $51 million have been awarded under the program. Traditionally, the States have used Section 106 funds to supplement State resources devoted to monitoring, enforcement, construction grants manage- ment, Section 402 permit activities under the National Pollutant Discharge Elimination System (NPDES), municipal operations and maintenance training and a limited number of individual State activities. Since passage of the 1977 Clean Water Act Amendments, State construction grants management activities have been eligible for funding under Section 205(g). With this exception, Section 106 funds are the only Federal funds now available to States to help carry out these varied and diverse activities. These activities are crucial to the operation and administration of effec- tive State water quality programs. The activities enumerated above complement one another and must be managed in concert for the States to benefit from the limited resources. Existing State levels of effort among these diverse but complementary program activities provide an excellent base to use in moving closer toward the integrated State environmental management plans being developed through the State/EPA Agreement process. While EPA historically has used Section 106 funds to supplement State efforts to control and eliminate point source discharges, Section 106 is also EPA's most versatile water quality grant mechanism.
