We obtain these data from the Grants Information and Control
System (GIGS), monthly regional reports of grant activity
and other sources.
We base available funds upon advices of allowance (and sub-
allocations) issued; we have not reduced the balances to
reflect projects recommended for funding (conmitments) but
not yet awarded.
We estimate projected annual funding data at the time of
publication.
Monthly awards figures are preliminary and subject to
adjustment.
An administratively consolidated grant is one funded under
more than one grant authority by the Environmental Protection
Agency -
Increases and decreases in funding may include revisions
(change in project scope) and augmentations (project scope
unchanged).
The Financial Management Division will provide detailed in-
formation upon request1.

ASSISTANCE GRANTS
EPA approved 921 grants totaling $487 million in February.
Total grant dollars awarded during the first five months
of FY 81 were down $79 million from last year. ($1,220 million
compared to $1,299 billion awarded during the same period of FY
80). The change from the previous year reflects a decrease in
WWT Construction Grants award dollars.
EPA funded $13.4 million in Headquarters administered awards
to colleges or universities during the first five months of
FY 81. Of this amount, $11.4 were for research grants.
As of February 28, 1981, Headquarters active projects totaled
$202 million. Research grants as contrasted with demonstration
and other Headquarters projects represented 60% ($121 million)
of the total active grant dollars. (During the same period of
FY 80, research grants represented 52% of the Headquarters
active projects).
Obligations during the first five months of FY 81 totaled
$879 million, a decrease of 10% ($102 million) from the same
period of FY 80.
EPA has awarded State Management Assistance grants totaling
$204.1 million to 40 states since April, 1978. These grants
permit states to employ adequate personnel to administer
segments of the WWT Construction Grants program delegated to
them by EPA. Those segments were previously administered by
our Agency.
