System (GIGS) , monthly regional reports of grant activity
and other sources.

allocations) issued; we have not reduced the balances to
reflect projects recommended for funding (ccnmitirients) but
not yet awarded.
We estimate projected annual funding data at the time of
publication.
Monthly awards figures are preliminary and subject to
adjustment.
An administratively consolidated grant is one funded under
more than one grant authority by the Environmental Protection
Agency.
Increases and decreases in funding may include revisions
(change in project scope) and augmentations (project scope
unchanged).

Grant Highlights
$216 MILLION FUNDED IN EPA approved 441 grants totaling $216 million in March.
MARCH Total grant dollars awarded during the first six months
of FY 81 were down $166 million from last year. ($1.44
billion compared to $1.60 billion awarded during the same
period of FY 80). The change from the previous year re-
flects a decrease in WWT Construction Grants award dollars.

$201 million. Research grants as contrasted with demon-
stration and other Headquarters projects represented 62%
($124 million) of the total active grant dollars. (During
the same period of FY 80, research grants represented 52%
of the Headquarters active projects).
Obligations during the first six months of FY 81 totaled
$1.06 billion, a decrease of 13% ($160 million) from the
same period of FY 80.
The Administration's economic program proposed rescissions
in the amount of $1.7 billion of currently unobligated
funds for the construction grants program distributed in
the following amounts: $1 billion in FY 81 funds, $586
million in FY 80 funds, and $114 million in Talmadge/Nunn
funds.
EPA is using the current allotment formula as the basis
for calculating the state-by-state effect of the rescission
of funds for the FY 1980 and FY 1981 appropriations. The
allotment formula incorporated in the Clean Water Act and
our regulations are the only bases in law which EPA can use
for a rescission of these funds. Talmadge/Nunn funds
proposed for rescission are not subject to the allotment
formula in the Act.
Funds proposed to be rescinded are frozen until Congress
acts. Implementation of the rescission requires affirmative
votes in the House and Senate, A negative vote in either
overturns the action. Further, Congress may seek to modify
the rescission.
