We obtain these data from the Grants  Information  and Control
System  (GIGS), monthly regional reports  of  grant  activity
and other sources.

We base available funds upon advices  of  allowance (and sub-
allocations) issued; we have not reduced the  balances to
reflect projects recommended for funding (comnaitmentG) but
not yet awarded.

We estimate projected annual funding  data at  the  time of
publication.

Monthly awards figures are preliminary and  subject  to
adjustment.

An administratively consolidated grant is one funded under
more than one grant authority by the  Environmental  Protection
Agency.

Increases and decreases in funding may include revisions
(change in project scope) and augmentations  (project scope
unchanged).

The Financial Management Division will provide detailed  in-
formation upon request1.

                        Grant Highlights
$216 MILLION FUNDED IN   EPA approved 660 grants totaling $216 million in April all
APRIL                    total grant dollars awarded during the first seven months
                         of FY 81 were down $105 million from last year  ($1.657
                         billion compared to $1.762 billion awarded during the same
                         period of FY 80).  All State and Local grant programs with
                         the exception of WWT Construction Grants were up from last
                         year.

PROJECTS
$211 million.  Research grants as contrasted with demon-
stration and other Headquarters projects represented 63%
($133 million) of the total active grant dollars.  (During
the same period of FY 80, research grants represented 52%
of the Headquarters active projects).

Obligations during the first seven months of FY 81 totaled
$1.2 billion, a decrease of 5% ($62 million) from the
same period of FY 80.
                         The distribution of Step 3 WWT Construction Grants projects
                         awaiting construction through April 1981 indicates that  134
                         have been in that stage for 6 months or less, 276 projects 7
                         to 12 months; and 96 projects, or 19% of the total, for  over
                         12 months.

                         EPA has awarded funds in excess of $50 million each to 50
                         projects since passage of PL 92-500.  These 50 Step 3 projects
                         received $4.2 billion or 16% of the total Step 3 grant dollars.
