We obtain these data from the Grants Information and Control
System (GIGS), monthly regional reports of grant activity
and other sources.
We base available funds upon advices of allowance (and sub-
allocations) issued; we have not reduced the balances to
reflect projects recommended for funding (conmitments) but
not yet awarded.
We estimate projected annual funding data at the time of
publication.
Monthly awards figures are preliminary and subject to
adjustment.
An administratively consolidated grant is one funded under
more than one grant authority by the Environmental Protection
Agency.
Increases and decreases in funding may include revisions
(change in project scope) and augmentations (project scope
unchanged).
The Financial Management Division will provide detailed in-
formation upon request.

Grant Highlights
$690 MILLION FUNDED IN EPA approved 874 grants totaling $690 million in June.
JUNE Total grant dollars awarded during the first nine months
of FY 81 were up $173 million from last year ($2.48
billion compared to $2.31 billion awarded during the same
period of FY 80).
RESEARCH, DEMONSTRATION, As of June 30, 1981, Headquarters active projects totaled
AND OTHER HEADQUARTERS $214 million. Research grants, contrasted with demon-

$214 MILLION ($136 million) of the total active grant dollars. (During
the same period of FY 80, research grants represented 49%
of the Headquarters active projects.)
Obligations during the first nine months of FY 81 totaled
$1.99 billion, an increase of 13% ($221 million) from the
same period of FY 80.

PROGRAM HIGHLIGHTED
PL 97-12, enacted June 5, 1981, rescinded $1.7 billion of
unobligated funds for the construction grants program
distributed in the following amounts: $756 million
in FY 81 funds, $880 million in FY 80 funds, and $64 million
in Talmadge/Nunn funds.
A synopsis of the phase-out of EPA's Clean Lakes Program
assistance is highlighted in the Activities report this month.
Periodically the editors will publish articles about EPA
programs that are largely supported through grants-in-aid.

Feature of the Month
Phase-out of the Clean Lakes Program
The President's FY 82 budget provided no funding for Section 314 Clean Lakes
Program grants or personnel to administer the 230 active cooperative agree-
ments that support this Program.
The elimination of funding for the Clean Lakes Program does not terminate
existing projects because most Clean Lakes projects were fully funded
at the time the awards were made.
Although no personnel resources are available to work specifically on Clean
Lakes activities, EPA is still responsible for dispersing approximately $50
million to State and substate recipients and ensuring the integrity of the
cooperative agreements. EPA Headquarters and the Regional Offices are working
together to provide an orderly phase-out of the Program.
To ensure that Clean Lakes projects are completed with adequate oversight, the
following activities were initiated:
0 The Lake Assistance Service Program was developed to provide
regional offices with teams of experts to help regional project
officers and cooperative agreement recipients resolve problems
or issues that may prevent the completion of a project. The
assistance may involves modifying the scope of work of a project
to achieve the greatest level of lake restoration/protection within
project resources; identifying ways to protect water quality if the
project cannot be completed within existing resources, or suggesting
other sources of funding to complete the project.
° Guidance was sent to the regions identifying their continued
responsiblity to assign a project officer to monitor and certify
the performance of the project until all grant closeout requirements
are completed. Activities were identified that could be delegated
to the States that would not threaten the integrity of the project.
0 A report will be available October 1, 1981, that documents the
phase-out of the program. This report will summarize the history of
Federal involvement in preserving and restoring our nation's
lakes, will discuss the science of lake restoration, and.will review
the status of State lakes programs and Clean Lakes projects.
