System (GI-CS), monthly regional reports of grant activity
and other sources.
We base available funds upon advices of allowance (and sub-
allocations) issued; we have not reduced the balances to re-
flect projects recommended for funding (commitments) but
not yet awarded.
We estimate projected annual funding data at the time of
publication.
Monthly awards figures are preliminary and subject to
adjustment.
An administratively consolidated grant is one funded under
more than one grant authority by the Environmental Protection
Agency.
Increases and decreases in funding may include revisions
(change in project scope) and augmentations (project scope
unchanged ).
The Financial Management Division will provide detailed in-
formation upon request.

Grant Highlights
OVER $67 MILLION EPA funded $67.8 million in Headquarters administered awards to
AWARDED TO COLLEGES colleges during FY 1981. Of this amount, $62.6 million was awarded

As of October 31, 1981, Headquarters active projects totaled
$206.2 million, compared to $225.1 million for the period ending
October 31, 1980. Research grants, contrasted with demonstration and
other Headquarters projects, represented 66% ($136.6 million) of the
total active grant dollars.
Since April 1980, EPA has awarded State Management Assistance grants
totaling $299 million to 44 states and one territory (Puerto Rico).
These grants provide funds for states to employ staff
to administer segments of the WWT Construction Grants program
delegated to them by EPA, and previously administered by our
Agency.
In accordance with Section 402(b) of the Clean Water Act, 33
states administer permit programs that provide for discharges
into navigable waters within each state jurisdiction.

55 WWT STEP 3
CONSTRUCTION PROJECTS
"SUPERFUND" HIGHLIGHTED
Since passage of PL 92-500, EPA has awarded more than $50 million
each to 55 Step 3 projects located in 14 states. These 55 projects
received a total of $4.6 billion or 16% of the total Step 3 grant
dollars.
A synopsis of the Comprehensive Environmental Response Compensation
and Liability Act of 1980, P.L. 96-510 better known as "Superfund",
is highlighted in the Activities report this month.

Feature of the Month
Superfund Cooperative Agreements
The Comprehensive Environmental Response, Compensation, and
Liability Act (CERCLA) of 1980, P.L. 96-510, better known as
"Superfund", provides the Federal Government with new authorities
to respond to accidental releases of hazardous substances.
The fund, comprised of Federal money and fees collected from the
oil and chemical industry, is part of a governmental response
to spills of oil and hazardous substances and problems resulting
from inactive and abandoned hazardous waste disposal sites. The
legislation authorizes $1.625 billion in fees and appropriations
over a 4 year period: $250 million the first year, $375 million
the second year, and $500 million in the third and fourth years.
"Superfund" authorizes EPA to enter into a contract or cooperative
agreement with a State so it can respond to a release in accordance
with the National Contingency Plan (NCP). The State has primary
responsibility for conducting work at sites if it has the necessary
technical, financial and legal authority.
EPA's State and Regional Coordination Branch, Hazardous Site
Control Division, Office of Emergency & Remedial Response (OERR)
provides technical and financial assistance through cooperative
agreements. If a State is unable or unwilling to ensure timely
initiation of the project, the Remedial Action Branch in OERR
takes the lead at the site by directing EPA contractors
to begin clean up work. In this situation, EPA awards a contract
for the project and designates a State representative as Task
Manager, thus ensuring State involvement in the work.
Under the Resource Conservation and Recovery Act (RCRA), Congress
allocated "pre-Superfund" last year for preliminary field and
engineering work at selected sites. Currently, six hazardous
waste projects are funded through cooperative agreements under
the RCRA authority and appropriations. Sites and funding levels
are:
Stringfellow, California $95,000
Denver Radium Sites, Colorado $100,000
Arkansas, Kansas 44,000
Reily Tar, Minnesota 400,000
Gratiot, Michigan 386,000
Burnt Fly Bog, New Jersey 336,305
"Superfund" (CERCLA) monies have also been appropriated. Nashua,
New Hampshire is the first "Superfund" site for which funds have
been awarded under a State/EPA cooperative agreement. EPA plans to
negotiate more "Superfund" cooperative agreements in the very
near future.
