We obtain these data from the Grants Information and Control
System (GI-CS), monthly regional reports of grant activity
and other sources.
We base available funds upon advices of allowance (and sub-
allocations) issued; we have not reduced the balances to re-
flect projects recommended for funding (commitments) but
not yet awarded.
We estimate projected annual funding data at the time of
publication.
Monthly awards figures are preliminary and subject to
adjustment.
An administratively consolidated grant is one funded under
more than one grant authority by the Environmental Protection
Agency.
Increases and decreases in funding may include revisions
(change in project scope) and augmentations (project scope
unchanged ) .
The Financial Management Division will provide detailed in-
formation upon request.

GRANTS RECIPIENTS ARE
SMALL COMMUNITIES
EPA approved 283 grants totaling $104 million in December. Total
grant dollars awarded during the first three months of FY 82 decreased
$335 million when compared to same period of FY 1981. ($211 million
compared to $545 million for the three month period ending
December 31, 1980).
For the first three months of FY 1982, Headquarters active projects
totaled $176 million, compared to $216 million for the sane three month
period ending December 31, 1980, Research grants, contrasted with
demonstration and other Headquarters projects, represented 68%
($119 million) of the total active grant dollars.
Grant awards totaling $.6 million were made during the first quarter
of FY 82 for Life Science in the Biological discipline. This amount
represented 32% of the total research awards made during this period.
In accordance with Section 402(b) of the Clean Water act, 33 states
administer delegated permit programs providing for discharges into
navigable waters within each state jurisdiction.
65% of the projects and 22% of the grant funds awarded were
for communities with census population of 10,000 or less.
