We obtain these data from the Grants Information and  Control
System (GI-CS), monthly regional reports of grant activity
and other sources.

We base available funds upon advices of allowance  (and sub-
allocations) issued; we have not reduced the balances to re-
flect projects recommended for funding (commitments)  but
not yet awarded.

We estimate projected annual funding data at the time of
publication.

Monthly awards figures are preliminary and subject to
adjustment.

An administratively consolidated grant is one funded  under
more than one grant authority by the Environmental Protection
Agency.

Increases and decreases in funding may include revisions
(change in project scope) and augmentations  (project  scope
unchanged).

The Financial Management Division will provide detailed in-
formation upon request.

EPA approved 344 grants totaling $88 million in February.  Total
grant dollars awarded during the first five months of FY 82
decreased $867 million when compared to the same period of FY 1981.
($354 million compared to $1.2 billion for the five month
period ending February 28, 1981.)

EPA has funded $721 million in Headquarters administered awards since
July 1973.  Of this amount, $419 million (58%) was awarded to
institutions.
For the first five months of FY 1982, Headquarters active projects
totaled $182 million, compared to $202 million for the same five
month period ending February 28, 1981.  Research grants, contrasted
with demonstration and other Headquarters projects, represented 65i%
($118 million) of the total active grant dollars*

Since April 1980, EPA has awarded State Management Assistance grants
totaling almost $300 million to 45 states and one territory (Puerto
Rico.) These grants provide funds for states to employ staff to
administer segments of the WWT Construction Grants program de Leqated
to them by EPA.

In accordance with Section 402(b) of the Clean Water At±, 3'i s;aues
administer delegated permit programs concerning discharges into
navigable waters within each state jurisdiction.
