                            SUMMARY
     On March 24, 1976 ESB received'a request from SCAB to provide


some technical assistance for the the development of alternative


strategies to control elevated short duration peak exposures to ambient'


nitrogen dioxide (N02) concentrations.  One of the major outputs of


ESB's study should be an evaluation of the contribution of mobile and


stationary sources to repeated peak exposures and highest annual one

hour exposures to N02.


     After careful examination of the NOX emission inventories and N02


ambient air quality data for various areas of the United States, it was

decided that a study should be initiated which focuses on the South


Coast Air Basin near Los Angeles, California.


     Figure 1 is a map of the metropolitan Los Angeles (AQCR 24) area.


Table 1 summarizes some of the N0£ air quality data for 24 monitoring


sites in AQCR 24.  Each of the sites in Table 1 has at least 75% of its


hourly 1974 N02 values which are judged to be valid.  Fourteen of these


sites exceeded the annual air quality standard for N0£ (annual arithmetic


average of 100/ig/m3).

     The annual nitrogen oxides emission inventory for AQCR is tahU|

in Table 2.  This table clearly points out that mobile sources COHK.-.

over 60% of the total NOX emissions in the South Coast Air Basin.

     The question we must now ask is whether an annual NOX emission

inventory provides a clear picture of the cause of the NOx air qu.il1.-

problem in the Los Angeles Area.  For this reason an attempt has |>0e

made to generate diurnal variations of NOX emissions.

     Diurnal variations of NOX emissions from five major emission

(Mobile Sources, Electric Utilities, Refineries, Small and Major

and Domestic/Commercial/Institutional Sources were approximated,  -j-u

details of these computations are summarized in appendices A, B, and

     It was found that there was a seasonal  variation in NOX emissions;
therefore, diurnal variations were developed-for August and December.
In order to magnify the hourly variations for NOX emissions the results
are summarized on semi-logarithmic plots in  Figures 2 and 3.
     A review of this figure enables one to  arrive at the following con-
clusions:
     1.   Mobile Sources  are  the  major  cause  of NO  emissions  during
                                      —  . —       ^
         every hour of the day in both August and December.  The
         hourly variation of this category of emissions is rather
         drastic (8.1  -  75.4 tons/hr in August;  8.4 - 78.8 tons/hr.
         in December).  The percentages of NOX emissions attributable
         to mobile sources during the time periods 0000-0600, 0600-0900,
         0900-1500, 1500-1800 and 1800-2400  are  approximately 35%,  70%,
         70%, 75%, andd_50%,  respectively. The peak emission periods for
         mobile NOX emission are 0600-0900 and 1500-1800.
     2.   There is no diurnal variation of NOX emissions from refineries
         and Industrial  Sources.  The hourly contribution of these  com-
         bined categories to the overall NOX emissions vary from approxi-
         mately 40% during early morning hours to 10% during the mid-
         afternoon.
     .3.   There is a considerable variation (10.2 - 2.670 tons/hr.)  in
      .-" NOX emissions from Domestic/Commercial/Instjitutional in August

         and low variations  in December (2-5.2 tons/hr.).  However, the
       .hourly contribution of this category of emission is slight (less
         than 7.5%).  The peak periods for this  category of emissions  are
         0400-0900 and 1900-2200.

     4.  There is a significant variation (4.8-9.4 tons/hr.  in August
         and 6.4-11.0 tons/hr. in December) in NOX emissions from Elec-
         tric utilities.  The hourly contributions of this category of
         emissions vary from about 20% in the early morning  hours to
         about 10% in the mid-afternoon.  The peak periods for this
         category of emissions is rather broad (0600 - 2400).
     The diurnal  variation of NOX emissions in the South Coast Air Basin
provides a global view of the causality of NOX emissions.  In  order to
obtain a local  view of the NOX emissions picture we need to  examine the
spatial distribution of NOX emissions.                           ;;j
     Table 3 and Figure 4 identify the approximate location  of the 17 power
plants in the South Coast Air Basin.  Table 4, Figures 5 and 6 provide a
grid representation of NOX-emissions (tons/day)-for the months of August
and December during 1972.                                        J
     A spatial  distribution of NOX emissions from mobile sources is not
readily available; however, it could be computed from the freeway and
street traffic distributions presented in Figures 7 and 8.  To aid in this
analysis it should be noted that daily NOX emissions in 1974 attributable
to both heavy and light duty vehicles was 990 tons and approximately
155 x 10  vehicle-miles (sum of freeway and non-freeway) are traveled
each day in the South Coast Basin.                               ; ;
  •••-.  To aid in the establishment of a causal relation between  NOX emissions
and N0£ air quality, NOg hourly measurements for the time periods August
14-18 and December 18-22, 1974 are summarized in Appendix D  and E.

         Estimation of Diurnal Variation
of NO,, and Reactive Hydrocarbon Emissions from
     Moving Sources in South Coast Basin

       Estimation of the Temporal Distribution of NCL and Reactive
   Hydrocarbon Emissions From Moving Sources in the South Coast Basin
     In order to evaluate the contributions of mobile and stationary sources
to repeated peak and highest annual one hour exposures of N02» a quantitative
investigation was initiated.  Because the best air quality and emissions in-
ventory was available for the South Coast Air Basin, a three part study was
undertaken for th.is area.
     Phase 1 - Using the temporal distribution of Daily Traffic and
               Daily Electrical power demand, approximate the temporal
               distribution of NC^ precursor emissions for the South
               Coast Basin
     Phase 2 - Analyze N0£ air quality data (one hour measurements)
               for the South Coast Basin and determine the temporal
               distribution of N02 concentrations.
     Phase 3 - .Using standardized regression analysis attempt to
               correlate the temporal distribution of N0£ precursor
               emissions with the temporal distribution of air quality.
     The remainder of this summary will focus on the estimation of the
temporal distribution of ^precursor emissions from mobile sources in the
South Coast Air Basin.   Hourly NOX and RHC emissions inventories were not
available, therefore it was necessary to approximate the distribution of
emissions.                                •.';•'
     An average daily NOX_RHC emissions inventory served.as the basts for
the estimation of hourly emissions. .The gross daily average NOX emissions , .

are summarized in Table 1.
                              2    '              '	 ""
     The temporal distribution  of daily freeway and arterial  traffic
(heavy duty and light duty) served as the distribution  function for
apportioning emissions.  The temporal distributions for daily  (averaged
for Tuesday, Wednesday and  Thursday ) freeway and arterial  traffic are
presented in Table 2 and illustrated  in Figure 1.  It was assumed that
the traffic distribution does not vary with month of the year;  however Fig.  2
indicates that the magnitude of traffic  will vary slightly (approximately
1%) with the month of the year.
     The traffic distribution in Figure 1 .includes both heavy  duty and
light duty vehicles.  Since there is  a drastic difference in NOx and

RHC emissions  from heavy duty and light duty vehicles  it was  found neces-
sary to determine the traffic distributions for each of these  vehicles
types.  This latter estimation was facilitated by estimates of hourly truck
factors computed by the Department of Transportation.  These hourly truck
factors were reported for a typical metropolitan area and are  assumed to
be representative of the truck traffic situation in the South  Coast Air
Basin.
     In order to finalize the traffic distribution in the Los  Angeles area   .
it was also necessary to assume that  in 1974 50% of the vehicle miles
traveled were on freeways and 50% were non-freeway.  This latter assump-
tion is validated by the statistics reported in Table 3.
     The final computed light duty and heavy duty traffic distribution
are presented in Tables 4 & 5 and illustrated in Figures 3  & 4.  These

traffic distributions are finally combined with the emissions inventories

in Table 1  to produce the temporal distribution-,of NOX and RHC emissions
                                           ,     \
(Figures 5 and 6 and Tables 7 and 8);


     Monthly gasoline consumption figures for California for the years

1968-72 are summarized in Figure 7 and Tables. 9 and 10.

     Under the general category of other stationary sources three subcategories
were defined:
     1.  Refineries
     2.  Small and Major Industries                    ;
    • 3.  Domestic/Commercial/Institutional Sources
     Bartz developed the following NOX emissions inventory for refineries for
the months of August and December of 1974 (assuming no increase for the period
1972-74).

      Emissions  from  small  commercial/institutional/domestic sources were not
 assumed  to  be distributed  uniformly over a given day.   Instead, emissions were
 assumed  to  be distributed  in  a manner which was directly proportional to the
 absolute difference  in  temperature between the desired  indoor temperature
 (66°F during  the  period 11:00 p.m. thru 6:00 a.m. and 72°F during the period
 6:00 a.m. thru  11:00 p.m.)  and the ambient temperature.
      Ambient  temperature measurements were extracted from the Social Climatolo-
 gical  Data  measurements at Los Angeles International Airport.  The diurnal
 variations  of ambient temperatures for the month of August was obtained by
 averaging temperature readings for the period August 14-18, 1974.  The diurnal
 variation of  ambient temperatures for the month of December was obtained by
 averaging temperatures  for the period December 16-22, 1974.
