PRELIMINARY 1991 OZONE CONCENTRATIONS COMPARED TO 1989 AND 1990
INTRODUCTION



     The  Headquarters  and Regional National Air  Monitoring  Stations (NAMS)



Coordinators have once again completed a nationwide summary of preliminary summer



ozone (O3) data.  The data were collected from State and local agencies in order to



monitor the severity of the 1991 ozone season. This report presents 1991 ozone data as



measured at the sites during the period January 1 through October 31. This report is a



compilation of those preliminary ozone concentrations and provides a data summary from




686 ozone monitors.   This represents approximately 83 percent of the 826 monitors



(proposed in December 1990 for 1991 operation) operating nationally.






     In order to be expeditious as possible in the reporting of the preliminary ozone




concentrations it must be understood  that the data, as summarized in this report, were




gathered as they were  being measured and therefore were not subjected to the quality




assurance (QA) procedures that State and local air pollution control agencies normally




apply.  It must also be emphasized that the data, as depicted in this report, have not




fone through the normal validation process,  and  as such, are not suitable for




regulatory purposes. The prescribed  final QA procedures are necessary before the data




are suitable for regulatory purposes.

     This report compares the 1991 ozone data to the two previous years, 1989 and


1990.  The columns; 1* Max 1-Hour. 2nd Max 1-Hour, for data years 1989 and 1990


represent updated ozone data as stored in the Aerometric Information Retrieval System


(AIRS).   The columns Estimated  Exceed,  are AIRS estimated  data and represent


exceedances greater than the ozone standard which are corrected for missing data. A "-"


denotes either no ozone data or insufficient ozone data for that year.



     The  exceedances  shown for  1991 are  the preliminary number  of reported


exceedances and are not adjusted for missing  data.   Since the estimated number of


exceedances are almost always greater than the observed number, it should be noted that


if all of the preliminary reported exceedances are validated, then the estimated number


for 1991 can become even higher. Not withstanding these limitations, the availability of
                                                              

1991 data provides a preliminary look  at the relative change between 1991  and  the


preceding  two years.



     The  last four columns of Tables 1 through 10 represent the  net change for each


monitoring location from 1989 to 1991, and 1990 to 1991. Tables 11 through 20  are


Region and State summaries of 1989, 1990, and 1991 ozone exceedances.  Table 21


compares the three  years of ozone exceedances to data years of sites reporting.  Table 22


is a summary, by Region, of the number of reported ozone standard exceedances of the


preliminary ozone  concentrations as reported  through October 31,  1991.   Figures 1

through 10 illustrate a comparison between the number of reported ozone standard



exceedances and the number of reporting monitoring sites and contrast these data among



the years 1989, 1990 and 1991.
SUMMARY AND MAJOR FINDINGS




     Data were received from 686 of the 826 operating sites.  No data were received



from Puerto Rico, while Minnesota chose not to submit their data.  The majority of data



from Ohio sites were obtained from the AIRS data bank and represent data collected only



through September 30.






     The preliminary peak ozone concentrations as reported for the summer of 1991



were slightly higher than those reported  in 1990. Nationally both the first and second




maximum ozone concentrations increased about 1 percent.  There were increases of the



second maximum reported in the northeast and midwest: Regions I, n, HI, V, and VII




show increases of 10, 3, 7,  11, and 4 percent, respectively.  Decreases in the second



maximum concentration were noted in the South  and West: Regions IV (-8 percent), VI




(-8 percent), Vm (-6 percent), IX (-2 percent), and X (-16 percent).






     Summertime 1991 (June through August) temperatures across the contiguous United



States averaged  above the long-term mean and ranked as the nineteenth warmest since



1895.  However, on a regional basis, the temperatures in the southwestern half of the

U.S. were near the  long-term mean, with the northeast having the eighth  warmest




summer on record. Nationally, the average precipitation for summer 1991 was slightly



below the long-term mean. In 1990, the summertime temperatures also averaged above



the long-term mean with drier conditions over most of the country.  Although 1991 had



similar meteorological parameters to those of 1990, preliminary ozone concentrations



were reported as averaging slightly higher than those recorded in 1990. In  contrast,



meteorological conditions during the summer of 1989 were not favorable for ozone




formation; 1989 was reported to be one of the wettest years on record in nine States with




numerous areas receiving above average rainfall. The summer of 1991 was also warmer



and drier than 1989.






     An analysis of the preliminary  1991 ozone concentrations has resulted in  the



following findings:




     1.   For the approximate 610 sites that reported ozone data in both 1990 and



     1991, the daily highest measured ozone concentrations through October 31



     are, on a national average, 1 percent higher than those reported in 1990.



     2.   The 1991  second maximum daily peak ozone concentrations through




     October 31 also averaged 1 percent higher than the corresponding values as




     reported in 1990.

3.    The ozone concentrations for 1990 to 1991 are being reported as varying



Regionally.  Regions I, n, HI, and V had increases in the total number of




ozone exceedances. Regions IV, VI, VII, DC and X have indicated decreases,



while Region Vm remains the same with one reported exceedance.



4.    The regional pattern in exceedances was the same (although the percent



change tended to be .more variable) as the second maximum. The exception




was  Region VII, which showed  a decrease in exceedances, but a small



increase in second maximum levels.



5.    An analysis of the ozone exceedance submittals indicates that: Regions



I and V show a decrease for 1989 to 1990 but an increase from 1990 to 1991,



Regions H and m indicate increases in both 1989 to 1990 and 1990 to 1991,



Regions IV, VI,  and X report an increase from 1989 to 1990 but a decrease




from 1990 to 1991, Regions VH and DC depict decreases in both 1989 to 1990




and 1990 to 1991, with Region Vm showing a decrease from 1989 to 1990



while remaining the same for 1990 to 1991.
