319 CRTS Serves the Client
CRTS is primarily designed to serve the informa-
tional needs of both State and Regional users. To
insure the integrity and usefulness of the system,
Headquarters and Regional 319 CRTS coordinators
have established a Users Group consisting of State
and Regional representatives. This forum exists to
advocate and communicate the NPS community's
needs.

NPS/GICS/319 GRTS Background
The Nonpoint Source (NFS) Program provides
grants to the States to address a variety of nonpoint
source pollution problems. NFS pollution is caused
by diffuse sources normally associated with agricul-
tural, silvicultural and urban runoff, and runoff from
construction activities. In practical terms, NFS pollu-
tion does not result from a discharge at a specific, sin-
gle location (such as a single pipe) but generally
results from land runoff, precipitation, atmospheric
deposition, or percolation.
The Grants Information and Control System
(GICS) is an information management system con-
taining administrative, project, and financial informa-
tion on all EPA grants, cooperative agreements, and
interagency agreements. It is a state-of-the-art, on-
line, mainframe-based system.
The Integrated Financial Management System
(IFMS) is a completely integrated accounting and
budget execution system that contains information on
accounts payable and receivable, payroll, contracts,
budget operating plans and reprogrammings. It is an
on-line mainframe-based system providing current
financial information.
The combination of NFS, GICS and IFMS as the
319 Grant Reporting and Tracking System (319 CRTS)
establishes a modern automated information system
for managing financial and project information for
nonpoint source grants under the Clean Water Act
Section 319.

status of projects and their budgets, as well as tasks
within projects under their Section 319 grants.
Additionally, narrative descriptions and evalua-
tions of NFS projects provided by the system promote
technology transfer between States.
319 GRTS standardizes National and Regional
reporting needs while maintaining a high degree of
flexibility. It provides administrative and project
milestone information for grant tracking. Financial
information from IFMS and GICS is integrated to
provide customers the current financial status of any
grant. The potential exists to link this information
with individual State-generated financial informa-
tion to provide data on the status of any project
funded under a grant.
Flexibility is built into the 319 GRTS design. While
the system's input screens and data fields already
meet National and Regional needs, they can be cus-
tomized to meet the additional needs of individual
States as well.
Technical Base
319 GRTS resides on the National Computer
Center's IBM ES 9000 mainframe, to which
Regions and States are linked via high-speed
telecommunications. This NFS subsystem
uses the Agency standard database manage-
ment system, ADABAS, and the Natural pro-
gramming language.
System Components
319 GRTS is an automated information system
supported by a menu-driven set of data entry and
report options. These interactive
modules provide on-line create,
replace, update, browse and
delete capabilities, as well as
initiation of reports. The
Standard Reports menu options
fulfill National and Regional reporting require-
ments for program and financial oversight. Other
features include automated downloads to PC-
based spreadsheet graphics applications.
Complementing the standard suite of menu-
driven reports, the 319 GRTS Report Writer auto-
mates the process of creating
nonstandard reports. Users can
customize their own reports with
little knowledge of programming
by inputting their own sort,
select, and output format criteria.
This tool provides both on-line and batch outputs.
