Fact:
A consent decree has been lodged
in U.S. District Court for the East-
em District of Missouri calling for
Syntex to demolish and dispose of
non-contaminated structures and
debris in uncontaminated areas of
Times Beach.  Syntex also agreed
to design and  construct an incin-
erator at Times Beach to  destroy
all dioxin-contaminated soils from
the 28 sites in eastern Missouri. At
the  conclusion of the incineration
project, Syntex will dismantle the
incinerator and   ancillary build-
ings, remove  them  from  Times
Beach and restore the area to
beneficial use.
Cleaning  up the  dioxin  will
discourage   growth  and pros-
perity.


Fact:
Removal and permanent destruc-
tion of the  dioxin will help restore
property values, encourage growth
and jobs,  protect public health,
and establish an even better envi-
ronment in eastern Missouri.
Dioxin contamination at the east-
em Missouri  sites has had an
adverse impact on property values
and jobs. Times Beach is currently
a stigma in the middle of progres-
sive and developing neighborhoods
that have a great potential for the
future.
The  incinerator will  pose   a
threat  to the drinking  water
from the  Meramec River.
Fact:
There is  no danger to drinking
water supplies from the thermal
treatment unit. The safe destruc-
tion of dioxin will not contaminate
the Meramec.  Protection  of the
public has always been foremost in
the plans for the cleanup of Times
Beach.
The  incinerator  will not  be
protected in a floodplain.
Fact:
A ring levee will be placed around
the thermal treatment facility to
protect it from a flood. The ring
levee, as well as the thermal treat -
mentfacility, will be removed when
the destruction of the dioxin is
completed.
                                  There will  be dioxin brought
                                  to Times   Beach   from  sites
                                  outside of  eastern Missouri.
                                  Fact:
The Record of Decision (ROD) and
the consent decree limit the incin-
eration at Times  Beach  to only
eastern Missouri dioxin sites. All of
the dioxin-contaminated soil from
the eastern  Missouri sites that
will  be brought to Times Beach
originated from the same source.
Two of these sites are within the
Eureka city limits. Cleanup  will
ensure that  the dioxin-contami-
nated soil will be removed and safely
destroyed  and that the sites will
be safe for human  contact.
St. Louis  County will become
the toxic  waste dump  for  the
Midwest .
Fact:
Twelve of the dioxin- contaminated
sites in eastern  Missouri are
located in St. Louis County. Times
Beach is an uninhabited 480 acres
of state-owned land  where  a
temporary thermal treatment
facility would be placed to safely
and  permanently  destroy  the
dioxin.  After the destruction of
the dioxin-contaminated soil and
removal of the thermal treatment
unit, the  restoration  of Times
Beach to public use will benefit
all of St. Louis County.
The  thermal  destruction   of
dioxin-contaminated soil will
be detrimental  to  endangered
species.


Fact:
The thermal  treatment unit will
not affect any endangered species.
Removal and safe destruction of
dioxin will improve the environ-
ment for the people of St. Louis
County  and  better protect the
health and environment.

This  $100  million   facility
will  not be  disassembled  at
the  end  of  the  cleanup  of
eastern Missouri dioxin sites.
After  the  demolition wastes
and incinerator  ash have been
buried  at  Times  Beach, there
will   be   residual   dioxin
contamination in the ground-
water .
Fact:
The ROD and the consent decree
require  the thermal treatment
facility to be removed from Times
Beach and Times Beach  to be
restored to  beneficial use.  The
ROD is  legal and binding and,
along with state law, will ensure
that  the thermal treatment unit
will be removed from Times Beach
after the  safe and  permanent
destruction of dioxin-contaminated
soil in eastern Missouri  is com-
pleted.
Fact:
There will be NO residual dioxin
contamination that can get into
the groundwater. Dioxin adheres
tightly to the soil and is not consid-
ered water soluble. Once  the
dioxin-contaminated  soil has
been thermally treated, it will be
tested to assure that the ash  is
not contaminated. The ash will be
non-hazardous and will be placed
on-site as Times Beach is restored
to beneficial use.
