The Environmental Protection Agency administers a Construction
Grant Program for Wastewater Treatment Facilities under Public Law
92-500. This mulit-billion dollar effort is designed to eliminate
municipal discharge of untreated or inadequately treated pollutants
and thereby help restore or maintain the quality of the Nation's
waters and protect the health of the people. Grants are offered to
municipal, intermunicipal, state and interstate agencies to assist
in financing the planning, design and construction of municipal
wastewater treatment facilities.
The MONTHLY AWARDS FOR OBSTRUCTION FOR WASTEWATER TREATMENT
WORKS provides information on new and continuing awards made each month.
Arranged by state, the listing includes data on grant number, type,
step, applicant, description, award amount, eligible cost and consultant
for each project.
This publication can be used to determine the general time frame of
large construction awards in a given area. For example, if a
given city an award is made for a step 1 feasibility study you know
that in about six months or a year plans and specifications will be
developed for a treatment works. About a year after a step 2 plans
and specifications awards, you can expect that bids will be solicited and
that construction will actually begin on the treatment works. This
regular knowledge of the funding of a project for facility planning can
be meaningful in predicting marketing opportunities during design and
obstruction.
EPA and municipality contacts such as the community representative
and the consulting firm are identified as propective sources of detailed
information. Subscriptions to this publication include 12 monthly editions
plus the annual STATE MUNICIPAL PROJECT PRIORITY LIST FOR CONSTRUCTION
GRANTS FOR WASTEWATER TREATMENT WORKS a record of WWT projects assigned
priority status and planned for federal funding.
The STATE PROJECT PRIORITY LIST FOR CONSTRUCTION GRANTS FOR
IA3ASTEWATER TREATMENT WORKS lists municipal Wastewater Treatment Works
(WWT) projects assigned priority by the State and planned for funding
by EPA through the period covered by the current allocation of funds
to the states. The data is sorted by EPA Region, then by state and the
project status. Project records are then listed in ascending order of the
grant identification number.
A code identifying the specific type of project undertaken as part
of a construction grant for WWT under P.L. 92-500 is also included, along
with the legal name of the applicant.

The STATE PROJECT PRIORITY LIST provides individuals a general
understanding or forecast of the type of WWT work that will be done
in the coming year or so. They inform as to which projects each State
plans to fund and the status of the project at the time of publication.
Copies of the publications are available for examination at the
Library of the Environmental Protection Agnecy, Room M2903, 401 M Street,
Washington, D.C. 20460, immsdiately upon distribution. In addition,
copies are available at each EPA Regional grants office and library to
allow the public further opportunity to examine this material without
charge.

TYPE OF CONSTRUCTION
Definition:
Identifies whether the planned project action is to construct a new waste-
water treatment system or to modify an already existing system, and
the inpact of a modification upon the capacity and treatment level of
such an existing system.
PLANT TREATMENT PROCESS
Definition:
Identifies the last process in the treatment chain to be used in a new
wastewater treatment plant or in the modification of the treatment process
at an already existing plant. (This field will be blank if the treatment
process at an already existing plant will not be changed as a result of
this grant).

Application of Liquid Treatment Effluents to Land

Physical-Chemical Processes
Other Processes
SLUDCE DISPOSAL TECHNIQUES
Definition:
Identifies the principal sludge disposal technique to be used at
a new wastewater treatment plant or in the modification of the sludge
disposal techniques at an already existing plant, (If more than one
technique is to be used, the technique by which the largest percentage
of sludge will be handled is shown).
PLANT TREATMENT IEVEL
Definition:
Identifies the label of treatment of wastewater to be attained at the
completion of a wastewater treatment construction grant project when
such project will result in a change from the current level of treatment.
(This field will be left blank if the treatment level at an already existing
plant will not be changed as a result of this grant).

THESE LEVELS ARE:
Secondary treatment, as defined in Title 40, Chapter 1, subchapter D,
Part 133, Secondary Treatment Information (Federal Register, August
17, 1973).
Best practical treatment suitable for the proposed project, where the
treatment approved by EPA will be at the secondary level.
Best practical treatment suitable for the proposed project, where the
treatment process used will result in a level higher than secondary.
This can include biological or physical-chemical treatment with
discharge to receiving waters, treatment and reuse, land application
techniques and land utilization practices, or any other type of tertiary
treatment or advanced waste treatment (AWT).
CONSULTANT
Definition:
The engineering consulting firm employed by the municipality for this
project.

ORIG FUND AWD _ Percent of the eligible cost except for "innovative"

STEP - The planning and construction of a Federally
financed waste treatment works id generally
accomplished in three steps:
Step One - Facilities plans and related elements.
Step Two - Preparation of construction drawings
and specifications
Step Three - Fabrication and building of the
treatment works.
Step Four - Steps two and three may be funded
concurrently in a combined awarded under certain
circumstances.

GRANT TYPE
Definition:
Each new wastewater treatment cxanstruction project within a
grant awarded under PL 92-500 is considered a new project.
Each subsequent related wastewater treatment construction project
within a grant awarded under PL 92-500 is considered a continuation
project.
ELIGIBLE GOST
Definition:
Total project cost which qualifies as being eligible under Federal
regulations used in determining the Federal share.
AWATO AMOUNT
Definition:
The actual amount of EPA dollars awarded to the applicant.
