Section 1 : Introduction
This Catalog presents a list of key publications produced by the U.S.
Environmental Protection Agency (EPA). The listed publications are agency guidance
documents and directives produced by the Office of Waste Programs Enforcement (OWPE)
for use by EPA Headquarters and Regional staff.
OWPE, a division of the Office of Solid Waste and Emergency Response
(OSWER), manages the program that seeks responsible party involvement and pursues
cost recovery for Federal response actions. The publications in this Catalog are intended to
assist implementation of the Comprehensive Environmental Response, Compensation and
Liability Act of 1980 (CERCLA) and the Resource Recovery and Conservation Act
(RCRA). OWPE supports the implementation of CERCLA and RCRA enforcement
programs by developing program strategies, formulating budgets, providing written
guidance materials, and overseeing the progress of the RCRA and CERCLA programs in
the Regions.
Each entry in this Catalog includes an abstract or description of the content of the
document, and indicates the document distributor. Separate indices are provided in the
Catalog to enable the user to locate documents by title, subject, or document number.
Order forms and complete instructions for obtaining documents are included.

The following Sections of this Publications Catalog are organized as follows:
Section 3 - Abstracts presents a description of the content of each
document. The OWPE document abstracts are arranged in numerical order.
The abstract provides a detailed description of the document's content. In

Implements revisions to the consultation and concurrence
requirements of the civil judicial settlement delegations, which
are designed to streamline the enforcement process and help
achieve Agency remedial action and cost recovery goals. These
revisions expand Regional authority to approve CERCLA

valued at less than $200,000. There are two memoranda attached,
the first of which is entitled "Preparation of Hazardous Waste

Amendments and Reauthorization Act of 1986 adds a new section
107(1) to CERCLA, which provides for the establishment of a
Federal lien in favor of the United States upon property that is
the subject of a removal or remedial action. This guidance
provides: 1) analysis of statutory issues regarding the nature
and scope to the lien, 2) policy on filing a Federal lien to
