                                   INTRODUCTION
This guide will assist librarians  and patrons  of the  Environmental  Protection
Agency library system by  listing information sources  on groundwater.

Because information on groundwater is extremely diversified,  a thorough exam-
ination of current literature by library  research is  quite difficult.   Although
this guide is not exhaustive, we hope it  will  be a useful stepping-stone to more
detailed investigations.  Resource books,  organizations,  periodicals,  computer-
readable data base services and other resource services are cited  in  seven
sections.

         NAWDEX is a confederation of  government, academic and private
         water-oriented organizations  working together to provide
         timely and convenient access  to their data in order to help
         users identify, locate and acquire needed  water information.
         Not a repository of water-data, NAWDEX provides a central
         source of water-data information available from a large number
         of organizations.  The associated NAWDEX publication is the
         "Water Data Sources Directory".

National Water Data Storage and Retrieval System   (WATSTORE)

         WATSTORE  is a large-scale computerized  system for  the collection
         and dissemination of water data collected  through  the activities
         of the U.S. Geological Survey, the  principal federal water-data
         agency.   It is composed of four data handling subsystems:
         (1) surface water, quality-of-water, and groundwater data  measured
         on a continuous basis; (2)  annual peak  values for  streamflow
         stations; (3) chemical analysis for surface  and  groundwater sites;
         and (4) geologic and inventory data for groundwater sites.

          INFORMATION RESOURCES OF THE U.S. GEOLOGICAL SURVEY LIBRARY
     As the principal Federal agency for the collection and dissemination of
water data, the U.S. Geological Survey provides a unique  set of  information
services.  Internally generated material, plus an extensive collection  of maps
and other information resources pertinent to groundwater  research  are maintained
at the Geological Survey Library.

     The following is a list of information sources unique to  the  Geological
Survey Library and particularly useful for researchers in the  field of  ground
water:
       • Water-Supply Papers
         This principal means of publishing the results of  the Survey's
         groundwater investigations  includes descriptive and  theoretical
         reports.

       • Hydrologic Atlas
         The Atlas is used primarily to publish maps, charts, tables,
         and other such material on  groundwater and resources.

       • Ground-Water Notes
         This series, released to the open file but distributed  only
         within the Survey includes:  (1) papers describing new  advances
         in groundwater hydrology which otherwise would not be available,
         or would be available only  after considerable delay, and  (2)
         reprints of older papers, generally ones that are  out of  print.

       • Professional Papers
         This collection includes unusually large or comprehensive
         groundwater or water resources reports and inter-division or
         inter-agency reports.
    The Geological Survey Library is open to  the public.

                FEDERAL REGULATIONS AND CITATIONS ON GROUNDWATER
1. Regulation of Groundwater

    On September 29, 1980, the Committee on Government Operations  issued an
interim report on ground water contamination pinpointing  the  issue as "one of
the most serious environmental problems of the  1980's."   Recent  investigations
by the Environmental Protection Agency have produced evidence of a more serious
and widespread degradation of ground water quality  than previously believed or
thought possible.  Congressional concern coincides  with the realization that
ground water is a resource that society cannot  afford to  misuse.

    Included in the September, 1980, committee  report were recommendations to
the EPA that it use its statutory authority under existing laws  to devise a
policy of protection, "before precious ground water supplies  are irreversibly
damaged."  It concluded that Congress need not  pass further laws since legisla-
tion to properly protect ground water resources was already in existence.  The
task of protecting ground water was left to the EPA acting through its implemen-
tation and enforcement responsibilities.

    The same laws used to protect the quality of surface  waters  will also apply
to ground water.  They are as follows:

    • The Safe Drinking Water Act
    • The Clean Water Act
    • The Resource Conservation and Recovery Act.

    Using certain statutes of these laws, the EPA's job will  be  to implement
regulations specifically for ground water.  The EPA does  not  intend to propose
new federal legislation as part of their policy.  Rather  the  emphasis will be on
making better use of existing laws through coordination of federal, state, and
local activities.  Regulations under three other programs will also be incorpor-
ated as part of a comprehensive policy to prevent ground  water contamination:

    • The Underground Injection Control Program
    « The Surface Mining Reclamation Act
    • Superfund.

    The Committee on Government Operations'  "Interim Report on Ground Water
Contamination" is perhaps the most comprehensive Congressional document dealing
with the groundwater issue.  Although few legislative documents are solely
concerned with groundwater, many committee investigations include reports and
testimony on this issue.
