COM — *«••*
To assist CFAs in meeting environmental compliance requirements, the U.S.
Environmental Protection Agency's (EPA) Federal Facilities Enforcement Office
(FFEO) has developed this "Catalogue of Federal Agency Environmental
Compliance/Management Documents." This Catalogue is based on documents provided
by the EPA, Department of Defense, Air Force, Army, Navy, Department of Energy,
Department of Transportation, Postal Service, Department of Commerce, and the
Tennessee Valley Authority. It is intended to be a resource that CFAs can use to
identify and obtain existing information and guidance on environmental compliance and
management topics.
EPA has produced numerous documents regarding pollution abatement, clean-up
technology, and environmental management and compliance. These documents are
distributed to the public and other Federal agencies in an effort to offer them technical
assistance. In an effort to further assist CFAs, EPA, under advice of the CFA Task
Force, determined that a list of documents and guidebooks developed by other Federal
agencies who have compliance responsibilities would be helpful in developing the most
effective strategies geared toward improving agency environmental programs. This
effort is also intended to reduce duplication of effort among Federal agencies and foster
a collegia! approach toward environmental compliance.
The Catalogue contains over 210 Federal agency environmental
compliance/management documents on topics ranging from compliance with specific
environmental laws to development of policies and environmental management
programs. Documents in the Catalogue can help CFAs better understand
environmental compliance requirements and improve their environmental programs.
Specific topics in the Catalogue include:
• Clean Air Act
• Clean Water Act
• Comprehensive Environmental Response, Compensation, and Liability Act
• Emergency Planning and Community Right-to-Know Act
• Occupational Safety and Health Act
• Resouice Conservation and Recovery Act
• Toxic Substances Control Act
• Hazardous Materials Management
111
-------
• Environmental Audits and Self-Assessments
• Pollution Prevention/Waste Minimization
• Managing for Compliance and Development of Policy
• Environmental Remediation and Site Restoration
• On-Site Remediation Technologies
• Community Relations.
The Catalogue provides a description of each document, as well as the title, date
published or revised, publisher and/or producer, document identification number, and
document source. Additional information has been provided in the Catalogue appendix
to help locate EPA publications relating to areas of interest that are not included in this
document. These sources include the EPA Public Information Center (PIC) and the
National Technical Information Service (NTIS).
FFEO intends to periodically revise the Catalogue. If your agency has produced
any publications that you would like included in future versions, or if you have any
suggestions for improving the Catalogue, please complete the suggestion form on the
next page and mail to:

This manual provides test procedures that may be used to evaluate those properties of a
solid waste that determine whether the waste is a hazardous waste within the definition
of Section 3001 of the Resource Conservation and Recovery Act (PL 94-580). These
methods are approved for obtaining data to satisfy the requirements of 40 CFR Part 261,
Identification and Listing of Hazardous Waste. This manual encompasses methods for
collecting representative samples of solid wastes and for determining the reactivity,
corrosivity, ignitability, and composition of the waste and the mobility of toxic species
present in the waste.
