The description of each class of contracts and their
status is as follows:

 Q Response Action Contracts (RAC) - These contracts
    per form remedial activities such as identification,
    design and construction of hazardous site cleanup
    remedies. They also perform oversight of remedial
    activities conducted by Potentially Responsible
    Parties and cleanup activities at non-time critical
    removals. There will be approximately 22 contracts
    awarded. Contact: Office of Acquisition

 Q Emergency and Rapid Response Services (ERRS) -
    Currently, there are 12 contracts for emergency
    cleanup services and rapid remedial cleanup sup-
    porting Regions 1,2,3,4 and 5. Emergency Response
    Cleanup Services (ERCS) contracts (these do not
    include rapid remedial cleanup) support the
    remaining 5 Regions. As the ERCS contracts expire,
    ERRS contracts will be awarded to ensure cover-
    age in all ten EPA Regions. Contact: Office of

 G Superfund Technical Assessment and Response
    Team (START) - Contracts that provide field inves-
    tigation and technical assistance for Superfund site
    assessment and emergency response activities,
    including prevention, preparedness and oil
    response activities. There will be one contract per

 Q Environmental Services Assistance Teams (ESAT)
    - Contracts that provide data analysis and assistance
    to EPA laboratories. There will be two national con-
    tracts awarded and a Regional contract in Regions 4

 Q Regional Oversight Contracts (ROC) - These are a  •
   new class of contracts to support the oversight of
   Federal facility cleanup efforts. These contracts, pro-
   vide oversight support for remedial planning,
   design and implementation, and corrective action
   activities at Federal facilities. One 8(a) contract has
   been awarded in Region 4. There will be 5 addition-
   al ROC contracts awarded. Contact: Office of

 Q Enforcement Support Services (ESS) - These con-
    tracts provide EPA with litigation and enforcement
    support for the Superfund program. Each Region
    has awarded an ESS contract in 1994. Region 4 has
    two 8(a) ESS contracts. Contact Office of

 G Delivery of Analytical Services (DAS) - The
    National Special Analytical Services (SAS) program
    was decentralized in June of 1994 to the Regions to
    become the DAS program. The DAS strategy
    involves a variety of Region-specific mechanisms to
    procure analytical services, including subcontract-
    ing, small purchase orders, blanket purchase agree-
    ments, interagency agreements, Regional contracts,
    and cooperative agreements with States. Contact

SMALL AND MINORITY BUSINESS
OPPORTUNITIES  AND HIRING
LOCAL LABOR
    EPA continues to encourage the use of small and
    minority businesses within the Superfund contract-
ing program. For example, one Regional Oversight
Contract and two Enforcement Support Contracts were
awarded to 8(a) businesses in 1994. The Agency pro-
motes opportunities for small and minority firms
through setting aside contracts whenever feasible.

In addition, EPA is implementing a Mentor-protege' pro-
gram in all new procurements. The Mentor-proteg£
program provides pre-award evaluation credit to
encourage prime contractors to enter into agreements to
provide technical and managerial support to small and
disadvantaged business subcontractors.  Through the
program, firms can develop the necessary expertise to
compete successfully for future EPA prime and subcon-
tract opportunities. Under this program, a prime con-
tractor is permitted to award non-competitive contracts
up to $1 million to protege" firms.

EPA also continues to look for ways to expand opportu-
nities for local communities in EPA contracting. The
Agency encourages prospective contractors to address
commitments to hire local labor in their contract propos-
als, and is trying new ways to incentivize contractors to
hire local labor throughout contract performance.
