A successful communication program expedites EPA's regula- tory oversight process and ensures better public policy decisions. The Agency is committed to keeping people informed about its WIPP oversight functions and it encourages public participation in the regulatory process. By maintaining open lines of communication with the public, interest groups, and other government organizations, the EPA will carry out its WIPP mission more effectively. Opportunities for Public Involvement As EPA implements its WIPP regulatory responsibilities, there will be opportunities for the public to participate in the process. When any WIPP-related proposed rule is issued, it will be announced in the Federal Register and on the WIPP Information Line. EPA will then accept written comments on the rule from the public. In addition, the Agency will hold public hearings in New Mexico so that interested parties can provide testimony on the proposed rule. EPA will consider all comments and testimony before developing final regulations. 1 he public is also invited to attend and provide input at meetings of the WIPP Review Committee of the National Advisory Council for Environmental Policy and Technology. These meetings often address regulatory or other compliance-related issues. EPA will announce upcoming meetings in the Federal Register and on the WIPP Information Line. Dockets 1 o further accomplish the goal of keeping the public informed, all written correspondence and minutes of meetings between EPA and DOE are placed in dockets.
