      Recognizing  the  key role that regional  offices play in the
 development of policy and implementation  issues,  I want to discuss
 the  process this  office  will  follow to support and provide oversight
 of regional activities.

      The Agency has already established an expanded "lead region"
 concept to include regional participation in policy, regulatory,
 program implementation and  evaluation issues as well as the budget
 process.  I fully support this process and expect that OSWER will
 give full  consideration  to  Regional perspectives during the forma-
 tive stages of decision making.

      Further,  OSWER must work towards a more coordinated approach
 to issuing guidance and  policy to Regions.  Our general policy is
 that all memoranda that  establish or interpret policy, guidelines
 and  strategy;  establish  Regional quotas or priorities; or place
 either a short- or long-term  workload impact on Regional staff
 should be prepared for signature by Win Porter and addressed to
 the  Regional Administrators.

      We recognize that there  will be occasions when it is more
'appropriate for the Office  Director to sign memoranda to Regional
 Waste Management Directors, (e.g., memoranda that reguest comments
 on draft guidance/policy documents, memoranda that provide general
 information or distribute technical reports, etc).  For these
 types of communications,. Office Director's signature  is appropriate;
 however, we request that you  follow the system recently established
 to track and manage all  OSWER program, policy and guidance docu-
 ments — the "OSWER Directives System".  This will ensure that
 all  directives (whether draft or final) are kept  in a coordinated
 system for the communication  of OSWER policy and guidance.  We
 also reguest that all communications with the Regional Division
 Directors as a group must be  signed by a level no lower than the
 Assistant Administrator or  Office Director.

     To help clarify the role of the immediate office in the manage-
ment and oversight of regional activities, I have assigned responsi-
bilities to the following staff:

     1.  RCRA-CERCLA Regional Reviews for FY 1986.  Responsibili-
         ties for the reviews this year will be shared by the three
         program offices.  Division Director level Team Leaders
         will be assigned to each Regional Review.  Overall manage-
         ment of the process and protocols as well as coordination
         with OECM and Comptroller's office will be provided by
         Margie Russell, with contractor support.

     2.  Quarterly Waste Management Directors Meetings.  Resource
         Management staff will be responsible for logistical
         arrangements/administrative support; Margie Russell will
         continue to oversee agenda development to ensure region's
         views are adeguately represented at the meetings.

     3.  Quarterly Reviews.  Resource Management Staff are respon-
         sible for overall development and preparation of these
         review letters.  The letters are coordinated with the
         program offices and prepared for the Assistant Admin-
         istrator's signature to Regional Administrators.

     4.  SCAP reviews.  Resource Management Staff will provide
         review and analysis of the mid-year adjustment memos
         to be sent to Regions from the Assistant Administrator.

     5.  Oversight of Policy and Guidance to Regions.

         a.  With an eye towards measuring and continually
             assessing regional workload impact, correspondence
             to regions will be routed through Margie Russell.
             She will also ensure that appropriate Policy and
             Analysis Staff within the immediate office are
             involved, when necessary, in the review of these
             documents.

         b.  The OSWER Directives System was recently established
             to track and manage all OSWER program, policy and
             guidance documents (see my memo of 10/2/85 to CD's).
             All regional directives must be enrolled  in  this
             system.  The OSWER Manager of this effort is Robert
             Herman of the Resource Management Staff.

     6.   Tracking of Regional  Travel,  National  Meetings  and
         Speaking Engagements  by Headquarters OSWER Staff.   The
         mechanism to provide  this  information  is the Weekly
         Report to the Assistant Administrator.   Upon receiving
         this data, Marlene Suit of the Resource Management
         Staff prepares a weekly report which is provided
         to Office Directors,  the Administrator's staff,
         and to the Regional Waste  Management Directors.

     7.   Regional Ombudsman.  Margie Russell will continue  to
         serve as a "conduit"  for regional officials to  raise
         special or unique problems to the Office of the Assistant
         Admi nistrator
