SUBJECT: ISWEtf Directives System

The OSWER Directives System is now in operation. This system provides
for the tracking and management of all OSWER program, policy and guidance
documents, as veil as notices, handbooks, manuals and administrative
announcements (attachment A provides specific definitions).
Only directives that have met the standards and that have been
processed through the Directives System will be considered qualified for
Regional, public, or intra-office dissemination.
During its inaugural period the system will function in the following
manner: After an originating office has gone through the early draft
development stage, but, prior to formal circulation for review, a direc-
tive initiation request form will be completed and attached to the document.
This form will provide pertinent information on the proposed directive
such as: (a) purpose; (b) other affected program or management documents;
and (c) the nature of the action (cancel, supercede, modify, etc.). The
originator of the document will obtain clearance from the appropriate
offices and prepare the document for the OSWER approving official. Your
directives coordinator will then take over administrative control of the
materials. The final step in the process is enrolling the directive in the
system by assigning it an appropriate identifying code which indicates its
status as draft or final and a number which provides information on the
approval date, the originating office, and the nature of the document as
internal to OSWER or Agency-wide. The package is then returned to the
originating office for printing and appropriate dissemination.
We consider the time from October 1, 1985, to January 31, 1986, as the
start-up period for the OSWER Directives System. During these next 120 days,
the directives coordinator for each OSWER Office will be reviewing all
current and upcoming directives in order to establish the classification
system and index for all RCRA, Superfund, and administrative activities.

In order to develop a comprehensive indexing of documents, your
directives coordinator must be provided copies of current guidance,
management and policy documents as well as notices, administrative hand-
books and manuals. A brief narrative description should be included with
the listing. The listing should include title, date of issuance, purpose,
and relationship to other existing documents. This information is due
Friday, November 8, 1985.
We intend to complete the indexing of all documents, publish an
OSWER Directives Manual and to have the final classification system in
place by January 31, 1986.
The objectives of this procedure are to provide an organized and
coordinated system for the communication of OSWER policy and guidance.
The ultimate success is dependent upon the input and cooperation of each
Office.
The OSWER manager for this effort is Bob Herman (382-4482). In
addition, each Office has designed a Directives Coordinator. The OSWER
team will, in turn, be supported by the Management and Organization
