In a memorandum to the Regional Administrators, dated September 17, 1985,
we announced the establishment of the OSWER Directives System. This sys-
tem provides for the tracking and management of all OSWER program, policy,
and guidance documents as well as notices, handbooks, manuals, and adminis-
trative announcements (attachment A provides specific definitions).
We asked the RAs to designate a Directives Coordinator with sufficient
authority to work in partnership with Headquarters to make the system viable
and effective. You have been selected as your Region's Directives Coordinator.
The purpose of this memo is to explain the role of the Regional coordinators
and provide you with the materials that we have generated to date.
The system must be managed so that users can be confident that it includes
all documents, currently in force, issued by OSWER regarding operating policies
and guidances covering RCRA, CERCLA, and other OSWER programs. The Regional
coordinators will play an integral part by ensuring that the system meets its
objectives by carrying out the following roles:
0 Act as the principal contact in the Region for all
matters pertaining to the OSWER Directives System.
0 Ensure that all directives, guidance documents,
manuals, and other policy and management materials
received in the Region have been properly placed
in the Region's Directives System.
0 Develop and maintain an inventory and library of
all documents currently in the Directives System.

0 Provide and distribute to Regional managers a periodic
index of current entries in the system.
Participate in periodic reviews of the progress and
effectiveness of the system.
During the past several weeks, a steering committee composed of OSWER staff
and a representative from the Agency's Office of Administration and Resources
Management have been meeting to develop and refine operating procedures for
the system. It is now time to share these developments with you and to bring
the Regional offices into full partnership. We anticipate that this relation-
ship will be an effective one, leafling to better management of our programs
and improved coordination between our offices.
Attached are materials that will bring you up-to-date on the developments
so far. If you have any questions or desire further information, please
contact Bob Herman (FTS 382-4482), the OSWER manager for the system.
