OBJECTIVES AND RESPONSIBILITIES
1. PURPOSE AND AUTHORITY
a. Purpose. The Office of Solid Waste and Emergency Response Internal
Directives System provides a systematic process for identifying and effec-
tively communicating policy and procedures for OSWER programs to the Regions.
This system is designed to provide the following benefits:
- Provide a mechanism to track and manage all current program
policy and guidance related to implementation in the Regions
and States.
- Eliminate confusion and inefficiencies resulting from unclear
identification and communication of policy.
- Provide access to information through the maintenance of a
comprehensive index of valid directives.
- Provide a central Regional location for all directives.
- Allow cross-Regional access to policy interpretation or
individual decisions which, although directed toward one
Region, may set precedent or impact other Regions.
- Identify the relationship and/or overlap between policies
which may influence implementation.
- Permit ease in identification of approval level of
directive documents.
b. Authority. The EPA Directives Manual (August 1982, Manual #1315)
encourages the development and use of directives systems by individual Program
Offices. The Assistant Administrator and the Deputy Assistant Administrator
announced the implementation of the OSWER Directives System on September 17,
1985, and on October 2, 1985, stated that "only directives that have met the
standards and that have been processed through the Directives system will be
considered qualified for Regional, public, or intra-office dissemination."
2. SCOPE
a. What is a Directive? An OSWER directive is a document which mandates
action for Regional personnel. This may include OSWER-originated written com-
munications that provide program or management policy, procedural guidelines,
program guidance, delegations and redelegations of authority, and OSWER-specific
expansions of Agencywide administrative directives. Informational material such
as public relations brochures, reports, and statistical summaries should not be
included, nor should documents of a purely technical nature. Directives niay
be in the form of memoranda, letters, notices, handbooks, or manuals.

b. Scope of System. Directives that originate in or are issued by one
of the OSWER Offices, Regional Offices, or other EPA Offices such as Office
of General Counsel or Office of Policy, Planning, and Evaluation, and affect
at least one of the Regional Waste Divisions or Environmental Services Divi-
sions are considered appropriate for inclusion in the system. Additionally,
documents which are issued by the Administrator or Deputy Administrator and
are not included in the Agency Directives System will be included.
3. DEFINITION OF TERMS
a. Approval. The act of the appropriate official authorizing (usually
by signature) a directive to take effect (see paragraph 4-d).
b. Classification Number. The OSWER-assigned number which follows the
guidance provided in Chapter 4, paragraph 2.
c. OSWER Directives Officer. The individual within the Office of the
Assistant Administrator who has overall management responsibility for the
OSWhR Directives System.
d. Draft Document. Any document which has not received the final level
of required approval (see subparagraph 4-d).
e. Effective Date. The date (month/day/year) a directive or part of a
directive is approved for implementation by the appropriate official. This
is often the date the document is signed.
f. Office Directives Coordinator. The individual in the OSWER Program
Office who has management authority within his/her office for the OSWER
Directives System.
g. Originator. The person who prepares or writes a directive.
h. OSWER Index. A sequentially organized listing of all OSWER
directives.
i. Regional Directives Coordinator. The individual within a Regional
Waste Management Division with responsibility for managing and maintaining
the OSWER Directives System for the Region.
4. RESPONSIBILITIES. This section defines and allocates responsibilities
related to the operation, maintenance and administration of the OSWER
Directives System.
a. Office of the Assistant Administrator for Solid Waste and Emergency
Response. The Resource Management Staff has overall management responsibil-
ity for the program. The Directives Officer has direct responsibility for
the program and day-to-day operations which include:

(1) Assisting, advising, and instructing OSWER in all
phases of the Directives System.

(2) Periodically reviewing and evaluating the directives
system and, if necessary, updating the manual.
(3) Maintaining the OSWER Directives master files.
(4) Coordinating with and providing technical guidance
to Regional Directives Coordinators and Office
Directives Coordinators to ensure uniformity and
coordination.
(5) Generating and distributing to Regional Directives
Coordinators, Office Directives Coordinators, and
OSWER-AA staff a monthly report which will provide
updated information on materials in the Directives
System.
(6) Overseeing the distribution of directives and system
reports to the Regional Directives Coordinators.
(7) Incorporating appropriate automation.
(8) Requesting and coordinating an annual review of
directives to ensure that only current documents are
in the system, and that the standards of the system
are being upheld.
(9) Assigning numbers to directives originating in the
AA's office.
b. Originating Office. Each of the OSWER Offices shares in the responsi-
bility for the maintenance of the system.
(1) The Office Director is responsible for:
(a) Appointing a Directives System Office
Coordinator.
(b) Communicating with the AA and/or the DAA
regarding the content of policy directives.
(2) The Office Directives Coordinator is responsible for:
(a) Providing advice to originators concerning
appropriateness of material for the system.

(b) Assigning classification numbers to documents
originated in other EPA offices which dire'ctly
impact implementation of programs.
(c) Ensuring that all documents appropriate for
the Directives System are entered properly
and promptly.
(d) Providing the OSWER Directives Officer with a
copy of the document at the time it is sub-
mitted for review.
(e) Participating in the annual evaluation review.
(f) Developing or overseeing the development of a
comprehensive inventory of current guidance for
the initial development of the system, as de-
scribed in Chapter 2, subparagraph 2-b.
(g) Ascertaining that documents are in correct format
and have received proper clearance.
(h) Providing the OSWER Directives Officer with copies
of the document and appropriate attachments, as
described in Chapter 3.
(i) Circulating Directives System reports to appro-
priate office managers and staff.
(j) Providing OSWER Directives System data to
Directives Officer in accordance with Chapter 2,
subparagraphs 3-a and 3-b.
(3) Originator. The originator of a document is responsible for;
(a) Adhering to the procedures established by the
respective Office Directives Coordinators for
maintenance and operation of the system.
(b) Obtaining an OSWER Directive Number from the
Office Directives Coordinator and displaying
this number in the upper-right hand corner of
every page of the directive.
(c) Determining, by consultation with the Office
Directives Coordinator, if appropriate, what
clearances are necessary, and carrying out that
clearance(s).

(d) Periodically reviewing and, if necessary,
updating directive(s). '*
(e) Completing appropriate items in Directives
System Initiation Request Form, Routing Slip,
and Directives cover; see Chapter 3.
(f) Distributing directives to appropriate Program
Offices, with twelve (12) copies to the OSWER
Directives Officer.
C. Regional Waste Management Divisions. Each Regional Office has
responsibility for the maintenance of the system within the Region.' The
Regional Administrator will appoint an individual to coordinate with the
OSWER Directives Officer. Any subsequent changes shall be provided to the
OSWER Directives Officer. The Regional Directives Coordinator has respon-
sibility for:
(1) Maintaining the Regional Directives files.
(2) Participating in periodic reviews of the
progress and effectiveness of the system.
(3) Acting as principal contact for all Regional
matters pertaining to the Directives System.
(4) Circulating Directives System reports to
Regional Office Managers and staff.
(5) Notifying the Directives Officer when policy
or guidance is issued outside'the Directives
System.
(6) Identifying documents originated in Regional
Offices which are appropriate for inclusion
in the system, and referring them to the
OSWER Directives Officer.
(7) Facilitating training for programmatic and
managerial use of the database.
(8) Informing Regional staff, through briefings,
distributions of brochures, and training
sessions, of the Directives System.
(9) Coordinating with the Regional librarian to
ensure that OSWER Directives are accessible.

d. Approving Official. The individual who signs a directive assumes
responsibility for its content and impact on other offices. As a rule,
directives which affect the operations, approach, or workload of the Regions
must be signed by the AA-OSWER. However, there are occasions when it may be
appropriate for an Office Director to sign memoranda to Regional Waste Manage-
ment Division Directors. Nevertheless, all communications with the Regional
Division Directors as a group must be signed at a level no lower than the
Office Director. The officials who may approve OSWER directives are:
(1) Assistant Administrator (all directives);
(2) Deputy Assistant Administrator (all directives
except some delegations of" authority).
(3) Office Directors (requests for comment on
draft guidance/policy documents and other
matters delegated by the AA and authorized
by Agency delegations rules).

1. Distribution. As of this writing, directives are available in hard copy
only.
a. Standard Distribution. Due to the inherent difficulty of maintaining
a complex distribution network, there will be established only eleven (11)
complete collections of directives that will include hard copies of all cur-
rent directives. Revised or new materials will routinely be distributed to
these collections. These official collections are available in the:
. (1) Assistant Administrator's Office (OSWER Directives
Officer); and
(2) Regional Waste Management Division Director's Office
(with the Regional Directives Coordinator).
b. Programmatic Distribution. The originating office will distribute
directives in conformity with established procedures.
c. Personal Copies. EPA employees may photocopy directives maintained
in the nearest official collection. To keep personal copies current, refer
to the Monthly Update, subparagraph 2-e.
d. Requests for Documents from Private, State, and Local Groups and/or
Individuals. When it is anticipated that documents in the Directives system
frequently will be requested by individuals outside the Agency, it is recom-
mended that the originator determine if it is appropriate to list the document
with the National Technical Information Service (NTIS). Should this be a via-
ble alternative, the originator must complete the necessary forms and provide
the NTIS with eleven (11) copies of the document or $20 per document. Final-
ized Directives are also available at the Regional and Headquarters Libraries,
where requestors may review or copy them.
2. MAINTAINING THE OFFICIAL COLLECTION. Prompt and careful posting of
directives and changes to them is essential. A list of current directives
(see Chapter 4, Paragraph 5) is published semi-annually (see subparagraph f)
to provide a means of checking on the accuracy of the collection. Addition-
ally, monthly updates are provided as supplements to the collection (see
subparagraph e, Monthly Updates).

a. Organization of Directives. All OSWER Directives are assigned
classification numbers, as described in Chapter 4. In the Headquarters
and Regional depositories, all directives shall be arranged sequentially
by classsification number; by doing this, directives will be grouped
systematically by subject.
b. Establishment of Initial Directives Files. To ensure that a
complete collection of current directives is available in each of the
Regional Offices and the Headquarters Office, the Office Directives
Coordinators will supply to the OSWER Directives Officer a clean copy of
each document to be included in the system. The directive may be in draft
or final form. It must have an orange OSWER Directive cover and initiation
sheet. The Directives Officer will provide orange covers and a summary of
the initiation form for each document in the backlog to each Regional office.
Documents not available in the Regions will be reproduced and provided upon
request.
c. Entering a New Document in the Directives System. Procedures for
entering a document in the system are addressed in Chapter 3.
d. Updating or Superseding Directives. Directives which update versions
of documents in the system should be annotated as such on the OSWER cover un-
der REFERENCE. Generally, supplements to existing documents are numbered to
indicate sequel as demonstrated in Chapter 4. For historical purposes, docu-
ments which have been superseded may be maintained in files, however, SUPER-
SEDED must be stamped on the cover and on all document pages.
e. Monthly Updates. On a monthly basis, the OSWER Directives Officer
will generate a report which will indicate any documents that have been
superseded, terminated, or added to the system. This report will be prepared
by the fifth working day of each month and distributed to Office Directives
Coordinators, Regional Directives Coordinators, and the EPA Headquarters
Library.
f. Semi-Annual Report. Twice a year (October and April) a complete
Directives index will be forwarded to holders of official collections and
the Headquarters Library.
3. AUTOMATION AND DATA TRANSFER
Currently the OSWER Directives System index is maintained on a personal
computer using dBase III. Additionally, the EPA Library has included a com-
plete listing of all finalized OSWER directives in their Hazardous Waste
Management System, as described in subparagraph c.
a. Initiation of the Automation of OSWER Index. A floppy disk, formatted
and ready for data entry will be provided to the OSWER Directives Coordinator.
The OSWER Directives Coordinators then will return, to the OSWER Directives

Officer, the disk which includes data pertaining to all OSWEjR Directives.
Technical inofrmation will be provided, as requested, by the OSWER Direc-
tives Officer. When this is completed, the OSWER Directives Officer will
conduct a test run of the system identifying one Region as the Lead Region
for the test. The system is expected to be fully operational by September
1986. Training will be provided to Regional and Headquarters staff, if
necessary, to allow access to all information which is in the data base.
b. Monthly Data Transfer. On a monthly basis, the OSWER Directives
Coordinators will provide to the OSWER Directives Officer a floppy disk
with key information on all draft and final directives they have issued
or identified for inclusion that month. A step-by-step guide to using the
system is provided in the OSWER Directives System Us-ers Guide. Directive
#9013.15-5. (Under development)
c. Regional Maintenance of the Database. Regions will be provided
updated information for the database on a quarterly basis. At the discretion
of each Region, data fields may be added to meet individual needs; however,
the data provided by Headquarters should not be changed nor deleted.
d. ' Library System. The EPA Headquarters Library has agreed to include
OSWER Directives in their Hazardous Waste Information System. This system
allows for keyword access to directives as well as other publications which
pertain to Hazardous Wastes. Each Regional library and designated site will
maintain a complete set of indices and monthly reports. Additionally, hard
copies of all finalized OSWER Directives will be available.

DIRECTIVES PREPARATION
1. Development Phases. In general, directives are developed in accordance
with procedures specific to each office. The following, however, provides
general guidelines.
a. Initiation. Some of the most common reasons for developing new or
revised directives include new legislation, requests for interpretation of
policy, and revisions or cancellations of out-dated directives. If there is
any question about the suitability of a document, originators should discuss
this with the Office Directives Coordinator.
b. Preparation. Originators must complete the items in the Request for
Initiation Form, EPA Form #1315-17, as described in Figure 3-1A, and provide
it to the Office Directives Coordinator.
c. Review and Clearance. Concurrent with submission for review, clear-
ance, and approval, one copy of the document and initiation form will be
provided to the Directives Officer.
d. Approval. Chapter 1, subparagraph 4-d provides guidance for selecting
appropriate approving officials.
e. Distribution. After approval, the document is distributed in accord-
ance with the office procedures and the office distribution plan. For all
directives, the orange OSWER cover must be attached. Twelve (12) copies of
the directive, Initiation Request, and one copy of the cover, must be provided-
to the Directives Officer within five (5) working days after the document is
signed. The Office distribution plan should indicate that twelve (12) copies,
with all attachments, will be provided to the Directives Officer. Twice each
month documents will be distributed to the Regional Directives Coordinators
and to the EPA Headquarters Library.
2. FORMAT GUIDELINES. All directives must have an OSWER directive number
printed on the upper right-hand corner of every page as well as on accompanying
transmittal memoranda. Draft documents must have the word "DRAFT" and the
level of draft on each page.
a. "OSWER Directive Initiation Request." EPA Form 1315-17 (10-85).
This form accompanies all directives prior to approval. At the discretion
of the individual office, it may also be attached to the directive for dis-
tribution. It summarizes the document and provides additional information
regarding the origination of the document. See figure 3-1.

b. "OSWER Directives Cover." This orange form must be attached to all
directives prior to distribution. It identifies the document as being a
directive, shows an effective date for the policy, or, if a draft document,
a code indicates the level of draft, and if it supersedes or supplements any
directives. See figure 3-2.
c. "OSWER Directives Routing Slip." This slip must be attached to all
documents when they leave the originator. It documents -the Office Directives
Coordinator's approval that the document is in correct format, it provides an
early warning that a document is in final stages of preparation, and shows that
a copy of the proposed directive has been sent to the Directives Officer. It
also allows easy identification of the document as an OSWER Directive. See
figure 3-3.

CHAPTER 4
DIRECTIVES CLASSIFICATION/NUMBERING
1. GENERAL. The OSWER Classification Numbering System is an expansion of
the Agency-wide Classification Numbering System. It is, however, specific-
ally tailored to OSWER's major program activities. The flexible nature of
the numbering system allows OSWER offices to adapt their portion to meet
the unique needs of their program, and allows for the addition of subjects
and subcategorles. OSWER directives are numbered using this system so that
program information on related subjects can be located easily.
2. DRAFT CLASSIFICATION. Directives not in the final stage of issuance
must be assigned a draft classification. The classification allows the
user of the directive to identify the degree of finality and to alert users
regarding the necessary additional clearances. This classification must
appear along with the word "DRAFT," on each page of a directive.
a. What is a "Final Directive?" A final directive is issued and
approved by the appropriate official as defined in Chapter 1, Paragraph 4-d,
and provides an official OSWER response, interpretation, or statement, and
is Issued when further revisions are not planned.
b. Draft Level A - A document which is signed by the AA or DAA, but is
awaiting other approval, such as OMB or the Administrator and is significant
in that it has been issued by the highest level of OSWER.
c. Draft Level B - A document signed by an Office Director, but is
awaiting AA/DAA approval .and is distributed with the intent that it will be
utilized prior to the AA's signature.
d. Draft Level C - A document transmitted only for review and/or comment
by an Office Director or the AA/DAA and is not transmitted to be followed as
guidance. Schedules should be in place for finalizing of the document.
e. Draft Level D - This is to indicate that a directive on a particular
subject is currently being prepared. It alerts users of the system that a
particular policy or guidance document is being developed. Such advance
notice may prevent duplication of effort. These drafts will be reported in
the monthly update report.
Note; All directives which will be followed as policy or guidance, regardless
of their classification, are subject to release under the Freedom of Informa-
tion Act. All draft documents which are assigned a level of A or B will be
included in the Library index, and therefore are available to any interested
parties. Drafts which are a level C or D may be able to be withheld from dis-
closure, since in the case of D, they are not completed, and in the case of
C, are still in the stages of review.
