On March 8, 1985, The Otfice of solid Waste (OSW) sent a
merorardurn describing the procedures to he followed for the
processing of statutory checklists for the 1984 Amendments.
Since that time, the Offices of General Counsel (OGC) and
Regional Counsel (ORC) have determined that simultaneous
review by the Headquarters and Pegional Offices is an ineffi-
cient appl ic -icior. of limited 'Agency resources. Thus, it Is
necessary to revise the March 8 procedures *~ described below.
