     On March  8,  1985,  The Otfice of solid  Waste (OSW) sent a
merorardurn describing the procedures to  he  followed for the
processing of  statutory checklists for the  1984 Amendments.
Since that time,  the Offices of General  Counsel (OGC)  and
Regional Counsel  (ORC)  have determined that simultaneous
review by the  Headquarters and Pegional  Offices is an ineffi-
cient appl ic -icior. of limited 'Agency resources.   Thus,  it Is
necessary to revise  the March 8 procedures  *~  described below.

reflection,  we do not believe that two weeks  will be  needed
to prepSE'Q  a final set of consolidated c-jnrenta  to  the
Stat®»  Unlike comments en th-3 craft application, virtually
all of "PA'a ccnments will ne legal and based primarily on
the vi*5t#8 of Of'C and OLC.  Thus, crca c;OC has reviewed  OP.C's
