A wealth of ideas have been offered and issues explored designed to improve various aspects of the Superfund program. While seme issues and ideas address unique Regional concerns, in many cases the areas discussed may well have some applicability nationally. As part of the Administrator's revitalization effort, we wish to do all that we can to support these initiatives, ensure quick implementation of viable approaches, and transfer information on what's working well (and not so well) to all Regions. Several initiatives are immediately underway. First, we have established an intramural incentives fund to help support pilot projects that demonstrate innovative (and transferable) ways of speeding up the cleanup process. In addition to the modest intramural resources available, we will make more extramural resources available. Consequently, I encourage you to be innovative in your use of extramural resources to leverage the more limited intramural support. I am working with Henry Longest 'and Bruce Diamond to develop a decision process within Headquarters for funding of the pilots. Suggested criteria for proposals are attached. Several Regions have already submitted proposals. I would like to again encourage all of you to send us proposals for pilot projects, as well as information on Regional initiatives that you believe will be beneficial to other Regions. Our three basic criteria for evaluating pilot projects for intramural funds will be the three Es: improving effectiveness (e.g., construction completes, expedited risk reduction, process Pnr:ec o cied Paper ------- -2- streamlining), enhancing efficiency (e.g., improved contract and resource integration to lower the cost of projects), and demonstrating equitability (e.g., diminimis, municipal settlements, etc.). Remaining pilot proposals requesting incentive funds should be received in Headquarters as soon as possible. If proposals are received after FY 92 funds have been given out, we will consider the possibility of funding during the next fiscal year. Review of pilot projects will be facilitated if proposals are discussed with the Regional coordinator from the appropriate Headquarters Division within OERR or OWPE. Clem Rastatter has joined our new team (on detail from OERR) as Regional Issues Manager to coordinate review within OSWER of Regional pilot proposals and to facilitate information transfer on Regional initiatives (mail code OS-240; telephone 260-2447). Please direct pilot proposals to her attention. The Superfund Revitalization Team will be establishing an intermittent bulletin which can be utilized for regular information transfer, and will describe innovative activities to speed up the Superfund program. I encourage you and your staff to keep us informed of your progress, and to contact Clem regarding articles for the Bulletin. Pilot projects will demonstrate innovative ways to accomplish this objective at NPL sites and will, if successful, offer similar opportunities at other sites. Criteria for Pilot Projects; Pilot projects will typically: Be transferable to other Regions, or to other sites within the Region. Demonstrate innovative processes that expedite cleanup, demonstrate cost savings, and lead to more site cleanups. Increase settlements that are perceived as fair and that create incentives for rapid PRP cleanup (e.g. diminimis settlements, voluntary cleanups). Support both our near term target of 200 completions by the end of 1993, as well as our long term target of 650 completions by the year 2000. Have an evaluation component to see how successfully we have met our objectives. Enforcement lead pilot proposals should address coordination with the Office of Enforcement and DOJ in the proposal. Submissions; While there is no standard format for pilot project proposals, the following questions should be addressed in the submission: o The objectives of the pilot should be clearly stated. £• What hypothesis is the pilot trying to prove? In what manner will timeframes be shortened? Cleanups be made cheaper? Equity be demonstrated? o How will this pilot be transferable to other projects? o What Regional resources will be used to conduct the pilot? What resources are needed from headquarters (eg. dollars, expertise)? How long will resources be needed? o Over what timeframe will the pilot occur? ------- |
