Coordination Strategy

PURPOSE
This memorandum introduces a coordination strategy that is
designed to promote the implementation of the Superfund
Accelerated Cleanup Model (SACM).
BACKGROUND
Over the last eighteen months there has been considerable
focus on and effort given to implementing SACM. To maintain the
SACM momentum, all Superfund staff in Headquarters and the
Regions need ready access to information about key SACM
initiatives, policy, issues, and "lessons learned." The Regions
will also benefit from individualized support from Headquarters
in resolving Region-specific questions or implementation
problems. The SACM Coordination Strategy is intended to:
Provide Regional and Headquarters' staff with a single point
of contact for fast, consistent information on SACM;
Facilitate the identification and resolution of SACM isi
and communicate results and lessons learned to all Superfund
staff; and
Establish Superfund Partnerships to provide the Regions
regular, individualized support in implementing SACM and
other priority Superfund initiatives.

OBJECTIVE
To improve Regional access to and service from Headquarters'
Superfund offices and to promote greater collaboration :-
implementing SACM.
IMPLEMENTATION
SINGLE POINT OF CONTACT
The Outreach and Special Projects Staff in the OERR
Director's Immediate Office will serve as the single point of
contact for information on SACM and for submission of SACM issues
or questions. The two staff contacts are: OERR SACJC
Coordinator, Kerry Kelly (703) 603-8901 and Alternate, Kati« Daly
(703) 603-9026.
The SACM contacts will answer questions about SACM implementation
or will refer questions to the appropriate SACM workgroup
chairperson. The "SACM Issue Exchange" system will also allow
Regional and Headquarters' staff to submit questions and issues
by FAX. The SACM contacts will serve as a clearinghouse for all
SACM communications including policy directives, guidance, QS &
As, and fact sheets. They will coordinate with OERR, Office of
Waste Programs Enforcement (OWPE), Superfund Revitalization
Office (SRO), and the Regional SACM Coordinators, and develop and
distribute information on SACM progress, successes, and lessons
learned.
SACM ISSUES RESOLUTION
The OERR SACM Coordinator will work with the SACM
workgroups, SACM Steering Committee, and the Headquarters
Superfund Partners to facilitate resolution of cross-cutting
policy issues. Once issues are resolved, the OERR SACM
Coordinator will communicate decisions to Regional and
Headquarters' Superfund staff.
SUPERFUND PARTNERING
Superfund partnerships are being established to promote
greater collaboration in implementing SACM and other priority
Superfund initiatives and to improve Regional access to and
service from Headquarters' Superfund offices. The partnerships
will provide an excellent forum to discuss substantive, Region-
specific interests and problems relating to SACM implementation.
The OERR and OWPE division directors and deputy division
directors have agreed to participate in regular substantive
discussions with their Region and to be responsive to Regional
requests for assistance.

To support this dialogue, each Headquarters' partner will
regularly convene OERR and OWPE regional coordinators to ensure
there is good cross-program integration and communication here at
Headquarters. This more personalized support should:
demonstrate Headquarters' commitment to continued SACM
progress;
encourage Regional experimentation by providing assistance
in dealing with difficult issues;
provide quicker identification and resolution of problems;
serve as a good source of information about SACM successes
and shortcomings, including pilot progress; and
foster a stronger working relationship between Headquarters
and the Regions that will benefit all aspects of Superfund.
The Superfund Partners will make a sustained commitment of
real interest and time. Furthermore, the Partners will endeavor
to make clear by word and deed that this is not Headquarters'
micromanagement, but a true partnership that is based on
listening, sharing, respect, trust, and confidentiality.
