SUBJECT: Federal Facilities

The purpose of this memorandum is to clarify the
responsibilities and direction of effort within the Office of
Waste Programs Enforcement (OWPE) for Federal facility activities.
As you know, the Office of Emergency and Remedial Response
(OERR) had the lead in developing the Federal Facilities Program'
Manual for Implementing CERCLA Responsibilities and the Staff
Guidance Supplement. The purpose of the Manual is to explain to
Federal agencies their responsibilities under CERCLA and provide a
framework for their use in developing programs for their hazardous
waste sites. The Supplement provides guidance for your use in
assisting Federal agencies with their CERCLA responses. EPA Re-
gional offices and Federal agencies have just completed a review
of the final draft version.
Due to the division of responsibility for Federal facilities
within the Office of Solid Waste and Emergency Response (OSWER),
OWPE will have the lead for the majority of sites - i.e. sites
where releases of hazardous substances have been caused solely by .
activities on Federal facilities. Therefore, my office will
respond to the comments and prepare the final Manual and Supple-
ment.
We would appreciate Regional input in resolving policy and
implementation issues concerning Federal facilities. Please
designate a Federal facilities contact for CERCLA activities
by August 27, 1985 by calling Linda Southerland of the Guidance
and Oversight Branch at FTS-382-2035.
If you have any questions about this memo or any Federal
facility policy issues, please contact Linda Southerland. If
you have site specific questions, the point of contact is your
Regional Coordinator in the CERCLA Compliance Branch.
