OSC/RPM Support Program meet one of its objectives of retaining
our talented people by providing them with the advanced training
they want and need.
Five SUTIs have been established to date:
o UNLV SUTI: EMSL Technology Support Center
(TSC), Las Vegas, Nevada through a
cooperative agreement with the University of
Nevada, Las Vegas; focuses on
ground-water monitoring and site
characterization.
o UC SUTI: Risk Reduction Engineering
Laboratory TSC, Cincinnati, OH through a ,
cooperative agreement with the University of
Cincinnati; focuses on engineering and
treatment
o UG SUTI: Environmental Research Laboratory
TSC, Athens, Ga. through a cooperative
agreement with the University of Georgia;
focuses on health risk
o RICE CONSORTIUM SUTI: RSKERL TSC, Ada, OK
through' a cooperative agreement with a
consortium of universities (Rice, Oklahoma
State, University of Oklahoma); focuses on
ground-water fate and transport.
o ETSU SUTI: East Tennessee State University,
funded by a grant from EPA; focuses on
emergency response
We have designated an Executive Director to correlate the
activities of all the SUTIs. He is Tom Massey - a highly
experienced former OSC, supervisor, and manager now assigned to
the EnvironMntal Response Team in Edison, N.J. with his
leadership, v« expect that additional workshops will be held this
year at the other SUTIs. Topics will be primarily of a technical
nature consistent with each SUTI's area of expertise. We will
distribute information on those as soon as it is available.
OBJECTIVE
The objectives of this memorandum are to: (1) ensure that
the Regional Management and their staff are aware of the role of
the SUTIs, (2) announce the dates of the ETSU SUTI training
workshops, and (3) request nominations of one OSC and one
alternate from each Region to participate in the workshop.

IMPLEMENTATION
A. Dates
The ETSU SUIT will be hosting the pilot Training Workshop
and its case studies will focus on emergency response training
for experienced OSCs (ideally those with at least two or three
years experience as an OSC). The workshops will be held in East
Tennessee State University in Johnson City, TN. They are
currently scheduled as follows:
July 11 - 13, 1989
August 8-10, 1989
October 9 - 13, 1989
November 7-9, 1989
January 23 - 25, 1990
February 20 - 22, 1990
B. Nominations
Nominations for participants and the implementation
procedures discussed below apply only to the first ETSU workshop
on July 11 - 13. At the conclusion of the workshop we will
review all evaluations to determine whether modifications are
necessary. ;
Participants in the July workshop will represent a
combination of experienced EPA and State OSCs. This is an
excellent opportunity for:
o more experienced OSCs to become involved in a
training environment that promotes structured
interaction among Federal and State OSCs, and
o you to reward your advanced OSCs with the
recognition as highly qualified professionals
whom you have selected to attend this
workshop.
Participants will receive information from the ETSU SUTI
that highlights the case studies to be presented at the workshop.
They will also receive additional logistical information. There
is no fee for attending the workshop; however, per diem and
travel expenses are Regional responsibilities.
Our objectives in this training also applies to State
agencies directly involved with Superfund activities. Each State
should be invited to submit candidates to attend the ETSU
workshop and the other SUTI's as they develop. The Environmental
Response Teams (ERT) may be consulted for State nominations.

Please use the attached nomination form to nominate your OSC
and alternate and the State representatives to attend the July 11
- 13 pilot. Both the Region's and the State's nomination forms
must be returned directly to the ETSU SUTI Director no late than
June 12, 1989. The address is provided on the form. Your chosen
representatives will receive additional information regarding
suggested accommodations and an agenda prior to attending the
pilot. If you have any questions please contact George Moein, at

We support the Superfund-University Training Institute's
objective of fostering skills that enable our experienced OSCs
and RPMs to advance in their EPA career ladders. Please make a-
conscientious effort to make this excellent opportunity available
to one of your qualified OSCs by sending him/her to the ETSU «'
Training Workshop in July.
