     Since the proposal of NPL Update  #2  in October  of  1984,
we have proposed NPL Update t3 and  NPL Update  #4  in  April
1985 and September 1985 respectively.  We are  currently on
schedule for announcing the proposed NPL  Update #5  in October
1985 and intend to promulgate NPL Update  fr2 and NPL  Update  *3
by the end of this calendar year.   These  actions  demonstrate
our intent to make NPL updating a continuous operation.  We
believe that the more frequent schedule has enhanced our
ability to list sites in a timely fashion while carefully
reviewing the technical and legal basis for the decision.

     The purpose of this memo is to provide specific information
concerning the scheduling of proposed  NPL Update  #6  in  February
1986.   The Quality Assurance (QA) teams will be in  the  Regions
reviewing site documentation information  and verifying  the
accuracy of the Hazard Ranking System  (HRS) scores  from
September 30 through November 15, 1985.   A copy of  the  QA
schedule—is attached for your use.  At the request  of certain
Regions, we are providing a two phased QA schedule  for  Update  #6.
If additional Regions believe this  would  be beneficial,  this
approach can be expanded for future updates.

     As you are aware, EPA announced a suggested  deferred
listing policy for RCRA-related sites  in  the proposed NPL
Update #3 (April 10, 1985).  The suggested policy,  indicates
EPA's  intent to use the expanded authorities of RCRA provided
by the 1984 RCRA Amendments to address releases from RCRA
sites.  Currently, we are evaluating the  public comments and
developing an appropriate RCRA-related listing policy.

     Presently, it is uncle-ar what the schedule will be for
implementing a new policy.  Therefore, we will continue our
existing RCRA-related listing policy.  However, any RCRA-
related sites submitted for QA for proposed NPL Update »6
must be accompanied by a one page summary of the site's RCRA
status.  Specifically, the summary should include:

        Type of RCRA facility (i.e., storage, disposal)
        Status of permits (i.e., received Interim status,
        applied for Part B).

        Description of the specific inactive portion of the
        facility that is scored using the MRS and its relation-
        ship to the active RCRA portion(s) of the facility.

        Date that the inactive portion (NPL site) stopped
        receiving waste.

     The Discovery and Investigation Branch will review the
summaries and may request additional information.  A site's
RCRA relationship may not always be evident, therefore, close
intra-Regional coordination will be necessary.

     In order to initiate Headquarters' QA of a candidate.
site package for proposed Update #6, the following documents
must be received by by October 4, 1985:

     0  Regional Division Director signature of each candidate
        site or a memorandum from the Regional Division Director
        to Russel H. Wyer, Director, Hazardous Site Control
        Division (HSCD), requesting QA of QC-approved HRS
        packages.  The sites names and locations should appear
        in the memorandum.

     0  QC-approved HRS packages (e.g., the QC-approved HRS
        score for each score for each site must be 25.00 or
        greater; or the site is designated as the State's  top
        pri-e*ity site; or the site satisfies the additional
        criteria for listing section 300.66(b)(4) of the NCP)
        including the following:

        - HRS score sheets;

        - HRS documentation records  (including bibliography
          of references);

        - SI Forms (EPA Form 2070 - 13) or equivalent;

        - Excerpts from the referenced materials; the  complete
          background documents do not have to be submitted but
          must be available in the Region for QA and for the
          Region public docket at the  time of proposal.

        - Narrative summary and categories/codes.

These documents constitute a complete NPL candidate package.
Two copies of each package are to be sent to Russel H. Wyer,
Director, HSCD.

     The intent of having the Regional Division Directors
sign the packages submitted or submit a memorandum to
Headquarters is to ensure that each package has undergone a
Regional technical QC and that no new categories of sites are
included in this Update without notifying Headquarters.
Before submitting the NPL candidate packages to Headquarters,
the Regional Counsel,-should review the packages to prevent
the release of confidential information.

     Once Headquarters QA has been completed, the deadline
for QA-approved packages to be submitted to Headquarters is
November 21, 1985.   If you have any questions regarding the
QA schedule or the procedures for submitting packages, please
