SUBJECT: Brochure on Preliminary Assessment

Attached is- the Preliminary Assessment (PA) Petitions
brochure that will soon be distributed to the Regional Pre-
Remedial Programs and Public Affairs offices, and the Superfund
Hotline at Headquarters. The brochure will serve as a source of
information for those individuals who wish to know more about the
petition process and provide instruction on how to request EPA to
perform a PA, the first step in investigating potential hazardous
waste sites.
Section 105(d) of SARA allows any person who is, or may be,
affected by the release or potential release of a hazardous
substance or pollutant to petition EPA to perform a PA. Through
this petition process EPA will now formally involve the public in
the Superfund program where there is a legitimate concern about an
actual or potential environmental threat. Historically, private
citizens have played key roles in identifying and supplying
information on environmental problems. Through this brochure, EPA
will now be able to direct the public to the kind of information
that would be most helpful in an initial investigation.
Instruction is also provided on the types of problems that would
and would not be appropriate for Superfund attention.

The brochure describes the entire PA Petition process from
the specific information that an individual should include in the
petition, to what happens to the petition once it is received by
EPA, to how and when EPA will respond to these petitions. It also
informs the public to contact other Federal agencies if the
release in question can be attributed to a particular facility„
Lists of Regional Federal Facility Coordinators have been included
in this document to assist citizens with the names and addresses
of facilities.
