 importer  of hazardous  waste  in a given situation.  For example, both the
 transporter and the U.S.  facility arranging for the importation of the waste
 should  be held  responsible for complying with the generator requirementso

look to such a party where no party has been deaignated or EPA ia
unaware of such designation.  Under the specific factual situation
