     Correlation Testing of CMC 5.7L/MVMA Engine

I.     Background

      The correlation between the heavy-duty  test facilities of
a  manufacturer  and  EPA's  test  facilities   is  of  significant
interest to  both the  manufacturer  and  EPA.   It  is  especially
important  from  a  regulatory standpoint  because  of  Selective
Enforcement Audit  (SEA)  testing  requirements.   Thus,  EPA/MVEL
conducted  testing  on  a Chevrolet  heavy duty gasoline  fueled
engine  with  the  intent  of  providing  correlation  data  for
comparison with similar  data  developed  by   laboratories  which
conduct SEA emissions  tests for  the manufacturers of heavy duty
gasoline (HDG)  engines.   This round  robin  program was  a  joint
effort  on  the  part  of   EPA/MVEL   and  the   Motor   Vehicle
Manufacturers Association (MVMA).

II.   Engine, Fuels, Test Procedure and Test Plan

      The  engine that  was used  in this program was  supplied by
General  Motors  Corporation   (GMC)    specifically  for   this
correlation  testing.   Actually,  GMC  supplied  two engines  for
this  program,  the  first  being  replaced  after  having developed
mechanical problems.   None  of  the emissions results  from  the
first engine are included in this report.

      The  engine   was  a   175  horsepower,   8  cylinder,  "V"
configuration,  HD   gasoline engine which displaces  350  cubic
inches  (5.7L) and has a rated speed of 3750 RPM.

      The  test  plan for this engine  (a copy  of  which is in the
Appendix,  attachment  II)  called  for a series  of  cold start  and
hot  start  transient emission tests interspersed  with a 12 hour
(minimum)  natural  soak.  A minimum of 4 cold start and  8  hot
start  emission  tests  were  completed at  each  facility.   All
transient  testing  was to  be in  strict  compliance with Federal
Register testing procedures.

      Steady  state  emission tests  and  throttle/   dynamometer
response   tests  were  also  performed  at each   facility.   The
results of the  additional testing could  be used  as a diagnostic
tool  if a  major emissions  offset were  to be  identified between
facilities.   The  test  fuel which  was used by each  participant
in this program met all Federal  Register specifications.  Also,
General Motors  suggested that the regression  line tolerance for
torque  y-intercept  be   held  to   5   ft   Ibs  or  less.   This
additional requirement  was  accepted  by  all participants   in
hopes  that it  would  result in less  data scatter  and  improved
correlation.

 Ill.  Round Robin Design

      The  correlation engine was  tested consecutively  in cells
2,  3,  1  and 9  at  Southwest Research   Institute  (SWRI),  Ford

Motor Company in Dearborn  (FORD),  EPA-MVEL in Ann  Arbor  (EPA),
General Motors  Proving Ground  in  Milford  (GMPG),  and Chrysler
Motors in Highland Park (CHRYS).  SWRI  is  a contractor facility
located  in  San Antonio,  Texas which  performs  SEA testing for
FORD and CHRYS.

IV.   Composite  Emission  (Cold/Hot  Combination)  Results  and
      Comparison

      EPA mean  composite  emissions  for  this engine were  HC of
1.05,  CO of  30.88,   and  NOx  of  6.53,  all  in  g/BHP-hr.   All
participants'  engine  emission  and  performance  results  are
present  in  tabular  form  on  pages   1  thru 33  of  the appendix
attachments.   An  analysis   of  how  the  participating   lab's
composite emission data compare  to that  developed  by EPA is
presented in bar  graph  form  in the attached pages  34 through
39.   Emissions  in g/BHP-hr  are   first presented  in absolute
values  and  then shown as  a percent difference  relative to EPA
numbers.  The  comparison  of  hot  start and  cold start emission
results  are presented as percent  differences in the  tables on
pages  40  and 41,  respectively.   The following narrative  can be
used in conjunction with the data.

      Composite HC emissions  for  SWRI  cells  tt2  and tt3 were very
close to EPA results.  However, an inadvertant  engine condition
of  increasing  coolant temperature  probably caused the observed
progressively lower  HC emissions  from SWRI  cells  ttl  &  #9 and
then at  FORD.   It  is surmised that  as the  operating temperature
of  the engine  progressively increased,  the  higher   combustion
temperatures  cause more HC to be  burned resulting in the  trend
of  HC  lower  emissions.    The  over-temperature condition was
subsequently  identified as  a progressively failing engine  water
pump.   It was  corrected at EPA, and the  HC emissions  appear to
have returned to norminal ranges after that  repair.

       CO  emissions  compared  to the EPA  data  showed variation
from +8.7 percent  (at FORD)  to  -8.8 percent (at  CHRYS),  which
were  all  within  acceptable limits.   Composite  NOx  emissions
were   generally  lower  relative  to  EPA's  value.   This was
unexpected   since   the   engine  was   operated  at   a  higher
temperatures  at  SWRI and FORD, which  could  have led  to higher
NOx values.   The  generally lower NOx   values  from  non-EPA
laboratories  is not  fully  understood, but the  values  do  fall
within  a reasonable  range.  NOx  emissions,  compared to  those
measured  at  EPA,  varied   from, +10  percent  at  GMPG  to   -8.7
percent  at   SWRI  cell tt3.   BSFC,  in  Ib/BHP-hr, were  higher by
4.1  percent in cell  #1  at  SwRl  and  lower  by  2.9  percent in
cell  #9  at SwRI,  and all  other  BSFC  results  fell within this
range.    Overall,    the   percent    differences   were   low  and
correlation was good.

V.    Hot Start Emission Comparison

      The hot start emissions data  correlations  between EPA and
the  other  participant  facilities  were  very  similar  to  the
composite emissions data.  HC  ranged from +8.1  percent  at SWRI
cell  #3  to  -20.9  percent at  FORD,  with the  same progressive
decrease in  values  as  the composite emissions data showed.   CO
was 9.7  percent higher  at FORD and  ranged  down to 7.6 percent
lower  than  EPA  at  SWRI  cell   tt9.   NOx  values  were  generally
lower  than EPA  by  as  much as 7.8 percent  at SWRI cell tt3.   GMPG
and  Chrysler showed  a  higher NOx values  than EPA   (as  with
composite data).  GMPG  measured highest  with a  NOx value 10.5
percent higher than EPAs.  BSFC for  hot  starts also showed SWRI
cell  ttl  measuring  4.3  percent higher  and cell  #9 1.6 percent
lower, but again, agreement here was generally good.

VI.    Cold Start Emission Comparisons

       Cold  start  emissions   showed  more variation,  which  is
frequently the  case.   HC emissions data  from  all of the non-EPA
participants  were   lower  than  EPA's data,  ranging  from  -12.8
percent  at  SWRI  cell  82 to   -27.5  percent  at SWRI  cell 89.
These   differences   were   not   investigated   and   are   not
understood.   CO correlation was  generally  good,   with  a high
value  of +12.1  percent  at  FORD  and  one low result  of  -15.9
percent   at   Chrysler.    As  with  hot   start  and   composite
emissions, only GMPG and  Chrysler  had  NOx values higher than
those  of EPA.  The range of values  were +10.2 percent at GMPG
to  -9.0  percent  at SWRI  cell 83.   BSFC showed slightly more
variation, but  well within reasonable limits.   SWRI cell  89 had
a difference of  -4.0  percent  compared  to  EPA  data,  and SWRI
cell  81  had  the highest increase  at 4.5  percent.

VII.   Summary

       In summary,  EPA  tested  a  GM-350  heavy-duty  gasoline
engine  in   a  round  robin  program to  establish correlation
between   EPA  and  manufacturers'   emission  test  facilities.
Conclusions  are:

       1.   The  composite  emission  results  from  EPA  were,   in
           g/BHP-hr:    1.05  HC,  30.88 CO, and  6.53 NOx.   BSFC
           was  .614 Ib/BHP-hr.

       2.   Correlation    between    EPA    and   manufacturers'
           facilities   was   acceptable  for  CO,  NOx,  and  BSFC,
           with differences  generally   less  than  10   percent.
           General  Motors Proving Grounds  in Milford had data
           slightly outside of this  range  for NOx,  and Ford
           Motor  Company in Dearborn had a  cold start  NOx value
           12.1 percent higher than  EPA's.   Chrysler  Motors  in

Highland Park  had a  CO  cold  start  value  which  was
-15.9 percent  relative to  EPA,  but their  hot start
and composite emission were in much better agreement.

In general, the HC correlation was poor,  but some of
the data should  be  disregarded because of the engine
over-temperature  condition.   It  is believed that as
the  engine  temperature   rose,  more  HC  was burned,
thus  leading  to the  progressively  lower   HC  level
measured  at Southwest  Research  Institute  and  Ford
Motor Company  in Dearborn.   The  engine condition was
then   corrected  at   EPA   before  EPA's   testing,
resulting  in a return to nominal HC  levels, both at
EPA  and  General Motors  Proving  Gounds.   The  cold
start  HC  emission   results  generated   at  Chrysler
Motor  Company   showed  a  -25.2  percent  offset  but
there  was  good  agreement  on both  hot  start  and
composite  emission results.

     1.    Introduction
     The Selective  Enforcement  Audit (SEA) group of  MOD  has  put
a  very  high priority  on correlation  data between  manufacturer
SEA test  cells  and EPA-MVEL  testing facilities.  Thus,  various
round robin  testing programs are  being performed.   One  of  them
has been  organized  by  MVMA  and  is  designed  to  correlate  EPA
with  the  HD  gasoline  SEA  test  cells  at  GM  (Milford)   and
Southwest   Research   Institute   (Ford   and   Chrysler's   SEA
contractor).

     The  first  phase of this work correlated the test cells at
GM with those of  the EPA MVEL.   This engine was then shipped to
SwRl, but there  it cracked  a   head  and  the  engine  had to  be
replaced.   Thus,  in order  to correlate the SwRl cells, this  new
engine  must  be  tested  in  our  facility.   (This does  not really
represent an  increase in our testing  commitment to  SEA,  as  the
original  engine  was scheduled  for a  re-test  here.)  This  test
plan is for this  testing effort.

     2.    Objective

     Develop  a  set  of  emissions  data on  ah  HD gasoline  round
robin engine for  comparison  with other  HDG test facilities.

3.  Project Scope of Work

Engine Description:

      GM 350 CID
      4 barrel carburetor
      175 HP at 3750 RPM
      275 ft Ib at 2500 RPM
      Curb Idle = 700 RPM
      Manual transmisison pneumatic clutch equipped)
      Automatic choke
      Fuel pressure — GM will supply
      Make up oil — GM will supply
      Engine back pressure — GM will supply

                 Safety impact Assessment Form
                 For Engine Dyno Testing plans

     The Engine  Dyno Testing (EOT) facility has  in place a set
of  safety  procedures  that  relate  to general  workplace safety
during  the  conduct  of its  normal  work routine.   However,  the
performance of the  work described in  this  work plan may  involve
1)  deviation  from  existing  procedures of  2)  work  that is new
and thus there may be a need for  new safety procedures to help
assure  a  hazard-free  workplace.    The purpose  of  this Safety
Impact  Assessment  Form is  to  provide a  vehicle which  1)  the
work plan author gives full consideration  to  the safety impact
of  the  work plan  design, and  2)  the safety  procedures in the
engine  dyno  testing  area  are  updated   to  reflect   new  work
requirements, and  3)  the   safety  implications  of  the  work plan
are fully communicated to the  appropriate  testing personnel and
all other affected parties.
