                      of Light Duty Motor Vehicles

Introduction

This report contains  information for use  in dynamometer testing  of  1979
through  1981  model  year  light  duty  vehicles.   The  information  was
originally  compiled  for  use  in  Emission  Factor  programs  which  are
conducted  by   the  Test  and  Evaluation  Branch  of  the  Emission  Control
Technology Division.  Emission  Factor programs  involve  testing of  large
numbers  of  in-use  light-duty  trucks  and  passenger  cars  at  various
locations  throughout  the  country.   An  EPA report  "Index  to  Emission
Factor  Testing  Programs",  EPA-AA-TEB-81-3,  contains  more  information
about these programs.

The  information   contained   in   this   document  can  be  used   by   EPA,
independent  laboratories,   and  others  who  conduct  emission  tests  on
passenger   cars   and   light-duty   trucks    for   purposes   other   than
certification.  The primary purpose is for  laboratories  who  test  vehicles
in  Emission Factor  programs  and  for  evaluation  of  retrofit  devices,
including fuel additives, oils and oil additives.

Information Provided

Dynamometer  Settings  -  Once  the  vehicle  arrives   for   testing,   the
laboratory  personnel  may  obtain  the  necessary  information  from  the
vehicle  itself  (year,  make,  model,  CID,  VIN)   to   use   the   various
references.   The  data  on  inertia  weights  and  road  load  horsepower
settings were  derived  from EPA Certification files.   In some  instances,
these were  provided  by  the  vehicle manufacturers.  Dynamometer  settings
for  1979  through  1981  model  year  vehicles  are  included in  this  report.
The  first  of   the 1982  model  year  vehicles  are  also  included.    The
settings generally reflect  the most popular option combinations.   Minor
model-to-model variations are considered insignificant.  This information
is listed in Appendix A.

Fuel Economy  Information -  The  estimated  fuel economy  for vehicles  of
various makes  and model  years can  be obtained  from  EPA's  Gas  Mileage
Guide.   However,  the  information in recent  editions  of this pamphlet  is
based on only  the  Federal  Test Procedure.   Complete  FTP (city) and  HFET
(highway) data on  every vehicle tested by EPA is  published in the  Federal
Register each  year.  A  copy of this test vehicle  list is available  from
the  Director  of EPA's  Certification Division,  2565 Plymouth  Road,  Ann
Arbor,  Michigan  48105.

Starting Procedures and  Shift Points  - The starting procedures and  shift
points  may be obtained  from  the owner's  manual  for  each  individual
vehicle.   The   user  is  encouraged to  copy  appropriate pages  of  these
manuals and maintain a  file for future  testing.

Engine  Family   Identification -  The   identification  of  each  engine  is
contained on a label in the engine compartment.  The designation  defines
a  precise  combination  of  basic  engine  characteristics   and   emission
related   components.    Beginning   with   the   1982   model   year,   this

identification will be  in a format which is  uniform  among manufacturers.
Almost all companies (except GM and Ford) chose  to  convert to this system
with  the  1981 models.   Appendix  B contains  decoders for 1980 and  1981
models.   Basically,  this  listing  contains  only   enough  information  to
identify engine  size and type of catalyst.   More complete specifications
are   contained   in  the  Certificate   of   Conformity   issued  to   the
manufacturer.   Copies   of   these  certificates  are  maintained  by  EPA's
Certification Division.

VIN Decoders  -  The Vehicle Identification Number  (VIN)  contains  useful
information related to model year, body  style, engine size,  etc.   The VIN
on late model cars  is  on a plate on  the driver's  side of  the  dashboard.
It  is visible  through  the  windshield.   The National  Automotive  Theft
Bureau annually  publishes  a  "Passenger  Vehicle Identification  Manual".
This  reference  is  very  useful  in deciphering  VIN's.   Manuals   for
individual model years are available  for two  dollars,  postage paid,  from:
Station Distributing  House, P.O.  Box 267,  Port Jefferson  Station,  NY
11776.  Figure 1 is a sample page from this manual.

Tire  Information -  The  "1981 Tire  Guide" is  available  from Tire  Guide,
Box 677,  Syosset, NY   11791.   This guide  contains  complete  tire  and  rim
specifications   for   late  model   passenger  cars,   light  trucks   and
motorcycles.  This reference may  be used to  determine if the  vehicle  is
equipped with original  equipment  tires.   Figure 2  is a sample page  from
this guide.
