Senator Theodore F. Stevens (R)
Appointed to the Senate in 1968 and elected in 1970, Stevens
primary goal in Washington is to become the Senate's Republican
leader, the position he narrowly lost to Bob Dole. Ranking
Republican on Defense Appropriations. Bio's describe him as "cranky"
and "combative" and many of his colleagues consider him a very
difficult person to work with. His environmental L.A. in
Washington, DC is Duane Gibson (FTS 224-3004).
Senator Frank Murkowski (R)
Elected 1980, Senate career has been dominated by Veteran's issues
and home-state concerns. Expanding Alaskan trade with the Far East
is perhaps his chief pursuit as ranking member on the Foreign
Relations Subcommittee on East Asian and Pacific Affairs. Murkowski
has a low-key approach to politics. Of the three Alaska Congressman,
his staff has a reputation of being the brightest and most
professional. His environmental L.A. is a Elizabeth Stolpe
(FTS 224-6665).
Congressman Don Young (R)
Elected 1973, Ranking Republican on the Interior committee. Also
described in similar terms as Stevens; combative, short fuse, often
in explosive burnt of anger demands that Washington stay out the
state's way. Young supports the opening of the Arctic National
Wildlife Refuge (ANWR) to oil and gas development and opposes curbing
logging in the Tongass National Forest. Environmental L.A. is Eric

IDAHO
Senator Steve Svmms (R)
Elected 1980 to the Senate after eight years service in the House.
His work in the Senate has been characterized as moving from "gadfly"
to services legislator is mixed. In 1988, he was the only senator to
receive both a perfect score from the American Conservative Union and
a zero from both the AFL-C10 and the liberal Americans for Democratic
Action. He was also in the front lines of the 100th and 101st
Congresses as an opponent of Clean Air legislation. Working with his
seven state offices has been one of cooperation and positive.

Senator Larry Craig (R)
Elected in 1980; serves on the House Interior Committee and has
vehemently, and thus far successfully, fought passage of a new Idaho
wilderness bill that would increase federal holdings. Craig won the
senate seat in November, 1989. Environmental L.A. is Nils Johnson
(FTS 224-2752).
Congressman Larry LaRocco (D) (1st District, Western half of state)
Elected to the House of Representatives in November 1990. First
Democrat to win in 26 years in this district. For six years, he was
the North Idaho Field Director for the late Senator Frank Church.
Serves on the House Interior and Banking Committee. He led an uphill
fight for a state lottery which brought in more than $8 million for
Idaho's public school. Environmental L.A. is Robin Hartmann
(FTS 225-6611).
Congressman Richard Stallings (D) (2nd District, Eastern half of state)
Elected in 1984; serves on the Agriculture and Science committee.
He is described as a polite, workaday academician, thoughtful and '
votes for what he believes in, i.e., "If I can't stick my neck out
for something that is right," Stallings said after defying Reagan on
the contra in 1986, "perhaps the office isn't worth it." Although he
represents a district that is primary conservative Republican, he
continue to increase his margin of winning percentage in each
election. Environmental L.A. is Jane Jeffreys (FTS 225-5531).
OREGON
Senator Mark O. Hatfield (R)
Elected in 1966, ranking minority member of appropriations. Is
considered a man of courtesy and honor. "Few senators have achieved
Hatfield's popularity while clinging so tenaciously to views that fly
in the face of common opinion. Perhaps a plus for the Northwest is
that Hatfield ranks 2nd behind Idaho's McClure on the Energy and
National Resources Committee, whose vote he ofte'n cancels on matters
of concern to the Northwest. This is Hatfield's 5th term. Primary
contact has been Ann Warner in his Portland office (FTS 423-3386).

Senator Bob (Robert) Packwood fR)
Elected in 1968, ranking minority member in Finance, know as a
maverick and for independent-mindedness. The primary opposition at
home comes from anti-abortion groups. He has worked hard for all of
his re-elections. We seem to have a good relations with his Portland
office and resolve most environmental issues informally. Washington
office L.A. is Jon Stephens (FTS 224-5244) and Emily Barlow in his
Portland office (FTS 423-3370).
Congressman Les AuCoin (D)
Elected in 1974 on the Appropriation's committee. He is known as
the leading liberal sentinel on arms control and has also used his
position to protect Northwest timber shipbuilding. Often appears in
list of House members with aspirations for the Senate. Environmental
L.A. is Steve Anderson (FTS 225-0855).
Congressman Bob (Robert) Smith (R)
Elected in 1982; serves on both Agriculture and Interior Committee,
there-by providing a base to support the interest of his district #2,
the eastern 2/3 of the state. Environmental L.A. is Ted Case
(FTS 255-6730) .
Congressman Ron Wyden (D)
Elected 1980; serves on Energy and Commerce Committee with close
ties to Chairman Dingell. His strategy has been to identify obscure
or unnoticed evils, then attack them with a barrage of hearings,
press release and amendments. Looks for high visibility issues.
Environmental L.A. is Ken Rosenbaum (FTS 225-4811).
Congressman Peter DeFazio (D)

Senator Brock Adams (D)
Elected in 1986; serves on the Appropriations Committee. Also on
the Labor and Human Resource Committee. May have difficulty in the
1992 re-election. EPA has good relations with his Seattle office and
no major conflicts to note. Environmental L.A. is Anne Badgley
(FTS 224-2621).
Senator Slade Gorton (R)
Elected in 1988; serves on the ranking minority members on
Commerce, Armed Services and Agriculture. First elected into the
Senate in 1980, but lost to Adams in 1986. His Seattle office staff
has had a good deal of turn-over. The present deputy district
manager in Seattle is Marianna Parks, who appears to be in which we
can establish a good working relationship. Environmental L.A. is
Jay Vanderstop (FTS- 224-3441).
Congressman John Miller (R) (1st North Seattle/North Kitsap County)
Elected in 1984; serves on Foreign Affairs Committee, his primary
interest. No major issues with local EPA. Good working relations
with his Edmonds office staff. Environmental L.A. is Bruce Agnew
(FTS 225-6311).
Congressman Al Swift (D) (2nd Olympia Peninsula/Northwest Washington)
Elected in 1978, serves on Energy and Commerce committee. A key
legislator on the Clean Air Act (gang of nine). Has earned the
description as a patient and diligent who often toils outside the
spotlight. He is involved in numerous communication issues. Primary
EPA issue in his district is a incinerator in his hometown of
Bellingham. Region 10 has a good working relationship with his
Bellingham office director, Andy Anderson. Environmental L.A. is
Janet Thiessen (FTS 225-2605).
Congressman Jolene Unsoeld (D) (3rd Southwest Washington)
Elected in 1988; best known for her legislative work on the
environment. Environmental L.A. is Don Evans (FTS 225-3536).
Congressman Sid Morrison (R) (4th Large central part of state that
includes Hanford NPL site
Elected in 1980, serves on ranking minority on the Science
Subcommittee on Energy Research and Development and Agriculture.
Region 10 has had no controversy with either his DC or district
office. Environmental L.A. is Jim Stoda (FTS 225-5816).

Congressman Tom Folev (D) (5th Spokane/Western third of state)
Elected in 1964, serves the Speaker of the House. Agriculture is
primary concern for his district although the city of Spokane has
many of the big city problems with air, hazardous waste and the
present fight over the construction of an solid waste incinerator.
EPA has a good working relationship with his Spokane office.
Environmental L.A. is Nick Ashmore/Janet Gilpatrick (FTS 225-2006).
Congressman Norm Dicks (D) (6th Tacoma/Bremerton)
Elected in 1976, a key member on appropriations. Often described
as over aggressive and over confident, wheeling and dealing with
handshakes, pats on the back and even bear hugs. Major EPA issues
are large hazardous waste sites in his district. Region 10 has had
no difficulties with either the DC or district office. Environmental
L.A. is Mike Badgley (FTS 225-5916).
Congressman James McDermott (D) (7th Seattle)
Elected in 1988; serves on Interior and Banking Committee. Long
history of state politics. Environmental L.A. is Dick Van Wagehen
(FTS 225-3106).
Congressman Rod Chandler (R) (8th Bellevue/East King and Pierce County)
Elected in 1982; serves on Ways and Means Committee. Low key,
quiet, hardworking; primary goal on overhaul of private pension,
retiree health care plans and spending cuts. Environmental L.A. is
Mr. Chris Dachi (FTS 225-7761).
