The U.S. Environmental Protection Agency was established December 2,1970,
to consolidate a number of federal environmental activities into a single agency.
The agency's broad mission is to preserve and improve the quality of the
environment, and to protect human health from environmental threats.
The Pacific Northwest states of Alaska, Idaho, Oregon, and Washington comprise
EPA Region 10, one of ten regions in the United States. The Regional Office in
Seattle, Washington, relies on operations offices in each of the four states to
provide readily available liaison with state counterparts. The Region works closely
with state governments to delegate responsibilities for carrying out environmental
programs.
The Region's highly trained work force consists of approximately seven hundred
administrative, clerical, engineering, legal, scientific, and technical employees
working in five divisions. Management supports the Region with policy planning,
accounting, facilities, and equipment. Environmental Services provides technical
and scientific support, including laboratory analysis, to EPA programs. The
remaining three divisions, Water, Air and Toxics, and Hazardous Waste, carry out
specific programs to implement environmental laws.
Major laws passed by Congress authorize EPA to protect the environment:
The Clean Air Act directs EPA to establish air quality standards for specific
pollutants and emission standards for hazardous air pollutants. States with
delegated authority are required to develop and enforce State Implementation Plans
(SIPs) to achieve compliance with national air quality standards.
The Clean Water Act seeks to restore and maintain the quality of the nation's
waterways. States with delegated authority are required to develop and implement
water quality standards.
The Comprehensive Environmental Response, Compensation, and Liability Act
(Superfund) authorizes EPA to address uncontrolled hazardous waste sites and
respond to emergency situations. Although Superfund is not delegated to the
states, they play a major role in the identification and clean-up of hazardous waste
sites.
The Emergency Planning and Community Right-to-Know Act requires
emergency planning and notification, and expands the rights of citizens to obtain
information about the presence and release of hazardous chemicals.
The Federal Insecticide, Fungicide, and Rodenticide Act makes EPA responsible
for registering specified uses of pesticide products.
The Marine Protection, Research, and Sanctuaries Act requires EPA to protect
the oceans from indiscriminate dumping.
The National Environmental Education Act established an Advisory Council and
Federal Task Force to promote environmental education training programs, grant
programs, internships, fellowships, and national awards programs.

Strategic
Direction
The Pesticide Amendment to the Federal Food, Drug, and Cosmetics Act
requires EPA to establish tolerance levels for pesticide residues on feed crops and
raw and processed foods.
The Pollution Prevention Act makes it a priority to reduce or prevent pollution at
the source.
The Resource Conservation and Recovery Act authorizes EPA and delegated
states to regulate waste management and disposal practices, and encourage states
to develop comprehensive management plans for non-hazardous solid waste.
The Safe Drinking Water Act directs EPA to establish national drinking water
standards. States with delegated authority are primarily responsible for
enforcement.
The Toxic Substances Control Act requires identification and control of chemicals
that pose an unreasonable risk to human health or the environment through their
manufacture, processing, commercial distribution, use, or disposal.
The Region has chosen five "strategic directions" to help protect and
enhance the environment:
1. Environmental Outreach and Education focuses on expanding environmental
knowledge and communications between regulatory partners and the public in
Region 10.
2. Pollution Prevention focuses on preventing pollution rather than cleaning up
polluted sites.
3. Enforcement and Compliance focuses on examining Region 10's enforcement
and compliance activities, and determining what techniques improve compliance.
4. Geographic/Multi-Media Leadership focuses on establishing and using
integrated environmental problem-solving as a means to protect and enhance the
environment. Environmental problems will be solved by addressing a geographic
area, such as a watershed or a population center, or by addressing all
environmental media at a facility. Environmental threats will be resolved, rather
than moved to a different geographic area or medium.
5. "Wholesale/Retail Concept" is Region 10's characterization of the agency's
appropriate role for regulating environmental programs in the Region. EPA's role
can be either direct leadership as a "retailer0 or indirect leadership as a
"wholesaler." As a retailer, there would be strong capability at the federal level and
less substantial programs at the state level. Region 10 prefers to be a wholesaler,
utilizing principles of business excellence to streamline processes, providing strong
technical and financial support to state and local governments and relating to state
agencies as partners. In this role, it is Region 10's responsibility to find ways to
make the state and local governments successful as environmental regulators.

To balance populations between the 1 st and 2nd Congressional
Districts, the reapportionment committee agreed to shift nine
precincts in Boise. Moving from the 1st District to the 2nd would
be precincts 48, 51.84,13 and 10. Moving from the 2nd District
to the 1st would be precincts 108,77, and 24.
