toxics and greenhouse gases through
voluntary programs
Assists states, tribes and local agencies

choices have on the environment

EPA 5 INDIAN POLICY
In 1984 EPA issued it's first Indian policy. The
Indian policy recognizes tribal governments as
the primary parties for managing programs,
making decisions and establishing requirements
for reservations consistent with environmental
laws, federal regulations and EPA policy.
EPA Administrator Christine Whitman reaffirms the
Agency's Indian Policy
on July 11,2001.
In July 2001 EPA reaffirmed that policy with a
commitment to building a stronger partnership
with Indian tribal governments to protect Native
Americans from unacceptable risks to their
health, environment and culture as well as pro-
tecting cultural uses of natural resources.
THE CLEAN AIR ACT
The Clean Air Act (CAA) Amendments of
1990 recognize tribal sovereignty and express
Congress' intent to authorize Indian tribes to
carry out federal environmental programs on
tribal lands. Tribes may receive grant money for
development and implentation of air programs.
THE TRIBAL AIR RULE
The Tribal Air Rule (TAR) lays out eligibility
requirements for which tribes can obtain grant
money for a number of CAA programs. These
grants can be used to train staff to run air
programs and to establish and maintain ad-
equate air quality programs.

EPA's Office of Air and Radiation (OAR) is
responsible for reducing air pollution by develop-
ing national programs, policies and regulations to
control air pollution and exposure to radiation.
Four programs operate
under OAR:
• Office of Air Quality and Planning Standards
• Office of Atmospheric Programs
• Office of Transportation and Air Quality
• Office of Radiation and Indoor Air
OAR works with its tribal partners to ensure
that they are protected from the effects of radia-
tion, indoor and outdoor air pollutants. OAR is
also working to develop the capacity, infrastruc-
ture and skills that tribes need to assess, under-
stand and control air quality on tribal lands.
OAR's Senior Tribal Manager ensures that
OAR programs reflect the Agency's commitment
to protect the health of tribal people and the
environment in which they live and work.

& STANDARDS
OAQPS is dedicated to supporting
tribal programs that improve outdoor air
quality in Indian Country by:
• Developing policy and guidance to sup
port tribal program development for
achieving the National Health standards
Monitoring visibility issues related to air
pollution
• Providing technical support and guidance
with air quality monitoring emissions
inventory and air quality assessment
Encouraging tribal participation in regional
planning organizations

GAP focuses on reducing harmful emis-
sions into the atmosphere by:
• Providing technical assistance to tribes for
monitoring atmospheric deposits
Implementing acid rain programs
Implementing laws to phase out use of
ozone depleting substances
Reducing greenhouse gas emissions by
carrying out voluntary energy efficiency
programs
