                         FOREWORD



     This summary of field data has been collected during the

studies of the Bos-ton Harbor and Charles River by the Technical

Advisory a. Investigations Branch in cooperation with the New

England River Basins Comprehensive Program.  The water quality

data presented herein, after interpretation and analysis, will

be used to develop mathematical models and more complete reports

on water quality conditions.

                           INTRODUCTION








        This summary of data on the quality of water of the



Charles River, Boston Harbor, and selected tributaries to



Boston Harbor is based on information obtained in the July-August



1967 field investigation directed by personnel of the Technical



Advisory and Investigations Branch, Federal Water Pollution Con-



trol Administration, and assisted by personnel of the New England



River Basins Comprehensive Program.



        The study was made for the Nev England River Basins



Comprehensive Program specifically to provide data to be used in



their development of a mathematical model and report on water



quality In the Charles River-Boston Harbor complex.   It is antici-



pated that the model, when functional, can identify pollution



problems, water uses Impaired, and provide the framework for possible



solutions to the problems.



        The Charles River was studied just upstream from Mllford,



Massachusetts to the mouth (Charles River Dam); the Boston Harbor



study included Boston Harbor (inner Harbor and Outer Harbor), Dor-



chester Bay, Quincy Bay and Hingham Bay.   Seventeen sampling stations

were established on the Charles River and Its tributaries, nine



stations on selected rivers discharging to Boston Harbor, and 18



stations on Boston Harbor.



        Boats, vehicles, sample collectors and additional laboratory



personnel were provided by the Nev England River Basins Comprehensive



Program.  In the latter phase of the study an additional mobile



laboratory unit was also provided by the Comprehensive Program.



        Two self-contained mobile laboratory units from Cincinnati



provided the laboratory facilities for the field determinations.



Other samples were preserved and air-shipped to Cincinnati for



analyses.



        The Metropolitan District Commission, Boston, Massachusetts,



provided space at their Medford, Massachusetts laboratory facility



for the mobile units.



        The cooperation and active participation provided by the



New England Comprehensive Program, the Metropolitan District Com-



mission and other federal, state and municipal agencies is grate-



fully acknowledged.

                              AREA
CHARLES RIVER



       The Charles River originates in a swampy area Just north




of Milford in Worcester County, Massachusetts.  The river, approxi-




mately 70 miles long, flows in a general northeasterly direction




through country teeming with historical landmarks to Boston Harbor




and the Atlantic Ocean.



       The basin, densely urbanized and industrialized, has its




greatest concentration of population and industry in the lower



reach which includes the 2.5 million people of the Boston Metro-



politan area.  The general area of the study is illustrated in




Figure 1.



       The upper reach of the Charles River Is used to a limited



extent as a source of water supply, and for fishing and boating.



The lower reach receives more intensive use which includes shell



and sail boating, and industrial cooling.  Numerous storm water



overflows, combined sewer outfalls, and industrial and domestic waste



outfalls discharge to the Charles River.

BOSTON HARBOR



        Historically, Boston Harbor has been described as that area



or body of water "inside or vest of a line drawn from Deer Island



to Pembertin in the town of Hull and extending to the lowest



bridge on each of the tributary rivers and estuaries."  It is this



area that was included in the study of Boston Harbor.   The sampling



stations established within this area are illustrated in Figure 2.



        The tributary rivers discharging to Boston Harbor included



in the study are the Jfystic River, Maiden River, Chelsea River,



Neponset River, Weymouth Fore River, Weymouth Back River, and the



Weir River.

       The individual daily results of all physical, chemical




and bacteriological determinations are tabulated in the appendix



tables.  These tabulations represent the results of daily grab




samples at all stations in the Charles River-Boston Harbor complex.




       All river and tributary stations were sampled at center




channel, mid-depth.  To illustrate graphically the concentration



profile of each determination in the Charles River, the average




values of the chemical determinations and the geometric mean of



the bacteriological determinations are plotted in Figures 3



through 13.



       In establishing the sampling program on the Boston Harbor



complex, sampling times were set to obtain a representative picture



of each station over a complete tidal cycle.   All harbor stations



were sampled 5' from the surface and 5' up from the bottom.   When



depths were not sufficient to take both samples, a mid-depth sample



was obtained.  To visualize what was occurring at each station over



the study period, dissolved oxygen and salinity at both depths were



plotted.  These are illustrated in Figures 1^ through 31-



       Reference point locations and descriptions appear in the




appendix.

                         SPECIAL STUDIES

       To provide supplemental background information in addition
to the chemical and bacteriological study conducted on the Charles
River-Boston Harbor complex, two additional studies were initiated.
       During the routine study, the isolation of Salmonella was
undertaken at selected sampling points on the Charles River and
tributaries and on Boston Harbor.
       A bacterial survival study was conducted to provide additional
information concerning bacterial growth in the Charles River.  This
study was conducted in Cincinnati after completion of the routine
survey.  Samples were collected at the selected stations and
brought back to Cincinnati for the study.
SALMONELLA STUDY
       Water polluted by sewage generally contains large numbers
of coliform bacteria that occur typically in feces or excreta.   These
bacteria, while not usually harmful in themselves, are used as
indicator organisms of the probable presence of pathogenic bacteria.
These pathogenic bacteria, if ingested, can cause gastro-lntestinal
diseases,  such as typhoid fever, dysentery and diarrhea.   As the

densities of pathogenic bacteria are reduced through waste




treatment, the hazards of contracting disease are proportionately




reduced.  The presence of fecal coliform bacteria is positive proof




of fecal pollution and indicative of hazardous contamination.




       A method of detection of Salmonella, one of the most common




pathogens affecting man, was used in this study in addition to



the test for total and fecal conforms.  There are more than 900




species of Salmonella, which have been shown to be infectious to




man and warm-blooded animals.  The seven species of Salmonella




which affected man most frequently in the United States during the



study are listed in Table 1.  Three of these top seven, £3. typhimurium,




S. Bt. paul, and S. infantis, were isolated from the Charles River-



Boston Harbor complex during the study.  S. typhimurium was the



most prevalent species infecting man throughout the Nation in




July 1967, according to the Salmonella Surveillance Committee of



the U. S. Public Health Service.



       Modified Moore swabs were immersed in the river, harbor and




tributaries at selected stations and later retrieved for examination



for Salmonella.  Of the eighteen swabs placed in the system, sixteen



were recovered and nine were positive for Salmonella.  The results




are shown in Tables 2 and 3.

SURVIVAL STUDY




       Polluted waters which have high concentrations of micro-




organisms from municipal and industrial waste waters may be




a health hazard.  A variety of environmental factors (chemical,




physical and nutritional) affect their growth and survival.  Sewage,



for example, is rich in nutrient material, while industrial wastes




add organic and inorganic substances which may be either growth




stimulating or toxic.  To provide additional information concerning




bacterial growth in the Charles River, bacterial survival studies



were performed on water samples collected from selected stations



on the Charles River during the study.




       The survival rates of indicator bacteria and Salmonella,



a pathogen, were studied on selected sources of the Charles River




water by removing all the native bacteria through microfiltration.



Then pure cultures of bacterial indicator organisms and Salmonella



were inoculated into aliquots of the sterile river samples.  They



were incubated at 20° C. or 25° C. (the ambient temperature range



of the stream) and enumerated at intervals of 1, 2, 3,  1 and Ik



days.



       Aerobacter aerogenes, which survives with minimal nutrient



sources of carbon and nitrogen, was used for indicating the avail-



ability of bacterial nutrients in the river samples.   Fecal coliform,



fecal streptococci and Salmonella are fastidious organisms having



more exacting nutritional requirements for growth.   Regrowth as



used in this study is considered to have occurred when there is a

greater than ten-fold increase over the initial count.  Die-off




is considered to have occurred when there is a less than ten-fold




increase over the initial count.  Regrovth occurs only when environ-




mental conditions are favorable for the multiplication and survival




of bacterial forms.



       Analysis of the results in Table k shows that A. aerogenes




did not multiply to regrowth (ten-fold increase) at C-5 (Stop River,




Causeway St. bridge, Medfield), C-7 (Hospital Rd. bridge, Route 27,




Medfield) or C-16 (John Weeks footbridge).  Die-off (less than




ten-fold increase) occurred with Escherichia coli (Table 5) and



Salmonella typhimurium (Table 6) at these sample sources.  Since




ample bacteria nutrients were present from upstream sources of wastes,



this toxic effect or die-away was probably due to some form of



bacteriocidal or bacteriostatic agents.  Environmental conditions




were favorable to support regrowth of both fecal coliform and



S. typhimurium as well as the non-fecal coliform at all other samp-



ling sources in the survival studies.  Recovery of sewage oriented



organisms (fecal coliform) from all sample sources indicates the



availability of bacterial nutrients in the entire reach of the river.




       It is generally recognized and reported in the literature that



fecal streptococci die off rapidly once they are removed from their



natural environment, the intestinal tract of man and warm-blooded




animals.  This thesis was confirmed in that S.  fecalis did not exhibit



a ten-fold increase during laboratory incubation of samples from all




areas over the fourteen-day period.  (Table 7)
