                         1.   INTRODUCTION
1.1  BACKGROUND

Studies performed by the Montana Department of Health and
Environmental Sciences  (DHES) in the 1970's showed that there
were high levels of gamma radiation in the Butte, Montana area.
This radiation resulted from both the naturally occurring gamma-
emitters in the soil and rock and from the redistribution of
natural radioactivity from mining and smelting operations.  Also,
many structures in the Butte vicinity exhibited significantly
elevated concentrations of radon and its decay products.

Samples of phosphate slag (a by-product from an elemental
phosphorus smelter 7 miles from Butte)  were found to have an
elevated content of uranium and radium-226.  DHES learned that
phosphate slag had been used extensively throughout Butte for
construction purposes since the 1950's. Slag had been used for
ballast in railroad beds, for road and highway construction, for
graveling roads, for building construction, and for aggregate in
asphalt surfacing materials.  It was suspected that the decaying
radium present in concrete blocks containing phosphate slag could
cause elevated radon and radon decay product concentrations in
structures built of these materials.

By early 1979, DHES discovered that identifying the source of
indoor radon was not to be a simple task.  Some Butte structures
that did not contain phosphate slag but were sampled to determine
background levels were found to have higher radon decay product
concentrations than structures containing phosphate slag.   DHES
found that construction-related use of phosphate slag was not a
principal radon source and that other sources would require
investigation.  These findings have been reported by Lloyd (Lloyd
1983) .

DHES requested assistance from the U.S. Environmental Protection
Agency (EPA) to identify the sources of radon and radon decay
products in structures and in the ambient air in the Butte area.
In 1980,  EPA's Office of Radiation Programs (ORP)  entered into a
cooperative agreement with DHES.  Because of the extensive
information that had already been collected,  Butte was an
excellent "laboratory" for testing measurement techniques in
residential environments.  EPA and DHES began a study in 1981 to
evaluate the performance characteristics of several different
systems for measuring radon and radon decay products.

1.2  OVERVIEW

This report presents the study results  and enough information to
allow a reader to use and analyze the data.  The purpose of this
report is to' release the data in usable form,  not to present
analyses or interpretations.  ORP has used these results to
better understand radon measurement variability and to develop
indoor radon measurement protocols.   There have been several

publications in the open literature resulting from this study
(Israeli 1986; Ronca-Battista and Magno 1988).  There is much
more that can be learned from the results of this study, however,
and the Agency is issuing this report to facilitate its analysis
by others.

Section 2 of this report describes the study plan, including the
roles of key participants and factors in the study's design.
Quality assurance issues, including the calibration of the
instruments, their precision, and intercomparisons among
laboratories participating in the study are discussed in Section
3.  The measurement results are presented in Appendix A.
In Appendix B is a table summarizing the characteristics of the
study houses and their occupants.

                        2.   THE STUDY PLAN


In late 1981, the EPA Office of Radiation Programs began  a  study
to evaluate sampling and measurement procedures for determining
average radon and radon decay product concentrations in houses.
While the health implications of exposure to high levels  of the
short-lived decay products of radon in uranium mines were well
known, there was increasing concern that many homes in the  United
States might also have elevated concentrations of radon.  If a
population dose assessment for radon exposure was to be made for
the United States, it was clear that an extensive measurement
program would have to be carried out.  Some of the commonly used
measurement techniques available to EPA were quite labor-
intensive and not suitable for a large-scale survey.  More
information was needed on the comparability, reliability, and
cost-effectiveness of these techniques before any regional  or
national studies could be done.

The study site in Butte, Montana, was chosen for several  reasons.
First, EPA and DHES had been cooperatively making radon and radon
decay product measurements in houses in Butte for several years,
so that extensive information already existed on the indoor radon
levels in Butte.  Second, many of the houses had relatively high
levels of radon, providing the opportunity to study houses
exhibiting a wide range of radon concentrations.  Third,  DHES
already had experienced personnel who could carry out the study
and had established the necessary relationships with the
residents of Butte for installing equipment and making
measurements.

2.1  PARTICIPANTS

The DHES, under contract to EPA, agreed to carry out the
necessary field work in Butte,  following a plan designed by
statisticians from the Universities of Texas and Wisconsin and
using equipment provided by EPA.  Measurements were planned for a
period of at least one year in order to evaluate seasonal
variations, and would include both radon and radon decay product
measurement techniques.  The Office of Radiation Programs in
Washington, DC directed the study; the EPA radiation laboratories
in Montgomery, Alabama, and Las Vegas, Nevada provided equipment
and support.  Instrument calibrations were coordinated through
the Denver Research Center of the Bureau of Mines (BOM)  of the
U.S.  Department of the Interior.

2.2  STUDY  DESIGN

The major emphasis in the study design was to obtain a database
that could be used to determine the confidence levels with which
various sampling and measurement procedures could predict long-
term averages.  Accordingly,  the study was designed to:
     1.   Determine the precision and accuracy of measurement
          techniques over a range of concentrations as well as
          house and household characteristics;

     2.    Characterize the temporal variations of radon and radon
          decay product concentrations in houses, including daily
          cycles, seasonal cycles, and meteorological effects;
          and

     3.    Characterize the spatial variations of radon and radon
          decay product concentrations in houses, including
          variations with floor level and type of room.

The study consisted of measurements with seven instrument types,
listed in Table 2-1.  These measurement systems were selected for
this comparison either because EPA used them routinely or they
showed promise for future use in large-scale studies.
Measurements were taken in a total of 68 homes over a 21-month
period,  from October 1981 to the end of June 1983.

The number of houses included in the study and the frequency of
measurement were not systematically or randomly selected from all
homes in the area.  Rather, the study design represented a
compromise between the desire for a large sample size and
frequent measurements, and the staff and equipment available to
achieve these goals. The logistical problems facing the field
study were a major concern during the design of the study.
Therefore, emphasis was placed on developing a plan that not only
would meet the study objective, but also could be realistically
implemented with a minimum of missing data.

Houses were chosen as follows:

     1.   Houses with a range of radon concentrations from above
          1 to 100 pCi/L were selected;

     2.   The study included houses with a range of parameters
          that could influence radon and radon decay product
          concentrations, such as:

          a.   houses with a range of ventilation rates and
               condensation nuclei, including a group of houses
               with one or more smokers;

          b.   houses with occupants of various ages and number;

          c.   houses of different ages and architectural types
               to the extent practical with the other selection
               criteria; and

     3.   Previous  experience with the occupants helped select
          houses that could be expected to remain in the study to
          completion.

The study encompassed three groups of houses, each group having a
different frequency of measurement:

     •    Four SILOM (super-intensive level of measurement)
          houses equipped with continuous radon and radon decay
          product monitors provided hourly, weekly, monthly,
          quarterly, semi-annual and annual measurements. These
          houses were monitored for the full study period.  (See
          Table 2-2.)

          House 1 is a 60-year old single family residence with
          an unoccupied,  finished basement with concrete walls
          and floors.  The house is heated with circulating hot
          water from a natural gas furnace.  The hourly
          measurements were made in the basement near the
          laundry.

          The second house, House 2,  is a 65-year old single-
          family home with an occupied, partially finished
          basement with a stone and earth floor and stone walls.
          The home is heated with forced air from a wood-burning
          furnace.  The hourly measurements were made in the
          living room on the first floor.

          House 3 is a 6-year old single family residence with a
          finished,  occupied basement with concrete walls and
          floors.  The house is heated by forced air through a
          ductwork from a natural-gas furnace.   The hourly
          measurements were made on the first floor.

          The Montana DHES staff used House 4 as an office,  and
          it was not used during the study as a residence.   It is
          heated by forced air from a natural gas furnace,  and
          its age is unknown.   The house rests on bedrock,  and
          has an unfinished basement with a concrete and earth
          floor and concrete and stone walls.  The hourly
          measurements were made in an unoccupied bedroom on the
          first floor.

     •    Sixteen ILOM (intensive level of measurement)  houses
          were equipped with the measurement devices shown in
          Table 2-3. Weekly,  monthly,  quarterly,  semi-annual,  and
          annual measurements were made during the first 12
          months of the study.   The characteristics of the homes
          and the room descriptions are given in Appendix B.

     •    Forty-eight NLOM (normal level of measurement) houses
          were measured with a less intense measurement regimen
          (see Table 2-4). These homes were added to the study at
          the rate of 4 per week beginning in the first week of
          April 1982 and ending by June 1983.  Appendix B
          provides information about these houses.

Typically, the field teams visited the 20 SILOM and ILOM houses
each week to replace filters on detector assemblies and to
acquire simultaneous radon/radon decay product grab samples for
subsequent evaluation.  The 48 NLOM homes were monitored on a
staggered schedule for one week each calendar quarter with the
non-passive instrumentation, while the passive alpha track
detectors were installed and changed quarterly.  Grab samples
were made whenever the non-passive instruments were installed or
removed.  A summary of the measurement schedule is shown in Table
2-5.

2.3  RESULTS

The results of this study are provided in a series of tables
presented as Appendix A to this report.  They show:

                      3.  QUALITY ASSURANCE


This discussion is limited to the quality assurance  (QA)  of  the
measurements. It does not address the validity of the selection
of houses or other non-measurement quality assurance.

Two quite different measurements are considered here.  One is
measurement of radon, a gas, usually expressed in terms of
picocuries per liter(pCi/L).  The other is measurement of radon
decay products, particulate materials, usually expressed  in
working levels (WL).  A variety of instruments and techniques  is
available for the two measurements.  These instruments and
techniques are listed in Table 2-1.  Bare track-etch detectors
were found to respond to both radon and radon decay products;
data obtained from these instruments are not included in  this
report.

The components of quality control used in the Butte Study were
measurements made for a) standardization, including calibration
and laboratory intercomparisons, b) replicates for evaluating
precision, and c) blanks for evaluating background.   Both
standardization and replicate measurements are briefly described
in the following section.  The results of blank measurements are
not presented here, but were evaluated during the study and were
subtracted from the field values when appropriate.

3.1  STANDARDIZATIONS

3.1.1     Radon

Radon Grab Measurements (GRNs)  used 0.5-liter alpha scintillation
cells.  The cells were flushed and filled by passing the air to
be sampled through them for 4 minutes.  The BOM calibrated its
cells individually by comparison with the Department of Energy
Environmental Measurements Laboratory (EML)  measurements,  which
in turn, are checked against EML pulse ion chambers.  At first,
Montana DHES calibrated its cells by comparison with BOM and
later by direct comparison with EML.   The calibrations of the
cells were checked every three months and again at the end of the
study by duplicate sample comparisons with BOM and/or EML.  The
data for these intercomparisons are in Table 3-1 (Nyberg 1985).
Since the November 1981 and January 1982 intercomparisons showed
a significant difference between DHES and EML,  a new corrected
calibration was used for DHES measurements after April 1982.   In
this report, DHES measurements made before April 1982 have been
corrected by multiplying those early results by 1.15.
Measurements made after April 1982 were correctly calibrated.

Continuous Radon Monitors  (RGMs) were initially  calibrated at the
BOM radon chambers, but were periodically rechecked  against the
radon grab samples, so are also based on EML results.

Alpha Track Detectors  (TEFsl were calibrated on  the  basis  of
known radon exposures made in the radon chamber  at the EPA
Eastern Environmental Radiation Facility in Montgomery, Alabama.
A set of 10 track-etch detectors that had been exposed to  radon
were included in each batch sent to the processing laboratory for
analysis (analysis batch).  These detectors were exposed to about
100 pCi/L for 14 days  (or to about 1400 pCi-d/L) in  the quarter
immediately prior to analysis.  In addition, each analysis batch
contained ten unexposed detectors (blanks).  Each batch of 10
similarly exposed detectors and the batch of 10 unexposed
detectors formed a calibration set.

Data for 6 sets of 10 replicate type F (filtered) alpha track
detector calibrations read from January 1982 to April 1983  are
summarized in Table 3-2. The sets for January to July 1982   were
given by Nyberg (Nyberg 1982c).   The sets for October 1982  to
April 1983 were obtained from project data sheets. The data  are
given as the number of tracks observed in a standard area  (5.75
mm )  divided by the concentration  (pCi/L)  and by  the  exposure
(days). The calibration factor, the number of tracks per mm2, is
also given.  The sets were exposed in the quarter preceding  the
reading.  The results show a large standard deviation and
coefficient of variation.  The calibration did not change
significantly over the course of the study,  (Nyberg  1985)   so  an
average value was used.

Only the results from the TEF (filtered)  measurements were found
to be reliable and are presented here.  The results from the  bare
TEF detectors were variable and did not correlate well with
results from any other measurement method used in the study.

3.1.2     Radon Decay Products

Working Level Grabs (GWLs)  were evaluated by DHES using growth-
and-decay measurements of alpha counts (Kusnetz 1956).

Counting efficiencies were determined using standardized
electroplated alpha radiation sources, and air volumes were
measured using a calibrated dry gas meter.   The results were
compared to readings obtained by the BOM,  the EPA Las Vegas
Facility, or both,  using the modified Thomas-Tsivoglou technique
(Thomas 1972).  Early results by the  Montana DHES were about 15
percent high, and were attributed to the DHES use of the low-
energy (4.68, 4.62  MeV) Th-230 alpha radiation for calibration of
alpha counting systems (Nyberg 1982b).  New calibration factors
correcting for this were instituted in April 1982,  and previous
data were corrected.

Radon Progeny Integrating Sampling Units  (RPISUs) were  calibrated
from a radon atmosphere at the EPA Las Vegas Facility by
comparison with working-level grab samples collected at the  same
time.

Continuous Working Level Monitors (CWLMs) were calibrated at the
BOM, also by comparison with working-level grab samples collected
at the same time.

3.2  PRECISION

As previously stated, only the track-etch (TEF) detectors were
generally used in replicate (see Tables 2-2, 2-3, and 2-4).   The
University of Texas group (Morris 1983) reported the following
duplicate measurements:  83 GRNs, 83 GWLs, and 31 RPISUs.  In
their study, a log-normal distribution was assumed, with a
standard deviation of the mean given by:

     S(u) = g x ua

Using this relationship, a value of near unity for a indicates
that precision is not a function of the radon concentration
measured.

3.2.1     Radon

Morris gives values of g = 0.480 and a = 0.705 for GRNs.  From
Morris's parameters, standard deviations of the mean and
coefficients of variation at various radon concentrations can be
calculated for these measurement techniques.  These are given in
Table 3-3.

The triplicate annual and semi-annual TEF detector results for 20
houses (see Tables 6 and 7 in the Appendix)  were analyzed to
estimate the precision of the track-etch detectors.  The sample
used contains 20 annual measurement sets (TEFY, for TEF yearly)
and 40 semi-annual sets (TEFH,  for TEF half-yearly).  Means,
standard deviations, and coefficients of variation were
calculated for each of these 60 measurements.   The data and
results are presented in Table 3-4.

3.2.2     Radon Decay Products

Morris gives values of g = 0.034 and a = 0.541 for GWLs, and
values of g = 0.179 and a = 1.025 for RPISUs.   The coefficients
of variation at 0.04 WL can be calculated to be 0.15 for GWLs and
0.165 for RPISUs.   Approximate coefficients of variation at other
concentrations can be calculated, using the parameters given for
each method, and are given in Table 3-5.

Because there were only 31 pairs of duplicate RPISU measurements,
replicate measurements from the Las Vegas Facility were also used
as a check on the precision for RPISUs.  These measurements were
made in the ARDEN facility which is an underground complex of
rooms used for civil defense exercises near Las Vegas.  Sets
ranging from two to six replicates were available.  The results
from six- and five-replicate sets are presented in Table 3-6.
The coefficients of variation of these 23 sets of data ranged
from 1.1 percent to 17.8 percent.  They were between 8 and 10
percent for 11 sets.  The median was 9.2 percent, and 80 percent
of the coefficients of variation were less than 13.4 percent.  It
must be remembered that these ARDEN data are essentially side-by-
side measurements under laboratory conditions, and so are not
strictly comparable to replicates under the field conditions of
the Butte study.

 3.3   INTERCOMPARISONS

 Intel-comparisons were generally made among the  four  laboratories
 involved  in the Butte study. These laboratories were:

      1.   EPA, Las Vegas Facility
      2.   EPA, Montgomery, Alabama Eastern Environmental
          Radiation Facility (EERF)
      3.   Bureau of Environmental Health, Montana
      4.   Bureau of Mines, Denver, Colorado  (BOM)

 Most  intercomparisons were made while instruments were being
 calibrated.

 3.3.1     Radon

 The results of radon intercomparisons among the four laboratories
 are reviewed by Nyberg  (Nyberg 1985).  The values obtained by EML
 pulse ionization chambers were used for normalization.  In 1981,
 the results were between 15 percent low (EERF) and 10 percent
 high  (BOM).  Later intercomparisons show much smaller deviations,
 after calibration factors had been corrected.

 For comparing the responses of instruments used in homes,
 measurement results from the study were evaluated.  Yearly
 averages  for RGMs in 4 houses,  and for GRNs and TEFs in 20 houses
 can be compared (from Table 1 in Appendix A.)  These data are
 compared  in Table 3-7.  The 20 half-yearly (TEFH) measurements
 were higher than the 20 CRN measurements by an average of 2.03
 pCi/L, but this difference is not significant at the .05 percent
 level (using a two-tailed paired t test).   The TEFH measurements
 were chosen rather than the year-long (TEFY)  measurements,
 because the TEFY were clearly higher than the other three sets of
 TEF measurements.  The four RGM measurements were higher than the
 TEFH measurements by 0.08 pCi/L, which again was not significant
 at the .05 level.

 3.3.2     Radon Decay Products

 Nine radon decay product intercomparisons involving EPA's Las
 Vegas Facility, Montana's DHES, and BOM were made between
 September 1981 and April 1983.   These data have been summarized
 in Table 3-8 (Nyberg 1982a).   In general,  the agreement among the
 three laboratories is within acceptable limits, with the relative
 standard deviation of the three measurements ranging from 1 to 7
 percent.

Again, the field performance of the instruments can be evaluated
 by comparing responses from different instruments.  Yearly
 averages are available for CWLMs in 4 houses, for RPISUs in 19
houses,  and for GWLs in 20 houses (Table 1 in Appendix A).  These
 data are summarized in Table 3-9.   The 19  RPISU measurements
 averaged .057 WL,  which is higher than the corresponding GWL
measurements by an average of 0.005 WL.   This difference is
 significant at the .05 level (using a one-tailed and two-tailed

paired t test).  If the measurements for house number 1, which
had both high RPISU and GWL levels, and also a large difference
between the RPISU and GWL results are omitted, the mean of the 18
RPISU measurements is .050 WL.  This is higher than the
corresponding GWL measurements by an average of 0.003 WL, which
is significant at the .05 level (using a two-tailed but not a
one-tailed t test).  The four CWLM measurements and the four
corresponding RPISU measurements are both 0.071 WL.
