The  U.S.  Environmental Protection Agency (EPA) maintains a series
of directories to improve  access to environmental  information
services provided by EPA  and other public sector organizations.  The
directories are maintained by  EPA's Office of Information  Resources
Management to  support the Agency's mission.   Because EPA believes
that  public  access to environmental  information fosters
environmental awareness, the directories  are made available
through the  National  Technical Information Service.   Each directory
provides contact information  and a description of services provided.
The  directories  are updated annually.  Current directories  in the

                          INTRODUCTION
       Many clearinghouses, hotlines and bulletin boards have been developed
 by EPA to respond to legislative initiatives requiring the Agency to provide
^outreach, communications and technology transfer. The Headquarters Library
    ,sts EPA program offices in clearinghouse development and operations by
    hding the following services:

             • Advice and consultation on clearinghouse development.

             • Reference library functions.

             • Specialized literature and news searches.

             • Subject oriented bibliographies.

             • Advice on database development.

             • Access to information through network libraries.

       This publication is part of the Library's continuing effort to provide
 information and foster communications about clearinghouses, hotlines and
 bulletin boards within the Agency.  It is also a source  of this information for the
 general public. The  phone numbers listed under each entry include
 commercial (CML), toll free (800),  Federal Telephone System (FTS, prefaced by
 an eight), and Telecommunications Device for the Deaf (TDD).

       Clearinghouses and Hotlines is updated annually. If you are aware of
 any changes or additions we would appreciate being kept up to date. A

Air Pollution Control Technology related to
New Source Review Permitting Requirements
BACT/LAER refers to Best Available Control Technology (BACT) at Lowest
Achievable Emission Rate (LAER). This clearinghouse provides state and local
air pollution control agencies, EPA Regional Offices and other interested parties
with current information on control technology determinations. These
determinations relate to new source review permits (air permits for major new or
modified sources required under the Clean Air Act),  and are made on a case-
by-case basis.

Audience: Services are provided to state and local Air Pollution Control Agencies,
EPA Regional Offices, and anyone involved in new source review permitting activities.

Regionally specific

Resource Conservation & Recovery Act
(RCRA)
The hazardous waste management program established under RCRA is the most
complex regulatory program developed by EPA.  The EPA has been hampered in its
ability to handle complaints from the public and regulated community by not having a
single office whose essential purpose is to assist citizens and the regulated community
in resolving problems concerning any program or requirement under the hazardous
waste law. Recognizing this important need, EPA established an Office of Ombudsman
at Headquarters and in each Regional Office. To that effect, the Ombudsman Program
handles complaints from citizens and the regulated community, and in so doing
obtains facts, sorts information, and substantiates policy in order to remedy problems.

 The assigned mission of the Asbestos  Ombudsman Clearinghouse /  Hotline is to
 provide to the public sector, including individual citizens and community services,
 information on handling and abatement of asbestos in schools, the work place and the
 home.  In addition, interpretation of the asbestos in schools requirements and
 publications are provided to explain recent legislation. More specifically, the Asbestos
 Hazard Emergency Response Act (AHERA) of 1986 has assigned the duties of the
 EPA Asbestos Ombudsman to include:

 • Receipt of complaints and requests for information.

 • Rendering assistance with regard to complaints and requests for information.

 • Making recommendations to the Administrator of the Environmental  Protection

                      CLEARINGHOUSE SERVICES
Clearinghouse  Characteristics

Recent studies of clearinghouses have identified their principal objectives as the
establishment of a core of substantive information and  providing the means to
access that information to interested users. Over the past thirty years,
clearinghouses sponsored by the Federal government  have proved to be an
innovative means of facilitating the networking and exchange of critical
information.  Many clearinghouses use bulletin boards and hotlines to provide
»nvenient access for remote users.  They are also useful as a central access
•oint for hard-to-locate technical reports and documents.

Clearinghouses generally have the following eight characteristics:

            Change quickly to meet the needs of program priorities.

            Have a specific focus or subject area.

            Acquire information
                  -  Published and unpublished.
                  -  Print and electronic.

            Organize and index a special collection for in-depth subject
            access.

            Accept inquiries through on-site visits, telephone, letter or
            electronic messaging.

            Respond to inquiries in  both a routine (standard) and tailored
            (customized) manner.

            Provide  systematic searches of information.

            Engage in outreach and dissemination for current and potential
            users.

At present, EPA is developing clearinghouses on a variety of environmental
issues. The EPA Headquarters Library staff will be glad to share its
experiences in establishing and maintaining  clearinghouses with EPA staff.
The following sections outline services for clearinghouse development and
 management.

Library  Support  Services  For  Clearinghouses

Many clearinghouses are being developed by EPA to respond to legislative
initiatives requiring the Agency to foster public access, communications and
technology transfer.  The Headquarters Library can help EPA program offices in
clearinghouse development and  operations by providing the following
services:
      Provide advice and consultation on developing clearinghouses.
      Information professionals are available to brief you on the content and
      format of clearinghouses.

      Provide specialized literature and news searches.  A variety of
      commercial databases are available within the library for specialized
      searches on environmental management topics.

      Act as the reference library portion  of clearinghouses. Reference
      material available at the Headquarters Library may be used as a core
      reference collection for the clearinghouse.

      Improve access to information through network librarians. A Network of
      28 libraries and other information services provide a nationwide link to
      shared sources of information.

      Develop subject  bibliographies. Summaries of current reports
      organized by EPA program topics related to the subject focus of the
      clearinghouse can be developed for special audiences.

      Advise on database development.  The structure, content, and
      organization of databases can be shared through database
      demonstrations.

      Publish a directory of EPA clearinghouses. As part of the library's
      clearinghouse support effort  a  directory, Access EPA
      Clearinghouses and Hotlines, is published annually.

      Provide an easy way to automate access to small collections of
      information through E-Z Ref, a database shell. E-Z Ref is designed for
      convenient access to information and may be tailored to individual
      needs.

      Network with other Public Information Contacts. We provide tools and
      ideas for networking with dockets, public information contacts, and other
      clearinghouses and hotlines for  effective referral and sharing of
      information.

Clearinghouse Idea  File

The Headquarters Library developed the Clearinghouse Idea File to aid EPA
programs in development and operation of EPA clearinghouses. We contacted
Federal and private sector clearinghouses and asked them to send us
brochures and sample documents. We organized these documents for
convenient access by EPA staff.  The Idea File includes the following sample

Technology Transfer Through Publications
EPA's technology transfer mission is to achieve improved environmental
results.  Efforts are made to foster cooperative approaches for solving
environmental problems, build the knowledge and skills needed to take positive
action, and expand use of technology transfer through technical assistance,
training and focused information dissemination.

The EPA Headquarters Library develops publications that promote technology
transfer.  Examples are the Technology Transfer Series and the /Access EPA
Series.

            Technology Transfer  Series

            Technology transfer can be defined as the use of technical
            knowledge  in an area other than the one for which the research
            and development was originally performed.  The following
            bibliographies in this series are intended to improve awareness of
            technology transfer in general and clearinghouses and hotlines in
            particular:

Access  EPA Series
The U.S. Environmental Protection Agency (EPA)
maintains a series of directories to improve access to
environmental information services provided by EPA and other
public sector organizations.  The directories are maintained by
EPA's Office of Information Resources Management to support the
Agency's mission.  Because EPA believes that public access
to environmental information fosters environmental awareness,
the directories are  made available through the National Technical
Information Service. Each directory provides contact information
and a description of services provided.  The directories are
updated annually.  Current directories in the series are:

          State Environmental Libraries.

          Major EPA Dockets.

          Libraries and Information Services.

          Clearinghouses and Hotlines.

          Public Information Contacts.
