OROSLR is pleased to provide you with a copy of its new
publication, "HELP! EPA Resources for Small Governments." This
publication is a comprehensive inventory of Agency technical,
educational and financial assistance programs along with the names
and phone numbers of program contacts.
This inventory, which to our knowledge is the only one of its
kind, is the most convenient way for members of small communities
to apprise themselves of and to access EPA's numerous assistance
programs. OROSLR has already distributed more than 10,000 copies
to small local governments and relevant associations, and several
hundred more are presently being distributed to Headquarters' and
Regional offices, and to various other constituents.

Introduction
Section 1
This booklet has been designed to help
local officials of smaller jurisdictions find
technical, educational and financial
assistance easily and quickly. The
information is from a 1990 inventory of
EPA activities available to small
communities. It is current as of the date
of this publication. In most cases the
same or similar activities are available to
larger governments as well, and they are
encouraged to call the appropriate
telephone numbers for further
information. Please keep in mind that
EPA services are modified from time to
time in response to changing
Congressional directives and changing
community needs.
Section I contains reference charts which
are organized by type of activity. The
categories are: National, Regional,
Publications and Videos, Special
Projects, and Indian Tribes and Alaskan
Native Villages.
National Activities
This section lists examples of activities
that EPA offers nation-wide. Here you
will find training, informational
documents, and other guidance which
can help you find solutions to
environmental problems—either by
calling the appropriate telephone
number, obtaining a publication, or
attending an EPA-sponsored workshop
or presentation. You will also find a
number of special services, including
hotlines and electronic bulletin boards,
and financing information. Additional
information is available through the
"contacfperson listed for each activity.
Regional Activities
EPA Regional offices specialize in
providing services which respond to the
special concerns of States and
communities in that Region. These
services may be workshops, seminars,
information networks, roundtables,
clearinghouse projects, hotlines, or
similar activities. This section contains a
representative sample of current Regional
programs. In addition to these, Regions
will make special presentations at
meetings and conferences, and to local
officials on a site-specific basis as
appropriate. Be sure to check with your
Regional Small Community Contact
(Appendix A) for updates and additional
information.
Publications and Videos
A wide variety of publications are
available from EPA which can help you
implement environmental regulations,

help you respond to environmental
priorities, and help educate the citizens in
your community about the need for
environmental protection. This section
contains a sample of the kind of
information that is available through EPA
headquarters and Regional offices.
Special Projects
EPA Regional and Headquarters offices
support a full range of special activities
such as pilot projects and research
designed to find alternative solutions to
environmental problems. This is not
intended to be a comprehensive list but
rather to alert you to the kinds of
activities being undertaken in a number
of locations throughout the country. For
more information about these activities,
please call the contact person listed.
Activities for Indian Tribes
and Native Alaskan Villages
Although Indian tribes and Native
Alaskan Villages are not defined as
"small communities" by EPA, the Agency
has designed several special programs to
address the needs of these jurisdictions;
thus they are included in this document.
Again, these projects are typical of those
designed and sponsored by EPA to
address special needs of special
communities in the United States. Local
officials or other interested parties are
encouraged to call the contact person
listed for additional information.
Section 2
The second section describes six major
national programs in greater detail.
These programs are for drinking water,
wastewater treatment, financing, Radon,
on-site assistance, and National programs
for Indians and Native Alaskan Villages.
They illustrate the broad range of
assistance available and provide the
names and telephone numbers of
appropriate staff to contact in Regional or
State offices.
We hope you will find this booklet
helpful. It has been produced by EPA's
Small Community Coordinator project in

Drinking Water Mobilization
The 1986 Safe Drinking Water Act
(SOWA) Amendments mandate a
sweeping regulatory program to ensure
that all Americans enjoy water that is
safe to drink. Complying with the
regulations engendered by the 1986
SDWA Amendments should be no
problem for the relatively few large and
very large systems that serve more than
75 percent of the population. But the
almost 90 percent of community water
systems that are small or very small will
face severe financial, managerial, and
technical challenges. Meeting these
challenges will require innovative
solutions that may come from regulators,
the water industry, or the public.
Mobilization is the United States
Environmental Protection Agency's
(EPA's) effort to bring to bear the skills,
experience, and expertise of State and
local officials, health professionals, the
drinking water industry, and the public
on the unique problems of small drinking
water systems (those serving fewer than
3300 persons). Through Mobilization
government, industry, and the public
form working partnerships to:
• strengthen the institutional framework
for water supply at both the levels of
State programs and small water systems;
• build the technical and managerial
capabilities required to implement the
SDWA and its amendments; and
• educate the public to recognize that
water is a valuable commodity, well
worth the cost of its provision.
EPA's Mobilization strategy pursues
these objectives through six initiatives:
State Capacity (resources); Institutional
Support (regulatory agencies and small
systems); Local Health Officials;
Technology and Training Support (for
small systems); Non-Transient,
Non-Community Systems (such as
hospitals or schools served by their own
wells); and Public Education.
Participation in this program brings
local officials into the
active-and-gro wing-Mobilization
network. Here the challenges facing
small systems are identified, potential
solutions tested and evaluated, and
technical information, expertise and
resources are shared among private
industry, the public, and all levels
government. Contacting the Mobilization
coordinator in your EPA regional office is
your first step to ensuring access to:
• The results of pilot projects to the
efficacy of low-cost technology provided
by industry to small drinking water
systems facing compliance problems;
• Information on alternative management
approaches for small systems, and the
lessons of "Adopt-A-System" programs
pioneered in California and
Massachusetts to give small systems
access to the expertise of larger systems;
and
• The latest on small system viability
issues contained in reports such as the
recently released Establishing Programs
to Resolve Small System Viability—A
Summary of the Federal/State Workshop.

becomes, the greater the potential

Small Community Outreach & Education (SCORE)
What SCORE is. SCORE is an EPA
information and technical assistance
program. It aims to help small
communities build and maintain
self-sufficient wastewater facilities that
meet Clean Water Act standards. SCORE
gears its activities to communities with
fewer than 10,000 people, with special
focus on those with fewer than 3,500.
What SCORE says. The program
stresses that the keys to self-sufficient
wastewater facilities are appropriate
tutology, sound financial management
ffective operation and maintenance,
n prevention, and citizen support
through public education.
How SCORE works. SCORE is a
cooperative program. It enlists the
expertise and resources of various
agencies and organizations to help reach
local officials and wastewater managers
and to encourage State and local
governments to create their own outreach
programs. Among the SCORE network
of organizations are State, regional, or
other sub-State agencies; public-interest
and advocacy groups; educational
institutions; and other federal agencies.
Under SCORE, States play the key
role in outreach delivery to their
communities. They receive support from
EPA regional offices, EPA headquarters,
and the National Small Flows
Clearinghouse at West Virginia
University. Every EPA regional office
and every State has a SCORE or outreach
coordinator.
SCORE incentive grants to States play
a key role in meeting SCORE goals. The
grants, most under $10,000, are awarded
competitively to foster outreach activities
that stimulate States and localities to
create their own outreach programs.
What SCORE does. The program helps
raise the awareness of State and local
officials and citizens to the value of
wastewater treatment, its link to clean
water, and of changes in community
attitudes and practices needed to achieve
good wastewater management. SCORE
products include conferences;
publications, e.g. resource directories that
list sources of help; and videos; exhibits;
toll-free information numbers; and
computer databases and bulletin boards.

your community meet its wastewater
needs at lower costs.

Radon Gas—
A community health hazard with a simple solution
Dangerous radon gas in American homes
and schools is a top concern for EPA,
affecting homes in your town and in
communities across the U.S.
EPA estimates that the
naturally-occurring radioactive gas, now
the second-leading cause of lung cancer
in the nation, is a problem in millions of
American homes. 'Homeowners in your
community can easily test for and fix a
radon problem, however, and local
leaders can play a key role in
encouraging rapid action.
Local officials across the US. have
become involved in reducing the radon
threat by pressing for laws to assure
testing for radon in schools, in real estate
transactions, and in the building of new
homes. Others have worked with local
groups to convince home owners to test
for and fix radon problems.
EPA and your state help communities
reduce radon health threats by providing
lists of qualified radon test kits and
testing companies, as well as lists of
qualified radon reduction experts in your
area. EPA works to find proven methods
for reducing radon, and furnishes public
information materials for many different
audiences, including videos, booklets,
and TV, radio, and print advertising.
Resources for community action on
radon abound, with radon programs in
every state and the participation of key
national health organizations and
associations in your town. Local chapters
of the American Lung Association have
developed programs for community
outreach and the American Medical
Association has sought the help of
physicians in spreading the word a
the hazard. But the participation of
citizen-leaders like you is the key
ingredient.
National Radon Action Week, during
early October, is the best time to launch a
public action campaign in your
community. Radon is a major
environmental health hazard facing the
U.S., but it has a simple solution. To
help your community breathe more
safely, contact your state radon office
today.

public-Private Partnerships Initiative
The Agency's Public-Private Partnerships
(P3) Initiative is committed to developing
alternative financing mechanisms, such as
public-private partnerships, to help local
governments construct and operate
environmental facilities. A major goal of
the program is to increase private sector
involvement and investment in municipal
environmental services.
Private participation in the planning,
financing and delivery of environmental
services can help local governments meet
the challenges they have in financing
errunental services. A parntership
private sector can provide
access to sophisticated
technology, reduce capital and operating
costs, create opportunities for flexible
financing, and permit the delegation of
responsibilities and risks.
To assist local governments in
implementing the public-private
partnership option, EPA has established a
demonstration program and published a
series of documents. The demonstration
program provides communities with a
small grant to test a new or innovative
financing technique. The following
publications should also be of assistance
to small communities:
Public-Private Partnerships for
Environmental Facilities: A Self-Help
Guide. This publication gives local
officials an overview of the issues and
decisions they face in developing a
partnership option. It includes an action
checklist of the major steps required in a
public-private venture.
Public-Private Partnership Case
Studies: Profiles of Success in Providing
Environmental Services. Some
municipalities are already enjoying the
benefits of partnerships with private
companies. This document provides
examples of successful public-private
partnerships in solid waste disposal,
wastewater, and drinking water.
Public-Private Partnerships Bulletin.
This newsletter is published periodically
to keep interested parties apprised of
activities related to the Initiative.

The Onsite Assistance Program
How The Program Works
The Onsite Assistance Program operates
through a network of operator training
personnel in States and EPA regional
offices. Most States have an
Environmental Training Center for
classroom training of wastewater plant
operators located in either the water
pollution control agency or an
educational institution. These same State
Training Centers provide the personnel
that work in the field with small
communities to help them solve their
operations & maintenance and
management problems. These men and
women serve as troubleshooters and,
more importantly, as trainers. Training is
essential to help eliminate treatment
process control problems, the most
frequent cause of non-compliance at
small plants.
States administer the Onsite
Assistance Program in different ways.
Many States have successfully integrated
technical assistance with enforcement in
their compliance program. In other
States, the assistance is offered on a
voluntary basis.
Currently, the Onsite Assistance
Program is working with about 600
communities in 46 States to correct and,
in some cases, prevent compliance
problems. Each State funds its program
with help from an EPA grant.
What An Onsite Trainer Does
• Meets with plant personnel and town
officials to discuss problems and establish
ground rules.
• Diagnoses the specific cause(s) of
non-compliance, such as improper
process control, insufficient staffing or
budget, inadequate sludge disposal, or
design errors.
• Develops a training and assistance
schedule.
• Provides over-the-shoulder operator
training and financial management
assistance as required.
• Completes an Operations and
Management Evaluation which
documents the assistance effort.
• Follows up with visits to the plant for
about six months to see that agreed-to
activities are being continued.
How Much Does Onsite Assistance
Cost?
The community pays nothing for onsite
assistance. The community will be
expected, however, to make the necessary
improvements to achieve compliance.
This may require an expenditure by the
town if, for example, equipment needs to
be repaired or replaced.
The total average cost to provide
onsite assistance is about $10,000 per
facility. But costs vary widely because an
individual assistance effort may take six
weeks to two years or longer, depending
on the complexity of the problem.
Compared to the cost of a formal
enforcement action, onsite assistance is a
real bargain!

Environmental Training Centers
Environmental regulations dating back to
the 1960's have created a need among
municipalities, industry, and the private
sector for highly trained personnel.
These individuals must be capable of
working with increasingly complex
technologies in a wide variety of
environmental disciplines. To meet the
demand for qualified technicians, the
Environmental Protection Agency began
by establishing training centers to
educate water pollution control personnel
\e areas of facility operation,
?nance, management and safety.
_ rareness of environmental problems
has expanded, the training centers have
responded by providing training in all
environmental fields. Environmental
Training Centers provide educational
opportunities and technical assistance in
areas such as water pollution control,
public water supply, air quality, solid
waste, hazardous materials, and
industrial waste treatment and safety.
Environmental Training Centers offer
a diversity of programs, classes,
workshops, continuing education, and
college curriculums. Whether the need is
to train entry level personnel, provide
certification upgrade or renewal training,
or educate supervisors and managers,
there is an Environmental Training
Center to meet these needs. With a close
working relationship between local, state
and federal regulatory agencies and those
being regulated, environmental training
centers are in a unique position to offer
the most current information, technical
assistance, and onsite training.
Environmental Training Centers are also
available to assist in the development of
specialized training programs for specific
industries or communities.
Environmental Training Centers have
established a successful record of
providing high quality training and
technical assistance, developing training
materials to meet changing needs and
providing statewide delivery of training
programs.
