It is the policy of the Agency to use a unifora numbering system for scientific and technical publications in accordance yith the recosmendations of the Conoittee on Scientific and Technical Infor- mation of the Federal Council for Science and Technology, and" the "proposed American National Standard on'Forsat of Scientific and Tech- nical Reports. Each Agency technical publication available to the" general public or intended for external distribution shall carry a unique alphanuaeric designator in accordance vith the numbering system established by thj.s Order. .
