BACKGROUND:
The U.S. Environmental Protection Agency is currently sponsoring a national
environmental initiative called the Common Sense Initiative (CSI). CSI's
goal is to guarantee strong environmental standards, while encouraging innova-
tion and flexibility in how they are met. Project participants include represen-
tatives from industry, labor, environmental organizations, environmental justice
groups, as well as federal, state and local government.
One of CSI's primary industry sectors is the Printing Sector. A Printing Sector
Subcommittee and two Workgroups are active on both of its key programs: the
Multi-Media Flexible Permits Group and the New York City Education Project
The New York City Education Project is a model program which, if successful
in New York City, will be used throughout the United States. Designed to
achieve fundamental change within the printing sector, it strives to incorporate
the philosophy of pollution prevention into everyday work practices, enabling
screen, lithographic, and flexographic printers not only to achieve regulatory
compliance, but to save overhead monies and critical production time.
Pollution Prevention (P2) represents a new approach to environmental compli-
ance that helps a business operate "cheaper, cleaner, and smarter." P2's aim
is to reduce pollution at the source through chemical substitutions, process
changes, improved operations, and better housekeeping procedures. The bene-
fits include enhancing your firm's productivity, quality, and profitability.

How To USE THE DIRECTORY
The Environmental Compliance and Pollution Prevention Technical Assistance
Directory far New York City Printers is one of the several educational outreach
tools developed by members of the New York City Education Project. It is
designed to be an easy resource guide for printers who are interested in learning
about and/or implementing pollution prevention practices.
The technical assistance providers listed on the inside pages represent a diverse
group of organizations that, individually or collectively, can assist a printer in
exploring potential pollution prevention improvements. All services and
materials listed are either free of charge or low cost.
The way the directory is organized allows the readers to select the form of infor-
mation or assistance that best suits their individual needs: from a simple phone
call or on-site assistance to workshops, videos or brochures.

MISSION STATEMENT
The Department of Environmental Protection established the
Environmental Economic Development Assistance Unit
(EEDAU) to provide assistance to New York City businesses.
EEDAU goal is to foster economic development while promot-
ing environmentally sound business practices and working to
eliminate unnecessary environmental regulatory burdens on
local business.
SERVICES
STAFF AVAILABILITY
NYCDEP's Environmental Economic Development Assistance
unit provides telephone assistance relating to questions regard-
ing regulatory and compliance assistance, green business devel-
opment, financial services, regulatory reform and pollution pre-
vention. EEDAU also assists with handling complaints, evalu-
ating proposed environmental regulations, and arranging work-
shops on topics for interested groups. Direct referral to a tech-
nical assistance provider familiar with the flexographic, screen
and lithographic printing process to obtain free or low cost
assistance, is also available.
WORKSHOPS/TRAINING
Staff participates in a variety of workshops that present
information on a wide range of environmental, regulatory
and pollution prevention issues. NYCDEP conducts infor-
mational workshops for businesses and business service
providers, along with co-sponsoring a variety of conferences
and workshops.
PUBLICATIONS
NYCDEP's Environmental Economic Development Assistance
Unit has a series of case studies available, along with pollution
prevention and waste minimization fact sheets. These materi-
als are produced by the North East Waste Minimization
Officials Associations, New York State Department of
Environmental Conservation, and the United States
Environmental Protection Agency.

CHEMICAL DATA
NYCDEP collects chemical data for the New York City Toxic
Release Inventory Report and prepares annual reports on New
York City facility releases. This information is reported to New
York State Department of Environmental Conservation.
REGULATIONS
NYCDEP provides information on local environmental regula-
tory requirements and how those regulations apply to their
business. Basic regulatory assistance, followed by a referral to
the appropriate party, is also available .
FINANCIAL ASSISTANCE
NYCDEP Environmental Economic Development
Assistance Unit coordinates efforts with service providers,
public agencies, and private institutions, to find sources of finan-
cial aid for regulatory compliance and pollution prevention.
INSURANCE ASSISTANCE
NYCDEP does not at this time offer insurance assistance.
CLEARINGHOUSE
NYCDEP has a repository of regulatory/informational mate-
rials available to the general public. A one-stop permit
information center where permit applications are available to
the public.

MISSION STATEMENT
Plan, monitor, manage, and coordinate, information manage-
ment, technical assistance and support activities related to the
New York State Department of Environmental Conservation's
(NYSDEC) multimedia pollution prevention initiative.
SERVICES
STAFF AVAILABILITY
NYSDEC's pollution prevention unit comprises a staff of engi-
neers, research scientists, environmental program specialists,
environmental analysts and support staff located at NYSDEC's
Central Office. The unit directly provides pollution prevention
technical assistance and works with NYSDEC's nine regional
offices to deliver the multimedia pollution prevention program.
One-on-one technical assistance can be obtained by calling the
pollution prevention Hotline 1-800-462-6553. This assistance
is provided free to businesses, organizations and the public.
WORKSHOPS/TRAINING
NYSDEC's pollution prevention unit offers various
workshops/training and teleconferences throughout the year.
The workshop series, Pollution Prevention for Small Business and
Local Government, has been offered to the public. These work-
shops provide general information on New York's small business
assistance.program, pollution prevention, regulations and per-
mits, and various case studies.
Workshops/training have been also offered on general pollution
prevention information.

VIDEOS
NYSDEC's pollution prevention unit maintains a library of
information which contains several videos on pollution preven-
tion programs including videos for printers, dry cleaners and
automotive shops. These videos are available on a limited
basis and programs along with a showing of the videos can be
presented upon request.
CONFERENCE/EXPOSITIONS
NYSDEC's pollution prevention unit holds an annual Pollution
Prevention Conference, in the early summer. The 10th Annual
Conference will be held in Albany on June 2-4,1997.
In August of 1996, NYSDEC's pollution prevention units held
its first Solvents Expo in Buffalo. Further expos may be held in
other parts of the state.

NYSDEC's pollution prevention unit conducts technical assis-
tance and outreach needs studies, along with workshop and
outreach surveys.
REPORTS
NYSDEC's pollution prevention unit's Multimedia Pollution
Prevention Annual Report is available to the public. This report
describes the programs implemented, and provides a good
overview of the different initiatives being undertaken.
CHEMICAL DATA
NYSDEC's pollution prevention unit is responsible for the
development of the New York State Toxic Release Inventory
Report and prepares annual reports on New York facility releases.

MISSION STATEMENT
The SBAP's mission is to provide technical assistance to help
small businesses understand their rights and responsibilities
under the Clean Air Act Amendments (CAAA) and what
they must do to achieve voluntary compliance under related
federal, state, and local requirements.
INDUSTRY EXPERTISE
Any type of small business potentially impacted by the CAAA
and corresponding state and local air requirements.
WORKSHOPS/TRAINING
The SBAP holds general and industry sector-specific work-
shops and training. This activity is often conducted in part-
nership with Empire State Development's Environmental
Ombudsman Unit which is a component along with EFC's
SBAP in the federally mandated Small Business Stationary
Source Technical and Environmental Compliance Assistance
Program (PROGRAM). The PROGRAM is designed to help
small businesses achieve voluntary compliance with Clean Air
Act requirements.
CONFERENCES AND EXPOSITIONS
The SBAP participates in conferences and expositions.
Participation includes sponsorship, co-sponsorship, moderating
or providing sessions, and as an exhibitor.
PUBLICATIONS
The SBAP has available fact sheets on a variety of techni-
cal subjects, compliance assistance guides for printers, and
edits a PROGRAM newsletter twice a year titled, Clean
Air News.
REPORTS
The SBAP produces annual reports to the federal
Environmental Protection Agency and the state's
Department of Environmental Conservation on PROGRAM
activities and accomplishments each year. The confidential-
ity of small businesses is protected by law in all PROGRAM
activities.
REGULATIONS
The SBAP provides regulatory assistance with federal and
state requirements to help small businesses understand their
rights and responsibilities under the Clean Air Act
Amendments. Assistance regarding local requirements is pro-
vided via information or referral to an appropriate contact in
the local agency.
FINANCIAL ASSISTANCE
The SBAP does not offer direct financial assistance but will
refer businesses to other sources of information including the
Environmental Ombudsman.
TECHNICAL ASSISTANCE
The SBAP helps small businesses understand federal and state
air quality requirements and provides fee-free technical assis-
tance on pollution prevention and control strategies, helps
businesses complete air quality permit applications and regis-
tration forms, and offers on-site technical assistance visits and
environmental audits. The confidentiality of small businesses
is protected by law in all PROGRAM activities.

MISSION STATEMENT
Empire State Development/Environmental Ombudsman Unit's
mission is to function as die small business advocate and pro-
vide information on Clean Air Act Amendments (CAAA),
and New York State air pollution regulations. Assistance and
information are available in bodi English and Spanish.

General compliance with die requirements of die Clean Air
Act Amendment (CAAA) and corresponding state and local
air pollution laws.

Chromium Electroplating and Anodizing Tanks; Dry Cleaning
Facilities; Gasoline Dispensing Sites; Halogenated Solvent
Degreasing Operations; Metal Fabricating and Finishing;
Pharmaceutical and Cosmetics Manufacturing; Printing;
Surface Coating; Wholesale Bakeries; and Wood Furniture
Manufacturing and other industries affected by CAAA.
SERVICES
STAFF AVAILABILITY
Environmental Ombudsman Unit is comprised of four profes-
sionals who directly provide general information and assistance
to small businesses. Assistance is available in English and
Spanish. Small businesses may obtain initial environmental
compliance information, brochures and environmental self-
audits. In addition, die Unit is available to assist with handling
complaints; evaluating proposed environmental regulations for
their impact on small businesses; and arranging workshops on
special air regulation topics for interested groups. One-on-one
assistance can be obtained by calling die Hotline 800-STATE
NY. This assistance is provided free to business, organizations
and the public. All information provided to the Ombudsman
during compliance assistance is held confidential by law.
WORKSHOPS/TRAINING
The Environmental Ombudsman Unit will organize workshops
and training as needed or requested.
The following workshops/training have been offered to the
printing industry:
Printing Industry Environmental/Safety Symposium; Workshop on
Pollution Prevention and Voluntary Compliance Opportunities for
Offset Printing Operations.

mailed to small businesses and to those groups who assist small

The Environmental Ombudsman Unit co-sponsors and spon-
sors conferences when requested or as needed.
SURVEYS
Industry specific surveys have been conducted by the Unit
Currently the Unit is surveying small businesses assistance
providers regarding their needs and available services. Surveys
are conducted by the Unit as needed.
REPORTS
The following report is available:
Clean Air Act VOC Compliance and the Offset Printing Industry
Costs and Options.
Cost of compliance and impact analysis will be conducted for
the industry sectors most impacted by the CAAA. Reports are
available to the public.
CHEMICAL DATA
The Unit has staff members who are familiar with chemical
information including use, disposal, release, and toxicity infor-
mation. In this regard the Unit refers the business to the
appropriate regulation and/or agency to obtain necessary envi-
ronmental compliance.
REGULATIONS
Regulatory assistance is available primarily to help small busi-
nesses to comply with the changes to New York State air regu-
lations as result of the CAAA. Information is available on all
of the New York State air regulations.
FINANCIAL ASSISTANCE
The Environmental Ombudsman Unit does not offer direct
financial assistance, but can provide information on the types
of assistance that are available. Information is available on tax
incentives for environmental equipment purchases. The Unit
also make referrals to banks or organizations that have funding
to provide financial assistance to small businesses.
INSURANCE ASSISTANCE
The Small Business Assistance Ombudsman at Empire State
Development provides information and referral services for
insurance assistance. The Small Business Ombudsman can be
reached at 1-800-STATE NY.
CLEARINGHOUSE
The Environmental Ombudsman Unit refers businesses to its
own technical assistance group within the PROGRAM. The
Small Business Assistance Program (SBAP) located at the New
York State Environmental Facilities Corporation provides tech-
nical and compliance information to businesses that contact
the PROGRAM. The SBAP provides regulatory interpreta-
tions, pollution prevention assistance, air quality permit appli-
cations assistance, and a limited number of on-site audits. The
Unit also works with other technical assistance provides
through New York State and can provide information on other
sources of environmental assistance.
WEB SITE
The Environmental Ombudsman Unit operates its own web
site at: http://www.empite.state.ny.us. The web site
includes a bulletin board. The web site is part of the Empire
State Development web site and is also hot linked to other
sites.

PROGRAM TYPE:
Regulatory, technical and pollution prevention assistance to
printing sector stakeholders (i.e., printers, trade associations,
consultants, state/regional co-regulators, non-regulatory tech-
nical assistance providers, education centers and the public).
EPA Region 2 grants to local State agencies and non-profit
organizations support a broad range of pollution prevention
services to industry and others, including, confidential,
non-regulatory technical and financial assistance; workshops;
and case study development through demonstration projects.
MISSION STATEMENT:
EPA Region 2 Compliance Assistance and Pollution
Prevention Programs are designed to help printers reduce
their wastes and emissions and increase compliance with
environmental regulations. The Region is dedicated to pro-
moting the public's and the regulated community's under-
standing of pollution prevention and waste minimization
techniques and technology transfer opportunities through its
education outreach programs. Pollution prevention is the
preferred approach to environmental protection. It provides
businesses with greater opportunity to be in compliance,
reduces liability, and promotes positive public relations within
the community.

EPA Region 2 is co-sponsoring with NYSDEC, state technical
assistance agencies and printing trade associations, four semi-
nars for printers in the New York City area in February 1997.
Early morning and late afternoon sessions will be held to
accommodate printer's schedules.
EPA Region 2 NYC Office served as one of the host sites for
the May 17,1996 national broadcast of the "Green and
Profitable Printing" video conference. This 3-hour video may
be borrowed upon request or viewed at the Regional Office.
The associated training manual for small lithographic shops on
environmental compliance and pollution prevention is also
available free upon request.

PUBLICATIONS
EPA Region 2 Compliance Assistance library contains EPA
fact sheets, publications, videotapes, pollution prevention soft-
ware, case studies, manuals, and the national Printing Sector
Industry Notebook developed by EPA in partnership with the
printing trade associations (produced 1995). An updated list
of printers' resource contacts is maintained at Regional and
national level for trade associations, regulatory and non-regula-
tory technical assistance agencies.

Continuing effort as co-partner in multi-stakeholder "Common
Sense Initiative New York City Pollution Prevention
Education Project" for printers and their communities. Pilot
project funded with EPA Headquarters monies to survey and
assess local small printers' and community group needs; design
educational training materials/seminars and deliver on-site
technical assistance to printers who voluntarily sign-on to the
project. Pollution prevention successes of this project will be
documented and shared with other interested parties for repli-

EPA has developed Chemical Fact Sheets and Summaries on
many different chemicals. The Fact Sheets are usually two pages
and are written for the general public while the Summaries are
usually 10-20 pages and are written with a technical focus for
those interested in gaining a more in-depth understanding of a

Grants to support pollution prevention activities are available to
state and local governmental agencies, as well as non-profit
organizations through a variety of grant mechanisms.
Partnerships with others, including industry, are encouraged.
The grants are used to fund education, training, demonstration

The Association of Graphic Communications (AGC) pro-
motes the image of graphic communications as a clean, high-
tech industry, a good corporate citizen, and a viable career

area's printing and graphic communications industry. AGC, a
nonprofit trade organization, is the regional affiliate of Printing
Industries of America. It has been offering its services in New
York City, Long Island, Westchester County, and northern/

communications community for over 130 years.

PUBLICATIONS
SGIA has a series of case studies and project bulletins high-
lighting waste minimization/pollution prevention activities in
the screen printing industry. Topics include work practice
modifications, alternative screen reclamation technologies, as
well as case studies highlighting individual printing facilities.
All case studies are produced by U.S. EPA's Design for the
Environment Program.
VIDEOS
"Saving Money, Reducing Waste", produced by the New Jersey
Small Business Development Center and SGIA, offers an
introduction to pollution prevention for the screen printing

SGIA holds an annual trade show and conference in the fall.

workshops at several locations on printing industry processes and
environmental issues. Provide compliance assistance and pollution
prevention training to printers by rebroadcasting "Green and
Profitable Printing" video conference; coordinate with trade organi-
zations and state TAPs to develop state specific sections; explore
development of training packages for other topics or groups of
printers (e.g., flexographers and screen printers), and offering spe-
cial training sessions at national/regional/state conferences.

VIDEOS
"Green and Profitable Printing" National Video conference
held on May 17,1996 was videotaped, and tapes and portions
of the course notebook are available for use by the general pub-
lic. This three-hour video conference on environmental com-
pliance and pollution prevention for printers focused on both
national and state environmental issues. The video conference
focused on environmental compliance issues and strategies for
smaller lithographic shops, and used video excerpts from the
"Green and Profitable Printing" videotape training series
(funded by the Great Lakes Protection Fund) to show how
some printers are already using waste prevention to reduce
costs, enhance quality, and improve environmental quality of
their operations.
CONFERENCE/EXPOSITIONS
PNEAC attends and participates in a variety of industry
conferences.
SURVEYS
To identify the needs of its clients and to assure that the
strategic plan developed by PNEAC addresses those needs,
PNEAC conducted focus groups with representatives from
small printers, printing trade associations, and technical
assistance providers to determine their environmental infor-
mation needs and concerns. Specifically, these information
gathering sessions were designed to: (1) introduce potential
clients to the services PNEAC would be offering; (2) deter-
mine what information products are needed by different sec-
tors of the printing industry; and (3) determine how infor-
mation should be disseminated to printing industry seg-
ments. Findings from these meetings are summarized in
Section II of this Plan document.

an Internet web site, which has been established as an efficient,
accessible source of up-to-date information for technical assis-
tance providers, trade organizations, printers and others in the
printing industry. PNEAC is endeavoring to establish this world
wide web site as the foremost Internet doorway for environmen-
tal information for and about the printing industry. The web
site includes "Hot News", a forum for disseminating important
regulatory, environmental, and training information to the print-
ing industry. It also includes special pages on regulatory incen-
tives and regulations, pollution prevention initiatives and case
studies, and a list of conferences and other training opportuni-
ties. In addition, the homepage provides links to other organiza-
tions with printing-related information, and also enables users to
access summaries of the questions and answers posted to die
PRINTECH/PRINTREG list serves. The PNEAC homepage is
currently operational, though portions of it remain under devel-
opment as PNEAC staff update and enhance the services provid-
